On May 22, the Provincial People's Committee held an online conference to disseminate and thoroughly understand the laws and resolutions passed by the 15th National Assembly at the 6th Session and the 5th Extraordinary Session. Comrade Vo Van Canh - Vice Chairman of the Provincial People's Committee chaired the conference.
The conference is connected online to bridge points of districts, towns and cities.
At the 6th Session, the 15th National Assembly and the 5th Extraordinary Session passed 9 laws, including: Law on Identity Cards; Law on Real Estate Business; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Housing; Law on Management and Protection of National Defense Works and Military Zones; Law on Water Resources; Law on Telecommunications; Law on Land and Law on Credit Institutions.
In addition, during these two sessions, the National Assembly passed 12 resolutions, including policies on implementing national target programs; specific pilot policies on investment in road construction; application of additional corporate income tax according to regulations on preventing erosion of the global tax base; socio-economic development plan; state budget estimates; medium-term public investment plan... to promptly address some shortcomings and limitations in practice.
These are very important contents not only for the implementation of socio-economic development in 2024 but also have fundamental and long-term strategic significance, contributing to the sustainable development of the country in the new period. These laws and resolutions will take effect in 2024 and 2025.
At the conference, delegates were introduced and thoroughly grasped the new points, key contents, requirements and main tasks of 5 laws: Land Law; Identity Law; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Real Estate Business; Housing Law and Resolution on a number of specific mechanisms and policies to implement national target programs.
Speaking at the conference, he stated that the conference to disseminate and thoroughly understand newly passed laws and resolutions is an important activity, laying the basis for continuing to disseminate and organize the implementation of laws at each level, each sector and each locality in the coming time.
The Vice Chairman of the Provincial People's Committee emphasized: The legal documents and resolutions disseminated and thoroughly implemented at the conference have very important provisions on land, housing; real estate business; credit institutions; some specific mechanisms and policies to implement national target programs; on identification; forces participating in protecting security and order at the grassroots level, etc. Therefore, each agency, unit, and locality has a plan and measures to promote propaganda, dissemination, and in-depth training on the contents of the above laws and detailed regulations to cadres, civil servants, and public employees in the agency, unit, and local people in appropriate forms; members of the Provincial Law Dissemination and Education Coordination Council promote a sense of responsibility, direct the development and promulgation of plans to propagate and disseminate laws in their sectors, agencies, and units; Regularly monitor, guide, inspect and urge the implementation within the industry and area in charge to have timely direction measures.
