On the morning of January 14, the Party Executive Committee of Bac Giang province held a conference to review the leadership work of the Provincial Party Committee in 2024 and deploy tasks for 2025. Comrades: Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Nguyen Thi Huong - Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council; Nguyen Viet Oanh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the conference.
Attending the conference were comrades of the Standing Committee of the Provincial Party Committee; members of the Provincial Party Committee; cadres of the Central Party Committee's advisory and support agencies monitoring the province; comrades of the Party Committee Secretaries, Party Delegations; leaders of departments, agencies, and units under the Provincial Party Committee; heads of provincial agencies, departments, branches, and sectors; Standing members of district Party Committees, city Party Committees, and Party Committees directly under the Provincial Party Committee; comrades of the Provincial Party Committee's Inspection Committee; representatives of party organizations and party members who were awarded by the Provincial Party Committee in 2024.
Speaking at the opening of the conference, Provincial Party Secretary Nguyen Van Gau emphasized that this is an important conference to comprehensively evaluate the results achieved in 2024; analyze and clarify the remaining limitations, shortcomings and causes; draw lessons; thereby unifying the policy, determination to lead and direct in 2025 to successfully implement the set goals, tasks and solutions.
With the determination to successfully implement the Resolution, creating positive changes right from the first day and month of 2025, the Provincial Party Committee and the Provincial Party Committee Standing Committee have focused on leading and directing the promotion of dissemination, propaganda, and mobilization of the entire political system, business community, and people of all walks of life to raise aspirations, determination, overcome difficulties, and mobilize all resources for development; promptly develop and promulgate a comprehensive system of leadership and direction documents in all fields.
Closely following the leadership and direction of the Central Government; inheriting and promoting the achievements and accumulated experiences, the Party Committee, authorities at all levels, business community and people of all walks of life in the province have highly promoted the spirit of solidarity, determination, and development aspirations; made good use of opportunities, promoted internal strength, promoted development and achieved outstanding and comprehensive results in all fields.
However, in addition to the achieved results, there are still limitations and shortcomings, notably: Some targets and tasks have not met expectations; some shortcomings in state management have been slow to be resolved; some newly arising issues have not been promptly identified and handled. The implementation of the principle of democratic centralism, the implementation of the self-criticism and criticism regime in some places is still formal. The management and education of cadres, civil servants and public employees is not good, there are still situations where some cadres and civil servants violate the law, are disciplined, and criminally prosecuted; a number of cadres and party members have the mentality and ideology of being afraid of making mistakes, shirking responsibility, and avoiding responsibility in performing public duties;... These are issues that the conference needs to frankly identify, analyze, and clarify in order to have more effective focused solutions in 2025 and the following years.
Based on the assessment of the situation and results in 2024, 06 major limitations were identified and 05 valuable lessons were drawn. The Provincial Party Committee identified 05 main groups of tasks and solutions that need to be focused on in 2025, determined to successfully implement the general goals and 15 main groups of targets set out in Resolution No. 381-NQ/TU dated December 6, 2024 of the Provincial Party Committee on the leadership tasks in 2025.
For the conference to be effective, based on the Summary Report and practical leadership and direction in the sector, locality and unit, the Provincial Party Secretary requested that comrades proactively express their opinions to clarify the contents. The opinions and presentations focused on clarifying the outstanding results achieved; especially the existing problems, limitations, difficulties and practical obstacles that are arising; analyzing and pointing out the causes; sharing new ways of doing things, experiences drawn from practical work. At the same time, proposing and advising the Provincial Party Committee on leadership solutions to continue to innovate, improve the quality and efficiency in all aspects of work, especially effectively overcoming the existing problems, limitations and obstacles in order to successfully implement the goals, targets and tasks of 2025 and the following years.
Achieve positive, comprehensive results in all fields
At the conference, Comrade Nguyen Thi Huong - Standing Deputy Secretary of the Provincial Party Committee presented a summary report on the leadership of the Provincial Party Committee in 2024 and deployed tasks for 2025. Accordingly, in 2024, in the context of continuing to face many difficulties and challenges, many new issues have arisen. However, the Provincial Party Committee has focused on leading and directing the promotion of socio-economic development with positive results. The growth rate of gross domestic product (GRDP) reached 13.85%, ranking first in the country. The scale of GRDP reached 207 trillion VND (ranked 12th in the country and ranked first in the Northern Midlands and Mountains provinces). GRDP per capita reached 4,370 USD, an increase of 10.6% compared to 2023. The economic structure continued to shift strongly towards increasing the proportion of industry.
Industrial production continued to increase strongly, being the main driving force for the province's growth. The investment and business environment continued to improve. The Provincial Competitiveness Index (PCI) ranked 4th nationwide; investment attraction reached over 2.04 billion USD in converted capital, of which FDI attraction ranked 10th nationwide. Budget revenue achieved quite outstanding results, with total revenue for the year reaching 20,699.5 billion VND, exceeding 32.2% of the central government's estimate and 28.8% of the provincial People's Council's estimate.
Service activities continued to grow. The industry's total production value increased by 11.6%; production value reached over VND 63,510 billion, exceeding the plan by 7.6%. The total import and export value for the year reached 60 billion USD, up 14.5% compared to 2023, reaching 100% of the plan. Essential socio-economic infrastructure continued to receive investment and upgrading attention.
The new rural construction movement has been focused on; up to now, the whole province has 07/10 district-level units meeting the standards and completing the task of building new rural areas; 159/182 communes have met the new rural standards, 70 communes have met the advanced new rural standards; 19 communes have met the model new rural standards.
In particular, the province has completed the arrangement of administrative units at district and commune levels. The fields of education and training, health care, culture, labor and employment have received attention and direction. Education quality Comprehensive, key education continues to be maintained in the top 10 provinces in the country and at the top of the Emulation Cluster of the Northern Midlands and Mountains provinces . Social security policies are well implemented. The province has completed the support for eliminating temporary houses, dilapidated houses for poor households, near-poor households and families of meritorious people facing housing difficulties and degraded houses according to the plan.
Political security and social order and safety are maintained and stabilized; the national defense posture associated with the people's security posture is increasingly solid. Attention is paid to citizen reception, complaint and denunciation settlement. Administrative reform work associated with enhancing the role and responsibility of cadres and civil servants is focused on.
The work of building the Party and a clean and strong political system has achieved many important results. The Provincial Party Committee has directed the early development and promulgation of a system of leadership documents and instructions for the organization of Party congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress. Currently, the province is actively preparing conditions to streamline the organization of the political system according to the direction of the Central Committee. The work of developing Party members in conjunction with improving the quality of admitted Party members has been focused on; the entire Provincial Party Committee has admitted 2,938 new Party members; the rate of village chiefs who are Party members reached 94.7%, completing ahead of schedule the target set by the Resolution of the 19th Provincial Party Congress.
Discussing at the conference, delegates focused on the following contents: Promoting the role of forces participating in protecting security and order at the grassroots level in preventing, fighting and preventing crimes, protecting security and order at the grassroots level. Experience in implementing the merger of administrative boundaries of Yen Dung district and Bac Giang city; key tasks and solutions in the coming time to stabilize and promote the apparatus to operate effectively, efficiently and effectively. Enhancing the responsibility of cadres and Party members in performing their tasks in accordance with Directive No. 26-CT/TU dated June 2, 2023 of the Provincial Party Committee in the new situation. Improving the quality of the town's staff to meet the requirements of the urban government's tasks. Solutions to promote the representative role, care for and protect the legitimate and legal rights and interests of union members, especially union members who are workers in industrial parks and clusters of the province; proposing key tasks in the coming term.
Speaking at the conference, Chairman of the Provincial People's Committee Nguyen Viet Oanh highly appreciated the opinions discussed at the conference for clarifying the outstanding results and sharing many good practices. He accepted the opinions and recommendations of the delegates, and assigned the Provincial Party Committee Office to synthesize and advise the Provincial Party Committee Standing Committee to assign competent agencies to study and respond at the nearest meeting.
Determined to successfully and comprehensively implement the goals and tasks of 2025 and the entire 2020-2025 term
Concluding the conference, Provincial Party Secretary Nguyen Van Gau acknowledged and commended the efforts, attempts, achievements and results that Party committees at all levels, Party organizations, agencies, units, localities, Provincial Party Committee members, leaders of agencies, departments, branches, sectors, provincial unions and localities achieved in the past year.
Entering 2025, a year of special significance, the final year to complete the implementation of the goals and tasks of the Resolutions of Party Congresses at all levels and the Resolution of the 19th Provincial Party Congress, and at the same time, the year of the Party Congresses at all levels for the 2025-2030 term, the comrade requested that Party committees, authorities, agencies, units, localities, and first of all, Provincial Party Committee members need to carefully study the messages on the spirit of innovation that the Party and General Secretary To Lam have thoroughly grasped in the past time. We must always put the goal of the common development of the province, improving the material and spiritual life and happiness of the people above all. To achieve the above goals, regarding the work of Party building and political system building, the Provincial Party Secretary requested that Party committees, authorities, agencies, units and localities pay attention to and focus on maintaining strict implementation of principles of Party organization and activities, working regulations; strengthen internal solidarity and unity. Closely follow, thoroughly grasp and seriously, promptly and effectively implement the leadership and direction documents of the Central Government and the province, in accordance with the requirements of tasks and practical situations.
Continue to do well the work of building and rectifying the Party and the political system to be clean and strong, identifying this as always a central, regular and key task. Strengthen solidarity and unity within the Party; enhance the role, responsibility, pioneering spirit, exemplary spirit, innovation, creativity, determination and drasticness among cadres and Party members, especially the heads of Party committees and authorities at all levels, agencies and units to spread and create synchronous and comprehensive changes in all fields.
Focus on rearranging the apparatus and staffing in the political system to ensure streamlining, efficiency, effectiveness and efficiency in accordance with the direction of the Central Committee, to be completed in the first quarter of 2025. In the process of rearranging and streamlining the apparatus, it is necessary to restructure the staff, civil servants and public employees to ensure that the rearrangement does not affect the performance of tasks of agencies, organizations and units, while improving the quality and efficiency of the operations of agencies, organizations and units after the rearrangement.
Do a good job of propaganda, political and ideological work, raise awareness, create consensus and unity among cadres and party members; promote the responsibility of setting examples, promote the vanguard and exemplary role of cadres and party members; be truly impartial and objective, absolutely do not let localism and disunity occur; at the same time, pay attention to and promptly resolve the regime and policies for cadres, civil servants and public employees after rearrangement according to regulations.
Focus on directing the preparation and organization of Party Congresses at all levels for the 2025-2030 term to ensure progress and compliance with regulations. In particular, the preparation and organization of Party Congresses at all levels must be led, directed, and organized by Party committees in accordance with the Party's regulations and principles, especially the principle of democratic centralism, no ostentation, formality, and anti-waste and negativity. Drafting congress documents must ensure quality; identifying strategic development orientations for the unit and locality throughout the term. Personnel work must ensure the direct and comprehensive leadership of the Party, must strictly and correctly implement the Party's principles and regulations and the State's laws; ensure synchronization, comprehensiveness, connectivity, strictness, democracy, science, objectivity, and impartiality. There are mechanisms and screening criteria to not "miss" those with virtue and talent, and at the same time, resolutely not to let those who do not have sufficient moral qualities and qualifications "slip into" the new Party Committee.
After the Party Congresses at all levels, focus on building and strictly implementing the working regulations of the Party Committee for the 2025-2030 term, develop projects, programs, plans, resolutions, and directives to concretize the resolutions of the Party Congresses to ensure suitability with practical conditions and feasibility during implementation.
Continue to promote the work of preventing and combating corruption, waste and negativity. It is necessary to proactively direct the review of works and projects at risk of causing waste, promptly overcome them, put them into use, reduce the damage caused by waste; overcome them together with strict handling, in accordance with regulations, for collectives and individuals causing waste. Strengthen inspection and supervision work; mobilize people; further promote the role of the Fatherland Front and mass organizations to actively participate in Party building, government building, propaganda, and mobilize people to respond, participate and comply with the Party's policies and the State's laws.
Regarding the field of socio-economic development and state management in all fields, he suggested that Party committees, authorities, agencies, units and localities continue to research, develop, promulgate, review and amend mechanisms and policies to concretize the policies and orientations of the Central Government, the Provincial Party Committee and the Provincial Party Committee Standing Board in accordance with practical conditions. Improve forecasting capacity, proactiveness and flexibility in handling and responding to newly arising issues. At the same time, continue to focus on overcoming limitations, shortcomings and obstacles, improving the effectiveness and efficiency of state management in all fields, especially difficult, complicated and sensitive fields. Focus on exploiting potentials and opportunities, overcoming "bottlenecks" to promote comprehensive and synchronous development of economic sectors, especially when the Law on Public Investment and many Laws and Decrees have been revised, creating conditions for stronger decentralization and delegation of power to localities. Continue to promote administrative reform, improve the investment and business environment.
Along with economic development, pay attention to comprehensive development of cultural and social fields, ensuring that all people enjoy the fruits of economic development. Strive to eliminate 100% of temporary and dilapidated houses for poor households, near-poor households, families of meritorious people facing housing difficulties, for households with legal land conditions according to regulations; remove maximum difficulties for households without legal land.
Synchronously implement measures to maintain political security and social order and safety in the area, prevent the formation of hot spots, and ensure a secure, safe, and stable environment for development. Focus on improving the quality of public reception, handling petitions, complaints, and denunciations, in conjunction with enhancing the responsibility of leaders. Continue to promote foreign affairs and cooperation activities, maximize and effectively mobilize external resources to promote development.
He emphasized that there is not much time from now until Lunar New Year, based on the reality of the province, the Party committees, authorities, agencies, units and localities should focus on patrolling, controlling, preventing smuggling, counterfeit goods, poor quality goods, illegal trading of firecrackers and explosives. Localities need to focus on implementing measures to protect forests, prevent forest fires, and prevent fires and explosions in industrial zones and clusters in the context of dry weather and high risk of fire. Focus on the task of recruiting soldiers, be ready to send enough soldiers, ensure assigned targets, and quality according to regulations.

Direct plans to ensure goods to serve the people; promote cultural and artistic activities, creating a joyful and exciting atmosphere to welcome the new year. Immediately after Tet, agencies and units must focus on work; not let the echoes of Tet linger; promote emulation movements to carry out tasks right from the beginning of the new year.
On this occasion, the Provincial Party Committee awarded Certificates of Merit to 3 district-level Party Committees and equivalent for excellently completing their tasks in 2024; awarded Certificates of Merit to 3 exemplary Party Committees for the 2020-2025 term; and awarded Flags to 2 exemplary Party Committees and leading the emulation movement for the 2020-2025 term.
The Provincial Party Committee awarded Flags to 5 grassroots party organizations and Certificates of Merit to 4 grassroots party organizations, 01 party unit, 19 party cells under the grassroots party committee, and 34 party members who achieved the standard of "Excellent completion of tasks" for 5 consecutive years (2020-2024).
