Leaders of the Rural Population Arrangement Department, Department of Cooperative Economics and Rural Development reported on solutions for livelihoods, life stabilization and production for people at resettlement and irrigation and hydropower resettlement sites in the northern provinces.
According to the summary reports of localities, in the period of 2013-2020, implementing population arrangement according to Decision 1776/QD-TTg dated November 21, 2012 of the Prime Minister, nationwide, more than 105,000 households were arranged and stabilized.
In the period of 2021-2025, implementing population resettlement according to Decision No. 590/QD-TTg dated May 18, 2022 of the Prime Minister, the Ministry of Agriculture and Rural Development issued Circular No. 24/2023/TT-BNNPTNT guiding the implementation of some contents of Decision No. 590/QD-TTg. As a result, in the period of 2021-2024, it is estimated that by 2025, more than 34,000 households will be resettled, reaching about 54% of the target. Particularly for spontaneous migrants, since 2020, the whole country has resettled about 16,000 households.
In particular, due to the impact of storm No. 3 (Yagi), localities have made plans to arrange and stabilize about 9,000 households that were severely damaged by landslides, floods, flash floods, inundation and were at very high risk of floods, flash floods, landslides to resettle in safe places...

The Ministry of Agriculture and Rural Development has compiled and submitted to the Prime Minister support for the implementation of 141 projects (including 128 natural disaster projects, 10 free population stabilization projects and 3 border projects), with a total proposed support capital from the Central Budget reserve fund in 2024 of 4,500 billion VND.
At resettlement sites, investment in essential infrastructure and public welfare works to serve life and production is supported, helping households access basic social services, especially in areas at risk of natural disasters, poor areas, and border areas. The production and daily life of resettled people are gradually stabilizing.

Besides the achieved results, awareness of the role and significance of ensuring livelihoods, stabilizing life, and supporting production development for households by some Party committees and authorities is still limited and uneven, implementation is still slow, especially mobilizing resources for implementation.
In some localities, infrastructure investment is mainly focused on residential areas, with little attention paid to production development, ensuring livelihoods and basic social services; resources have not been proactively allocated, and capital sources from local programs and projects (especially national target programs) have not been mobilized to support production, so the lives of some households are difficult and not really sustainable.
In many localities, after storm No. 3, many areas of cultivated land were eroded by saline soil and buried by rocks and soil, requiring a lot of time, manpower and resources to protect the environment, restore cultivated land; change the structure of crop varieties, change jobs...

At the workshop, delegates from localities and sectors focused on discussing, sharing experiences, difficulties and discussing solutions to continue effectively implementing the work of population arrangement associated with new rural construction, especially ensuring livelihoods, stabilizing life, and developing production for households at the population arrangement points.

For Thanh Hoa province, in order to prevent, combat, and mitigate natural disasters, respond to climate change, overcome landslide risks, and ensure the safety of people's lives and property, the Department of Agriculture and Rural Development has advised the Provincial People's Committee to issue Decision No. 4845/QD-UBND dated January 12, 2021 on approving the project to arrange and stabilize residents in areas at high risk of flash floods, landslides, and landslides in mountainous districts for the period 2021-2025.
At the workshop, representatives of the Department of Rural Development (Thanh Hoa Department of Agriculture and Rural Development) proposed solutions for livelihoods, stabilizing life and production for people in residential resettlement projects. Speaking at the workshop, Deputy Director of the Department of Economic Cooperation and Rural Development Vu Van Tien acknowledged and highly appreciated the presentations of the delegates to effectively support livelihoods, stabilize life and production for people at resettlement sites in the Northern provinces. At the same time, he requested localities to continue to strengthen propaganda work to raise awareness of the Party's policies and State policies; the position and role of resettlement, socio-economic development, natural disaster prevention, and national defense and security consolidation, to mobilize all social resources to participate in resettlement.
Localities review and prioritize the list of residential relocation projects in the provincial medium-term public investment plan for the period 2026-2030. Mobilize and integrate capital sources of programs and projects to support production development. Support residential relocation project areas to develop collective economies, cooperatives, cooperative groups, build models and projects to develop production, raw material areas, link production according to value chains, processing, preservation... Research and take measures to ensure safe distances from households' residences to areas at risk of landslides, rockslides, floods, safety corridors, and works to protect residential areas and points from landslides and flooding. Research and build community cultural houses combined with storm, flood and landslide shelters, creating conditions for households to take shelter when facing unfavorable conditions due to natural disasters.
In particular, for provinces affected by storm No. 3, it is necessary to focus on restoring and transforming the structure of crops and livestock towards increasing added value, suitable to the production conditions of each region.
Based on the proposals of the localities, the Department of Economic Cooperation and Rural Development will accept, acknowledge, and study to amend some contents according to Decision No. 590/QD-TTg and will submit to the Prime Minister for consideration and supplement capital from the Central Budget for localities to implement residential resettlement projects (especially urgent and urgent residential resettlement projects, etc.), prioritizing the provinces that were severely damaged by storm No. 3, contributing to stabilizing the population, restoring production development, and stabilizing life soon.
