Also attending the conference were Deputy Prime Ministers, leaders of ministries, branches, government agencies, leaders of the Central Economic Committee, the Economic Committee, the Finance and Budget Committee of the National Assembly, the State Audit, the Party Committee of the Central Enterprises Bloc; leaders of corporations, general companies, and state-owned commercial banks.
The conference was held in person and online at 63 locations in provinces and centrally run cities across the country.
At Ninh Binh bridge, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee attended and chaired. Also attending were comrades: Tran Song Tung, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, Head of the Ninh Binh Provincial Business Innovation and Development Board; Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of departments, branches, units, and representatives of state-owned enterprises in the province.
In 2022 and the first 8 months of 2023, the world situation continues to evolve rapidly, complicatedly, and unpredictably, but thanks to the drastic participation of the entire political system, the business community, and economic sectors, the socio-economic situation continues to show a positive recovery trend, the business sector's activities show signs of recovery, and the state-owned enterprise sector still achieves bright spots.
Basically, state-owned enterprises have completed their production and business tasks, total revenue, profit, budget payment, value of implemented development investment capital and average income of workers have increased... thereby controlling inflation, performing national defense and security tasks and implementing social security policies.
According to a report by the Ministry of Planning and Investment: By the end of 2022, the country will have about 478 enterprises in which the State holds 100% of charter capital and about 198 enterprises in which the State holds controlling shares.
Currently, if excluding defense, security and agricultural and forestry enterprises, there are only 77 large-scale SOEs including: 6 economic groups; 53 state-owned corporations, 18 companies operating under the parent company - subsidiary group model; although accounting for only more than 10% of the number of SOEs, the parent company group - General Corporation holds about 92% of total assets, 93% of total revenue and 92% of pre-tax profit of all SOEs nationwide.
State-owned enterprises are holding large resources of capital, assets, technology, high-quality human resources, contributing significantly to the State budget.
100% state-owned enterprises are holding about 7% of total assets and 10% of equity of all enterprises in the market, accounting for about 25.78% of total production and business capital and 23.4% of fixed asset value and long-term financial investment of enterprises.
State-owned enterprises contribute about 28% of the state budget revenue; attract about 0.7 million workers, accounting for about 7.3% of the total workforce of the enterprise sector. The state-owned enterprise sector also plays a dominant and leading role in important and essential sectors and fields of the economy.
In the first 6 months of 2023, the total production and business revenue of state-owned enterprises reached VND 580,490 billion (equal to 53.7% of the yearly plan and up 4% over the same period).
Some enterprises have total revenue greater than 10,000 billion VND; Total pre-tax profit of state-owned enterprises reached 18,195 billion VND, equal to 56.7% of the yearly plan and 89% over the same period; Total payment to the state budget of state-owned enterprises reached 33,828 billion VND, reaching 90.4% and increasing 1% over the same period.
The conference focused on assessing the performance of state-owned enterprises; results, limitations, lessons learned; causes of limitations and weaknesses that hinder the development of state-owned enterprises.
At the same time, through the conference, the Government and ministries, branches and localities listened to the voices of businesses to remove difficulties, promote production and business, especially in the industrial sector, focusing on the processing and manufacturing industry.

In his concluding remarks, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh highly appreciated the results of SOEs, contributing to the overall results of the whole country in 2022 and the past months of 2023; at the same time, he shared the difficulties and challenges that SOEs face from the domestic and international situation.
The Prime Minister stated that the message of the conference is to join hands and unite to overcome difficulties, overcome challenges, promote investment and development, and contribute to achieving the economic growth target in 2023 and the following years. The spirit is to harmonize the interests of the State, the people and enterprises, harmonize benefits and share risks; do not say no, do not say difficult, do not say yes but do not do for enterprises.
The Prime Minister also pointed out the key tasks in the coming time, to improve operational efficiency, innovate the state-owned enterprise sector, promote production, business and investment development, emphasizing strengthening the leadership of the Party, the management of the State and the contribution of the people to build pioneering state-owned enterprises, leading and contributing to the implementation of the leading role of the state economy. Focus on strengthening the leadership and innovating the Party's leadership method with state-owned enterprises, innovating the work of evaluating and using cadres correctly, accurately and appropriately in the situation.
Regarding state agencies, the Prime Minister requested ministers, heads of sectors, heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and cities to focus on directing administrative reform, decentralization, delegation of power, creating all favorable conditions for businesses, putting themselves in the position of businesses to solve difficulties, overcome challenges, truly share, encourage and motivate those who do the right thing, do well, and resolutely handle those who violate, harass, are negative, avoid and shirk responsibility...
At the same time, the Prime Minister suggested that credit institutions and enterprises have a symbiotic relationship and need to promote the spirit of flexibility and creativity, "in me there is you, in you there is me", together to remove difficulties and bottlenecks in credit and capital sources.
Acknowledging and appreciating the dedicated and responsible opinions and proposals of the Ministries, branches, localities and State-owned enterprises at the conference, the Prime Minister assigned the Ministry of Planning and Investment and the Government Office to receive and submit to the Prime Minister for promulgation of appropriate documents as products of the conference for effective implementation, with the hope that after the conference, State-owned enterprises will have more gifts to give to the State and the people.
