On the afternoon of December 27, Comrade Pham Minh Chinh, Politburo member, Prime Minister chaired an online conference to summarize 2024 and deploy the 2025 plan of the agriculture and rural development sector. Attending the meeting at the Quang Ninh province bridge were Comrade Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, the Department of Agriculture and Rural Development, and related departments, agencies, and enterprises of the provincial agriculture and rural development sector.
The report at the conference of the Ministry of Agriculture and Rural Development showed that in 2024, the GDP growth rate of the entire agricultural sector of the country will reach 3.3%. Agriculture continues to affirm its important position and is the pillar of the economy, firmly ensuring food security and contributing to stabilizing the macro economy and controlling inflation. The output and productivity of many key products increased quite high, typically: Rice was nearly 43.7 million tons, up 0.4% and the yield was 61.4 quintals/ha, up 0.3 quintals/ha; fresh meat of all kinds was 8.1 million tons, up 3.5%; aquatic products were 9.6 million tons, up 2.4%; exploited wood was nearly 22.9 million m3, up 9.8%. Total export turnover of agricultural and forestry products and trade surplus increased to record highs of 62.5 billion USD, up 18.7% and 17.9 billion USD, up 46.8% respectively (accounting for about 71.6% of the country's surplus).
By the end of 2024, about 78.7% of communes nationwide will meet new rural standards; of which 2,225 communes will meet advanced NTM standards and 532 communes will meet model NTM standards. There will be 302 district-level units and 05 provinces meeting NTM standards. OCOP products will grow rapidly in quantity and quality, and develop brands with more than 14,600 OCOP products achieving 3 stars or more (an increase of more than 3,500 products compared to 2023).
For Quang Ninh province, in 2024, the agriculture and rural development sector has basically completed the production plan and adjusted growth scenario target. Specifically, the growth of GRDP of agriculture, forestry and fishery reached 0.08%, higher than the target of the adjusted growth scenario (0.04%). In particular, the whole province reached 62,921.8 hectares of annual crop planting area; grain output reached 212,055 tons; total buffalo herd 24,046 heads, cow herd 24,284 heads, pig herd 269,875 heads, poultry herd 5,693 thousand heads; output of fresh meat of all kinds reached 102,987 tons; total output reached 166,044 tons, of which exploitation output reached 76,851 tons, aquaculture output reached 89,193 tons. The whole province has concentrated planting of 15,272.3 hectares (protection forest area reaches 806.8 hectares, production forest area reaches 14,465.5 hectares); the output of exploited planted forest wood reaches 1,152,291 m3.
In 2024, the whole province has completed and exceeded the new rural construction goals set out in Resolution No. 20-NQ/TU of the Provincial Party Committee. Specifically, the whole province has 91/91 communes meeting new rural standards; 54/91 communes meeting advanced new rural standards; 25/91 communes meeting model new rural standards. 13/13 district-level units of the province have met the standards/completed the task of building new rural areas; 5/7 districts have met the criteria and indicators of districts meeting advanced new rural standards; in which Dam Ha and Tien Yen are the first two districts in the country to be recognized by the Prime Minister as advanced new rural districts.
The conference devoted most of its time to delegates from central ministries, branches, local leaders, leaders of associations and industries discussing and analyzing what has been and has not been achieved in the actual implementation of the 2024 tasks; contributing opinions and proposing solutions to promote advantages in 2025.
Speaking at the Conference, Prime Minister Pham Minh Chinh highly appreciated the achievements of the agricultural sector in 2024. Among the achievements of the sector, Prime Minister Pham Minh Chinh said that natural disaster prevention and mitigation is an outstanding achievement of the Ministry of Agriculture and Rural Development. The work of advising, organizing implementation, and coordinating dams in the context of terrible natural disasters demonstrated the courage and intelligence of the sector's leaders. The sector also quickly stabilized people's lives; stabilized production, met domestic consumption needs, and achieved new record exports.
Prime Minister Pham Minh Chinh emphasized that 2025 is the year of acceleration and breakthrough. If there is no acceleration and breakthrough, the agricultural sector will fall behind. In 2025, the agricultural sector needs to achieve a higher growth rate of 3.5-4%; agricultural, forestry and fishery exports reach 70 billion USD; and forest coverage remains stable at 42.02%. Prime Minister Pham Minh Chinh requested the Ministry of Agriculture and Rural Development to focus on leadership and direction in planning, building strategies, perfecting institutions and policy mechanisms; removing bottlenecks in institutions and policy mechanisms to develop the agricultural sector quickly and sustainably. At the same time, it is necessary to further promote the development of science and technology, innovation and digital transformation to serve the development of green economy, circular economy, knowledge economy and creative economy.
Prime Minister Pham Minh Chinh also assigned the Ministry of Agriculture and Rural Development to remove the IUU "yellow card".
