- On the morning of March 28, in Hanoi, Deputy Prime Minister Tran Hong Ha chaired the Government's online conference on adjusting the national land use planning for the 2021-2030 period, with a vision to 2050. The conference was connected online with 28 provinces and centrally run cities.
Attending the conference at the provincial bridge were comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee; representatives of leaders of a number of provincial departments and branches.
At the conference, the Ministry of Agriculture and Environment reported a summary of the task of adjusting the national land use planning for the 2021-2030 period, with a vision to 2050; a draft submission on adjusting the national land use planning; a draft Resolution of the National Assembly on adjusting the national land use planning for the 2021-2030 period, with a vision to 2050.
Accordingly, regarding the plan to adjust the national land use planning, the adjusted planning of agricultural land group to 2030 is 26,782.32 thousand hectares, a decrease compared to the approved planning of 949.72 thousand hectares. The adjusted planning of non-agricultural land group to 2030 is 5,840.14 thousand hectares, an increase compared to the approved planning of 943.66 thousand hectares.
The adjustment of the national land use planning for the period 2021 - 2030, with a vision to 2050, ensures the following objectives: meeting land use needs to implement socio-economic development goals and targets in the period 2026 - 2030, in which the growth target of 8% or more is achieved in 2025 and the growth rate in the period 2026 - 2030 continuously reaches double digits; meeting the country's sustainable development requirements, in which priority is given to the development of a synchronous infrastructure system, industry, services, and urban development; continuing to reclamation, restoration, and sea encroachment, putting unused land areas into use; limiting land degradation; improving and restoring degraded land areas in association with environmental protection and sustainable development...
At the conference, delegates focused on discussing and giving opinions on adjusting the national land use planning for the 2021-2030 period, with a vision to 2050.
In particular, the delegates basically agreed with the draft reports and submissions, and at the same time proposed a number of contents such as: needing to calculate to ensure synchronization between land use plans when removing the district level; proposing to remove land use plans at district and commune levels to integrate into urban construction planning; considering adjusting and increasing the use targets for industrial land, traffic land, etc. to meet local needs; needing to build a map of current land use status at commune level based on approved planning to serve new rural construction and urban development, etc.
Concluding the conference, Deputy Prime Minister Tran Hong Ha requested: The Ministry of Agriculture and Environment continues to study and absorb the comments of ministries, branches, experts and localities, work specifically with the Ministry of Construction to complete the planning on the principle of integrating planning, in which fully exploiting the provisions of the Land Law with construction space planning; continue to review agricultural land, forestry land, national defense land to convert to agricultural land, forestry land for production; maintain natural forest land, protective land; flexibly convert agricultural land, rice land to aquaculture land but it is necessary to build a specialized rice land belt.
