Speaking at the opening of the workshop, comrade Nguyen Thanh Binh, former member of the Party Central Committee, Chairman of the Vietnam Association of the Elderly, informed: Currently, population aging is one of the most important trends of the 21st century; aging is an achievement of the development process, creating new opportunities but also posing economic, social, cultural and lifestyle challenges for each individual, family and society.
Vietnam is a country with a very rapid aging trend. According to the database of the Ministry of Public Security, by March 2023, the country had nearly 17 million elderly people. Recognizing the inevitable trend of population aging, for many years, the Party and State have always paid attention to building policies, guidelines, and policies, especially the social assistance system, to respond to this trend.
In the context of rapid population aging along with the strong impact of the fourth industrial revolution, organizing the scientific workshop "Vietnam's population aging - Current situation, trends and policy recommendations" is very necessary to crystallize the wisdom, enthusiasm and responsibility of experts, leaders and managers interested in ensuring social security, including protecting, caring for and promoting the role of the elderly in Vietnam.
In his welcoming speech at the Workshop, Comrade Doan Minh Huan, Member of the Party Central Committee, Secretary of the Ninh Binh Provincial Party Committee, gave an overview of the history, geographical location and socio-economic development situation of Ninh Binh province; some outstanding and comprehensive results that Ninh Binh has achieved in the roadmap to implement strategic goals and tasks according to the Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister; Determined to strive to build and develop Ninh Binh province by 2030 to basically meet the criteria and by 2035 to become a centrally-run city with the characteristics of a millennium heritage urban area, a creative city...
In that development roadmap, Ninh Binh province always pays special attention to the elderly. Currently, the whole province has more than 182 thousand elderly people, accounting for 16.2% of the population. The aging index of Ninh Binh province tends to increase rapidly: in 2019 it was 60.28%, an increase of 10.52% compared to 2009, higher than the whole country by 11.48 percentage points and higher than the Red River Delta by 2.88 percentage points.
Faced with the trend of population aging, Ninh Binh province clearly identified the role, importance and implemented solutions to proactively adapt to population aging; issued many policies and effectively implemented support activities for organizations of the elderly; the elderly in the province are increasingly better cared for, their material and spiritual lives are increasingly improved, continuing to make important contributions to the development of the province.
In April 2024, the Provincial Party Standing Committee will approve the establishment of the Provincial and District Elderly Associations to better represent the legitimate and legal rights and interests of the elderly.
The Secretary of the Ninh Binh Provincial Party Committee also affirmed that the Workshop was organized to demonstrate the spirit of innovation, sensitivity, and adherence to practical requirements of the Central Committee of the Vietnam Association of the Elderly and the Communist Magazine in the new period when referring to current issues in the face of the country's aging population trend.
The workshop held locally is also an opportunity for Ninh Binh province to deeply and comprehensively recognize the issues raised by the aging population trend and more comprehensive solutions to both solve current problems caused by the impact of aging population on society and be consistent with the socio-economic development plan. This will help Ninh Binh province achieve progress and positive results in taking care of the health of the elderly and proactively adapting to the aging population.
Next, the Workshop listened to the introductory report by Associate Professor, Dr. Le Hai Binh, Alternate Member of the Party Central Committee, Editor-in-Chief of Communist Magazine. present.
Speaking at the Workshop, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, highly appreciated the initiative of the Central Committee of the Vietnam Association of the Elderly, Ninh Binh Provincial Party Committee and Communist Magazine in coordinating the organization of the Workshop.
This is a practical scientific activity, addressing the country's current issues, contributing to the development of the National Strategy on the Elderly in Vietnam, amending the Law on the Elderly, summarizing 30 years of implementing Directive No. 59-CT/TW "On the care of the elderly", implementing Conclusion No. 58-KL/TW of the Secretariat "on the organization and operation of the Vietnam Association of the Elderly", summarizing the 30-year process of building and developing the Vietnam Association of the Elderly. Especially contributing to summarizing 40 years of implementing the country's renovation policy and providing arguments for participating in the drafting of documents to be submitted to the 14th National Congress of the Party.
To improve the quality and practicality of the Workshop, Director of the Ho Chi Minh Academy of Politics Nguyen Xuan Thang also emphasized and suggested a number of points that need to be focused on and agreed upon. At the same time, he requested international organizations and experts to share good experiences and good practices; policy recommendations on adapting to the aging population trend for Vietnam to refer to, in accordance with the conditions, circumstances, potentials and advantages of the country; experiences on policies to promote stable birth rates, education reform, pension reform, building a social security system, caring for and protecting the elderly, investing in the health system, appropriate infrastructure, developing health care industries, etc., to turn the challenges of the aging population trend into new development opportunities, contributing to building a humane economy for people.
The presentations at the Workshop provided multi-dimensional perspectives, addressing core issues related to appropriate mechanisms and policies in our country. Focusing on a number of contents: Promoting the role of the elderly in scientific activities, proactively adapting to population aging; promoting and making use of elderly intellectuals in the cause of national construction and development; current situation, opportunities, challenges and policy solutions on population aging in Vietnam; socialization model in building nursing homes, contributing to meeting the needs of elderly care adapting to rapid population aging; population aging trends, characteristics of the elderly in Vietnam and policy recommendations...
At the workshop, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee presented a speech: Developing Ninh Binh into an attractive tourist and resort destination for the elderly.
The opinions contributed at the Workshop are very meaningful scientific-practical arguments. On that basis, the Workshop Organizing Committee will help to filter, propose and recommend to the Party and State to issue appropriate mechanisms and policies in the new period, contributing to ensuring social security and managing sustainable social development.
