- On the afternoon of April 21, the National Steering Committee against smuggling, trade fraud and counterfeit goods (Steering Committee 389) held a conference to review the work of the first quarter of 2025 and deploy tasks for the coming time. The conference was held online from the Government headquarters to the People's Committees of 63 provinces and cities nationwide. According to the Steering Committee's report, in the first quarter of 2025, the activities of buying, selling, transporting prohibited goods, smuggling, illegal transportation of goods, trade fraud and counterfeit goods across borders, land border gates, trails, border openings, sea borders, seaports, sea areas... are not too complicated.
However, on the land border (Vietnam - China, Vietnam - Laos, Vietnam - Cambodia), seaports, international air and postal routes, there are still some subjects involved in smuggling and illegal transportation of drugs, firecrackers, alcohol, tobacco materials, foreign currency, poultry breeds, frozen food, cigarettes, sugar, livestock, fertilizers, pesticides, gasoline, oil, coal, minerals, cosmetics, pharmaceuticals, foreign currency and gold...
Inland, crimes violating the law on production and trade of counterfeit goods, goods infringing intellectual property rights, etc. continue to occur in most provinces and cities.
Faced with that situation, the National Steering Committee 389 and the Steering Committees 389 of provinces and cities have directed their members and affiliated functional forces to synchronously deploy measures to prevent subjects with violations of smuggling, trade fraud and counterfeit goods.
Accordingly, in the first quarter of 2025, functional forces nationwide detected, arrested, and handled 30,651 cases of smuggling, trade fraud, and counterfeit goods, down 0.77% over the same period in 2024. Of which, functional forces detected and arrested 6,754 cases of smuggling, transportation of prohibited goods, and smuggled goods, up 74.51% over the same period in 2024; 22,774 cases of trade fraud, tax fraud (down 11.06%); 1,113 cases of counterfeit goods, intellectual property violations (down 20.9%); collected more than VND 4,616 billion for the state budget, up 59.45% over the same period in 2024; prosecuted 1,328 cases, with 2,046 subjects.
At the conference, leaders of several central ministries, departments and agencies and leaders of several localities spoke and clarified the results of the work of preventing and combating smuggling, trade fraud and counterfeit goods in the first quarter of 2025; proposed solutions to effectively and efficiently implement the work of preventing and combating smuggling, trade fraud and counterfeit goods in the coming time.

Speaking at the conference, Deputy Prime Minister Bui Thanh Son commended the results in the fight against smuggling, trade fraud and counterfeit goods achieved by ministries, branches and localities in the first quarter of 2025.
The Deputy Prime Minister also pointed out limitations such as: smuggling, trade fraud, buying and selling, transporting banned goods, counterfeit goods, and smuggled goods are organized and increasingly sophisticated, making it difficult to detect; violations through e-commerce activities, smuggling, trade fraud, buying and selling counterfeit goods, goods of unknown origin, and poor quality goods in the domestic market still occur...
Regarding the tasks in the coming time, Deputy Prime Minister Bui Thanh Son pointed out: Central ministries, branches and localities continue to thoroughly grasp and strictly implement the directives of the Government, the Prime Minister and the National Steering Committee 389 on the prevention and control of smuggling, trade fraud and counterfeit goods. Central ministries and branches review, supplement and perfect legal regulations and sanctions for smuggling, trade fraud and counterfeit goods; Steering Committee 389 of ministries, branches and localities continue to review and improve the Steering Committee; study and develop regulations for close coordination between the National Steering Committee 389 and the Steering Committees of localities. Ministries, branches and localities strengthen coordination and information sharing in the prevention and control of smuggling, trade fraud and counterfeit goods.
Authorities from central to local levels continue to strengthen patrols, inspections, controls, and grasp the situation of smuggling and illegal transportation of goods in key areas (sea areas, border lines); strictly handle smuggling cases and subjects; increase the application of modern technology in the prevention of trade fraud, especially tax fraud; continue to improve professional skills and arrange modern equipment for officers to implement the prevention of smuggling, trade fraud and counterfeit goods.
Deputy Prime Minister Bui Thanh Son also emphasized: It is necessary to strengthen the work of collecting information from people to promptly handle and eradicate cases related to smuggling, trade fraud and counterfeit goods. Forces must resolutely deploy measures to thoroughly prevent the production, trade and business of counterfeit goods in the domestic area.
For Lang Son province, in the first quarter of 2025, the Provincial Steering Committee 389 proactively and promptly directed its member agencies, units, Steering Committee 389 of districts and cities and anti-smuggling forces to implement many drastic solutions to combat smuggling, trade fraud and counterfeit goods, thereby basically controlling the situation of smuggling, illegal transportation of goods across border trails, trade fraud through import and export, and trade fraud in the domestic area. In the first quarter of 2025, the province's functional forces inspected 1,115 cases, sanctioned 1,018 administrative violations, down 15.59% over the same period in 2024. The total amount of administrative violations handled was more than 59 billion VND (an increase of more than 391% over the same period in 2024). The value of confiscated evidence was more than 6 billion VND. 73 cases have been prosecuted, with 125 subjects. |
