The workshop was organized to identify solutions to harmonize the relationship between restoration, conservation of cultural heritage and socio-economic development, aiming at the goal of sustainable development on the basis of regional, inter-regional and local governance, orienting and advising policies for the restoration, conservation and promotion of cultural heritage values, serving the socio-economic development of Ninh Binh province in a sustainable manner in the coming time.

Speaking at the opening of the Workshop, Dr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Ninh Binh Provincial People's Committee, Head of the Workshop Organizing Committee emphasized: Ninh Binh - a land with a long history and culture, with very rich and diverse tangible and intangible cultural heritage resources, with outstanding values, carrying its own unique cultural identity, converging full potential and strengths for rapid and sustainable development.
With its beautiful natural landscape and terrain, preserving many outstanding cultural imprints; more than 30,000 years ago, Ninh Binh was home to prehistoric people. In the 10th century, this place was chosen as the first capital of Dai Co Viet State, associated with the careers of 6 kings of three dynasties: Dinh - Tien Le - Ly. Ninh Binh owns the World Cultural and Natural Heritage Trang An Scenic Landscape Complex, the first and only dual heritage to date in Vietnam and Southeast Asia; Cuc Phuong National Park is the first National Park in Vietnam, with rich, unique and diverse flora and fauna, voted and honored by the World Travel Awards as Asia's leading National Park for the past 5 consecutive years; Hoa Lu Ancient Capital Special National Monument is recognized as a model in the architectural art of temples in Vietnam; The special national relic of Non Nuoc Mountain preserves over 50 engraved poems and hundreds of poems, which are an important source of data in our country's literary treasure; 5 national treasures preserve outstanding values in art, culture and history; along with nearly 2,000 relics and scenic spots, over 400 typical intangible cultural heritages including festivals imbued with the cultural identity of the land, folk performing arts, traditional crafts, folk knowledge and good customs and practices of the people of the ancient capital.
These are the core values of the ancient capital's cultural space, preserved, passed down and promoted by generations of Ninh Binh people throughout the historical journey of the land and the nation; are evidence of the longevity of history, ethnic identity and cultural creativity of Ninh Binh people; are also the potential, resources and motivation for Ninh Binh to develop its socio-economy sustainably, building a cultural heritage brand with high recognition and competitiveness; In order to successfully implement the major policies of the Party and the State and the strategic viewpoints, goals and tasks that Ninh Binh province is currently focusing on implementing, that is "Building Ninh Binh province to become a fairly good province by 2030, basically meeting the criteria of a centrally-run city; by 2035 becoming a centrally-run city, a typical model of harmoniously combining restoration, heritage conservation and development. Shaping the nature and function of a millennium heritage city, a creative city; a national and international center of tourism and cultural industry; a leading modern auto mechanical industry center of the country; a solid location in terms of national defense and security. Establishing the leading position and key link connecting the network of heritages and creative cities of the region and inter-region, the country and the world, deeply integrating into the network of UNESCO-titled heritage cities in the world. Closely linking industrialization, modernization and "Serviceization, urbanization, economic development with cultural, social and human development, environmental protection, adaptation to climate change; building a prosperous society and happy people".
Identifying heritage as the strength of Ninh Binh province in socio-economic development, in recent years Ninh Binh has attached importance to and invested resources in culture, proactively and actively implemented many measures, mechanisms and policies to preserve and promote the value of cultural heritage associated with socio-economic development. However, in the implementation process, many contradictions and conflicts have arisen, requiring authorities at all levels to constantly innovate, create, perfect mechanisms and policies, expand cooperation and exchange of experiences between localities in the region, domestically and internationally to harmoniously resolve the relationship between restoration, conservation of heritage and socio-economic development. If this relationship is resolved well, it will create motivation and resources for development, but if not, it will lead to a situation where heritage is protected but does not contribute to development or development causes heritage to fade away.
Based on the above practical situation and requirements, Ninh Binh province coordinated with the Communist Magazine and the Ministry of Culture, Sports and Tourism to organize the International Scientific Conference "Resolving the relationship between restoration and conservation of cultural heritage and socio-economic development: Viewed from regional and local governance" with the aim of identifying orientations and solutions that can harmoniously and effectively resolve the relationship between restoration and conservation of cultural heritage and socio-economic development on the basis of regional, inter-regional and local governance; raising awareness, responsibility, skills and experience of Party committees at all levels, authorities, agencies, organizations, enterprises and people in implementing the restoration and conservation of heritage associated with socio-economic development of the province, the region and the whole country.
Today's international scientific conference is one of the very important scientific activities, contributing more objective, scientific arguments, lessons learned for policy making so that Ninh Binh province can successfully implement the set major goals; at the same time, contributing to summarizing practices, experiences from practices to propose to the Central Government to issue appropriate policies and guidelines. The conference has the participation of many domestic and international experts and scientists, at the Central and local levels, is an opportunity for Ninh Binh to listen to in-depth, objective, multi-dimensional opinions on solving the relationship between restoration, conservation of cultural heritage and socio-economic development.

The introduction at the workshop by Associate Professor, Dr. Nguyen Ngoc Ha, Deputy Editor-in-Chief of the Communist Magazine stated: The international scientific workshop on "Resolving the relationship between restoration and conservation of cultural heritage and socio-economic development: Viewed from regional and local governance" has important significance, first of all, to concretize the Party's cultural guidelines and the viewpoints of General Secretary Nguyen Phu Trong at the National Cultural Conference. This is also an opportunity for domestic and international experts, scientists, leaders and administrators to discuss and find fundamental solutions to harmoniously and effectively resolve the relationship between restoration and promotion of cultural heritage values with socio-economic development, promote cultural values, Vietnamese people, and realize the aspiration to develop a prosperous and happy country.
In today's workshop, we need to clarify a number of issues: It is necessary to clarify the common perceptions on resolving the relationship between restoration, preservation of cultural heritage and socio-economic development. It is necessary to have a deeper understanding of the viewpoints and policies of the Party and State on this dialectical relationship; clearly define the roles of the State, community, enterprises and people in resolving this relationship.
Evaluate and review trends in resolving the relationship between restoration and conservation of cultural heritage and socio-economic development in practice in each region and locality.
Heritage has a specific location, a specific creator and a specific owner. But heritage does not belong to anyone. In that sense, it is extremely necessary to refer to international experience in resolving the relationship between restoration and conservation of cultural heritage and socio-economic development, especially in countries with similar cultural characteristics to ours, such as China, Japan, Korea, India, etc.
It is necessary to clarify the operating mechanism of the heritage sector of these countries, to see the successes as well as the limitations in resolving this relationship; the issue of applying scientific and technological achievements, mobilizing social capital in resolving this relationship in countries is also the content that we need to focus on discussing. For Ninh Binh, connecting, learning from experiences, unifying viewpoints and actions with provinces and cities across the country, especially "neighboring" provinces, is very important.
Combine and resolve well inter-regional, inter-level, inter-sectoral relationships in local and national governance on restoration, conservation of cultural heritage and socio-economic development.
Deeply understanding the dialectical relationship between restoration and conservation of cultural heritage and socio-economic development from the perspective of regional and local governance is important for us to arouse and promote soft power, converting cultural heritage resources into resources and driving forces for socio-economic development; at the same time, making cultural heritage increasingly spread and penetrate more deeply into our activities.
Accordingly, today's Workshop not only aims to solve the current problems of this relationship in the immediate future, but is also an important basis for solving fundamental, long-term problems, laying the foundation for building an advanced Vietnamese culture imbued with national identity.
