Online conference to disseminate and implement laws and resolutions passed at the 8th Session of the 15th National Assembly

At the 8th session (October 2024), the National Assembly completed the largest volume of legislative tasks since the beginning of the term, with the passage of 18 laws and 21 resolutions with high consensus and unanimity of the National Assembly deputies. The contents of the laws and resolutions closely follow the Party's policies and guidelines, ensuring consistency and synchronization with the legal system, with many important issues, fundamentally solving bottlenecks, inadequacies and problems in practice, creating a driving force to promote economic recovery and development, meeting the requirements and tasks of the country in the new development period. A number of draft laws took effect early, contributing to improving the management of state agencies; minimizing and simplifying administrative procedures, creating favorable conditions for people and businesses in investment, production and business.

The conference listened to reports from central and local ministries, departments and branches on some key contents of the amended Trade Union Law, the Law on Value Added Tax, the Law on Securities, the Law on Accounting, the Law on Independent Audit, the Law on State Budget, the Law on Management and Use of Public Assets, the Law on Tax Administration, the Law on Personal Income Tax, the Law on National Reserves, the Law on Handling of Administrative Violations. The National Assembly 's pilot resolution on creating conditions for socio-economic development of the province through the release of land resources; the impact of the pilot policy on implementing commercial housing projects...

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh emphasized: Perfecting the legal system is one of the particularly important strategic breakthroughs of the Party and State; the laws and resolutions passed have demonstrated the great efforts and determination of the National Assembly, the Government and relevant agencies in building and perfecting the legal system. In order to promptly bring the laws and resolutions passed by the National Assembly into life, the Prime Minister requested that the direction, propaganda, guidance, dissemination and education of the law must be promoted from the central to local levels. Continue to review, develop and promulgate sub-law documents to create a unified and synchronous legal environment and overcome the limitations and shortcomings of current laws, helping agencies and units to grasp the regulations, be confident and proactive in performing public duties, and strengthen people's and businesses' trust in the law; pay attention to allocating resources for the organization, implementation and enforcement of laws and resolutions to ensure consistency. In the process of implementing laws and resolutions, it is necessary to proactively grasp and monitor issues of public concern. If difficulties or problems arise, promptly report and synthesize them to competent authorities for consideration, amendment, and appropriate supplementation.
