The workshop was also attended by 500 delegates who are leaders of central and local agencies and agencies and units under the Ministry of National Defense. The workshop is one of the key activities towards the 70th anniversary of the historic Dien Bien Phu Victory (May 7, 2024); honoring the merits and contributions of compatriots and soldiers who overcame hardships, sacrificed, and devoted themselves to the victory, thereby arousing patriotism, revolutionary heroism, and national pride in the entire Party, people and army.

Speaking at the opening of the conference, General Luong Cuong, Director of the General Department of Politics of the Vietnam People's Army, affirmed: 70 years ago, under the wise leadership of the Communist Party of Vietnam, headed by President Ho Chi Minh, our army and people achieved the Dien Bien Phu Victory that "resounded throughout the five continents and shook the world"; successfully ending the 9-year resistance war against French colonialism and American intervention, bringing Vietnam into a new period, the North transitioned to socialism and carried out the struggle to liberate the South and unify the country.

General Luong Cuong also stated that, with a time lag of 70 years after the Dien Bien Phu Victory, today's conference is an opportunity for us to have more conditions to continue to study, perceive, and evaluate more fully and deeply the historical context of the plots and tricks of French colonialism and American intervention; the wise and ingenious strategic vision of the Party Central Committee, headed by President Ho Chi Minh; the acumen, creativity, and decisiveness in the leadership and direction of the strategy and campaign of the General Military Commission, the Party Committee of the Dien Bien Phu Front Command, and Commander-in-Chief Vo Nguyen Giap. Continuing to affirm that the Dien Bien Phu Victory is a symbol of revolutionary heroism, representing the intelligence, mettle, and strength of the Vietnamese people in the Ho Chi Minh era.

In his report at the conference, comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department, continued to affirm that the Dien Bien Phu Campaign was the peak development of the people's war, of the Vietnamese military art in the resistance war against France. To achieve and achieve the victory of Dien Bien Phu, we mobilized the strength of the entire nation, successfully and creatively solved many issues of military strategy, campaign art and tactics, the highlight being proactive creativity, forcing the enemy to fight in our way, unable to promote the advantages of solid fortifications, strong firepower, and high mobility.
