National online conference to propagate and disseminate the Law on Inspection 2022

On the morning of March 29, the Government Inspectorate held a national online conference to disseminate the 2022 Inspection Law and documents guiding its implementation to all cadres, civil servants, and public employees (CB, CC, VC) of inspection agencies.

Comrade Duong Quoc Huy, Deputy Inspector General of the Government delivered the opening speech at the Conference.

Attending and chairing the conference at the Government Inspectorate bridge point was comrade Duong Quoc Huy, Deputy Inspector General of the Government Inspectorate. Also attending were representatives of leaders of central agencies, ministries, departments, branches, and professional departments under the Government Inspectorate. Attending the conference at the Dak Lak province bridge point were leaders, officers, employees, and employees of the Provincial Inspectorate; inspectors of departments, branches of the province and districts, towns, and cities.

At the conference, representatives of the Legal Department (Government Inspectorate) introduced, disseminated, and guided the key contents, key points, and basic new points of the 2022 Inspection Law and documents guiding its implementation, focusing on introducing, analyzing, and clarifying new points on the organization and operation of inspection agencies.

The 2022 Law on Inspection was passed by the 15th National Assembly at its 4th session to replace the 2010 Law on Inspection and took effect from July 1, 2023. The Law consists of 8 chapters and 118 articles (an increase of 1 chapter and 40 articles compared to the 2010 Law on Inspection). The provisions of the 2022 Law on Inspection continue to thoroughly grasp and specify the guidelines, policies, and laws of the Party and State on inspection work; creating a legal basis for the process of innovation in the organization and operation of inspection in the spirit of Resolution No. 18/NQ-TW dated October 25, 2017 of the Party Central Committee on continuing to innovate and streamline the organization and apparatus of the political system to be streamlined and operate effectively and efficiently.

Compared to the 2010 Law on Inspection, the 2022 Law on Inspection adds many new regulations and points on the organization and operation of inspection agencies; on the order and procedures for conducting inspections; on handling overlaps and duplications in inspection activities, coordination between inspection and state audit, investigation; the issuance of inspection conclusions on appraisal of draft inspection conclusions, and supervision of inspection team activities.

In addition, the 2022 Law on Inspection also adds regulations on standards for appointment and dismissal of inspectors; removes some regulations on inspection collaborators and regulations on people's inspection. At the same time, it adds some new points on the person who signs the inspection decision, issues the inspection conclusion, the inspection team, the purpose, meaning, principles, and prohibited acts during inspections such as time, authority, responsibility, not covering up for the inspected subjects, not recommending transferring files to the police when detecting violations, and things that party members are not allowed to do...

Also at the conference, delegates representing a number of ministries, departments, branches and localities raised difficulties and legal problems that need to be addressed to contribute to improving the quality, effectiveness and efficiency of inspection activities in the coming time.
