Attending the conference at Lao Cai province were Ms. Giang Thi Dung, Vice Chairman of the Provincial People's Committee; leaders of relevant departments and branches.
According to the report at the Conference, in 2024, the Ministry of Health advised the Government to submit to the National Assembly for approval the Law amending and supplementing a number of articles of the Law on Pharmacy; the Law amending and supplementing a number of articles of the Law on Health Insurance.... At the same time, it continued to consolidate and arrange the organizational apparatus towards streamlining, effectiveness and efficiency. The health sector strived to complete 3/3 of the main socio-economic targets for 2024 assigned by the National Assembly (including exceeding 2 assigned targets on the number of doctors/10,000 people and the number of hospital beds/10,000 people, achieving the target on the proportion of the population participating in health insurance); 8/9 targets of the sector and field in 2024 assigned by the Government.
Medical examination and treatment services continue to improve in quality and efficiency with a patient-centered spirit, enhancing patient satisfaction. Promote the network of satellite hospitals and family medicine clinics; expand remote medical examination and treatment activities, strengthen guidance, transfer techniques, and promptly support lower levels and localities. Private medical facilities have developed in both quantity and scale. As of October 2024, the country has 1,645 hospitals, including 384 non-public hospitals, examining more than 170 million outpatients and treating more than 17 million inpatients annually.
Continue to promote the development of traditional medicine, combining traditional medicine with modern medicine; pay attention to the health care of the elderly, mothers, children, the poor, and ethnic minorities. Take initial steps to innovate the training of medical human resources; strengthen management, grant extension licenses, ensure adequate supply of drugs, vaccines, medical supplies, and equipment of quality, safety, effectiveness, and reasonable prices...
At the Conference, leaders of ministries, branches and localities discussed and clarified the results achieved in health work in 2024, existing difficulties and proposed solutions to effectively implement health work in 2025.
For Lao Cai province, in recent times, the Provincial Party Committee, People's Council, People's Committee of Lao Cai province, Party committees and authorities at all levels have paid attention to directing the work of caring for and improving people's health. The apparatus of medical units is stable, the scale of operations continues to develop and improve; the quality of medical staff is improved; political ideology is strong, responsible, and there are many efforts and difficulties to complete assigned tasks. The quality of medical examination and treatment has been gradually improved, the spirit and attitude of medical staff in serving patients is getting better and better; remote medical examination and treatment, medical examination and treatment on demand; application of information technology, digital transformation in the health sector is increasingly promoted. In 2024, the total number of medical examination and treatment visits is 2,124,682; health insurance medical examination and treatment visits: 820,926.
Effectively implement disease prevention and control work; direct effective implementation of medical care and overcoming the consequences of storm No. 3; Implement well the policies of the State and the province to support health-population work, such as medical examination and treatment for the poor, support population and development work... especially the policies to attract, treat, and support human resource training for the period 2021-2025; coordinate to effectively implement the national target program for the period 2021-2025. Many investment and development programs of the Government have been effectively implemented, supporting resources to implement the Project (National Target Programs on socio-economic development of ethnic minority and mountainous areas, new rural construction, sustainable poverty reduction...); the policies of the Provincial People's Council have effectively supported the people.
The goals, tasks, health, population, and food safety programs are implemented synchronously, effectively, and meet the set progress. Of the 45 targets in the health sector, 43 are directly advised by the health sector; 02 targets on health insurance coverage rate and average life expectancy are coordinated by the Department of Health. By December 2024, 41/43 targets have met and exceeded the assigned plan, accounting for 95.3%; 02 targets have not been met, accounting for 4.7% (Opium addiction treatment with Methadone, number of TP poisoning cases/100,000 people).
Also at the Conference, the Health Facility Network Planning for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister in Decision No. 201/QD-TTg dated February 27, 2024, was announced. According to the Planning, the goal is to strive to achieve 33 hospital beds per 10,000 people, 15 doctors per 10,000 people, 3.4 pharmacists per 10,000 people and 25 nurses per 10,000 people by 2025; by 2030, to achieve 35 hospital beds per 10,000 people, 19 doctors per 10,000 people, 4.0 pharmacists per 10,000 people, 33 nurses per 10,000 people, and the rate of private hospital beds reaching 15% of the total number of hospital beds.
Vision to 2050, the network of medical facilities from central to local levels is capable of meeting the people's health care needs equivalent to developed, high-income countries. Continue to develop and expand the scale of medical facilities, expand the network of specialized hospitals in oncology, cardiology, obstetrics/pediatrics, geriatrics, rehabilitation, traditional medicine, infectious diseases, and mental health. Form a number of modern medical facilities on par with international standards. Build the domestic pharmaceutical industry into a center for high-value pharmaceutical production. Strive to reach 45 hospital beds per 10,000 people, 35 doctors per 10,000 people, 4.5 pharmacists per 10,000 people, 90 nurses per 10,000 people; the rate of private hospital beds reaches 25% of the total number of hospital beds.
Speaking at the Conference, Deputy Prime Minister Le Thanh Long acknowledged and highly appreciated the results achieved by the health sector in 2024. The Deputy Prime Minister requested that in the coming time, the health sector focus on building institutions and formulating policies to develop the sector to contribute to the development of the country; continue to reorganize the apparatus; focus on implementing disease prevention and control work, be more proactive in expertise, consulting and orientation to improve the quality of medical examination and treatment; mobilize resources for disease prevention and control work; allocate resources for preventive medicine, innovate and improve the effectiveness of grassroots health care; promote digital transformation of the health sector; ensure replacement fertility, have appropriate control measures; thoroughly handle delayed records such as: drug circulation licenses, practice licenses, etc. Ministries and branches continue to pay attention to and accompany the health sector in implementing activities to protect, care for and improve people's health.
On this occasion, Deputy Prime Minister Le Thanh Long presented the Decision approving the Health Facility Network Planning for the 2021-2030 period, with a vision to 2050, to the Ministry of Health.
