At the conference, delegates listened to the consulting unit present the Overall Plan Report on the Project for the Preservation, Restoration and Restoration of the Special National Monument of Hoa Lu Ancient Capital until 2030, with a vision to 2050.
The objective of the Planning is to fully identify the value of Hoa Lu Ancient Capital associated with the formation of Dai Co Viet State; complete the system of records and data as the basis for digital transformation and automation in management; create a comprehensive legal framework, policies, and investment plans to attract social resources in the management, protection, and promotion of relic values. Complete the heritage conservation model associated with sustainable development; establish a commensurate position of Hoa Lu Ancient Capital in the system of capitals in national history; make the central area of Hoa Lu Ancient Capital become one of the cores and driving forces for implementing urban development strategies, cultural industry and tourism development strategies of Ninh Binh province. Preserve, restore, and restore historical relics and architectural art, natural landscapes, ecological environment, space, and cultural landscape of Hoa Lu Ancient Capital, promote the values of intangible cultural heritage; educate to preserve traditions and local cultural identity; Propose solutions to develop economic, social, cultural, tourism and technical infrastructure to benefit the community. Complete the boundaries and scope of the protected area of the relic; propose solutions to improve the capacity to adapt to climate change and natural disasters; create a premise for effective socio-economic development of the locality associated with the relic.
Scope of planning research: Formation and development space; landscape space, places, locations, natural boundaries closely related to the formation process of Dai Co Viet state and Hoa Lu ancient capital, including the Citadel, Imperial City, garrison area, palaces, tombs, communal houses, temples, pagodas in the districts of Hoa Lu, Gia Vien, Nho Quan, Yen Mo, Yen Khanh and Ninh Binh city. Focusing on the central area of Hoa Lu ancient capital and vicinity.
The planning scale includes: The entire space of Hoa Lu Ancient Capital is determined by the ramparts and underground archaeological relics, landscape space, landmarks, locations, and natural boundaries that have close relationships in the process of forming Dai Co Viet State and Hoa Lu Ancient Capital.
The project is implemented in 6 phases. Phase 1: Orientation of vision and planning ideas/Report to request opinions from relevant departments, branches and localities. Phase 2: Orientation of strategy and spatial development/Report to request opinions from relevant departments, branches and localities. Phase 3: Development (content) of planning/Report to consult experts, organizations and communities where relics are located. Phase 4: Establishing a dossier for appraisal/Report to request opinions and approval from competent authorities of Ninh Binh province. Phase 5: Establishing a dossier for approval/Report to request opinions from ministries and branches; submitting to the Appraisal Council; submitting to competent authorities for approval. Currently, the project is being implemented to phase 3. After the conference, the project will be exhibited and consulted with the community according to the provisions of Article 6, Decree 166 of 2018 of the Government, which is a premise to enter phase 4 - establishing a dossier for appraisal, reporting for opinions and approval by competent authorities of the province.
At the conference, experts and scientists discussed and contributed ideas to the content of the plan and ideas for the Planning. The assessment of the Planning plan that was built by the consulting unit ensured quality, feasibility, met the requirements and content of the planning task, and closely followed the content of Decision No. 56, 2023 of the Prime Minister "Approving the task of planning the preservation, restoration and rehabilitation of the Hoa Lu Ancient Capital Special National Monument, Ninh Binh Province until 2030, with a vision to 2050".
Experts also noted to the consulting unit: In the content of the Planning, it is necessary to pay attention to the unique values of Hoa Lu Ancient Capital, especially intangible cultural heritages; clearly define the function of Hoa Lu Ancient Capital in connection with Thang Long Imperial Citadel and Hue Ancient Capital, thereby determining the viewpoint and direction of restoration; it is necessary to emphasize the position and role of Hoa Lu Ancient Capital as well as the goal of becoming a Millennium Heritage City; the planning needs to focus on the original elements that need to be preserved, such as natural landscapes, cultural landscapes, architectural works, relics, and the core role of humans in the planning idea.
Speaking at the conference, Secretary of the Provincial Party Committee Doan Minh Huan highly appreciated the planning idea for preserving, restoring and renovating the Hoa Lu Ancient Capital Special National Monument presented by the consulting unit, which affirmed the special value of Hoa Lu Ancient Capital and aimed at a long-term vision of developing the heritage economy.
He also analyzed further the formation process and positioning of Hoa Lu Ancient Capital in the historical process of the nation; affirmed the connection between Hoa Lu and Thang Long Citadel; as well as the role of Hoa Lu in the cultural connection between the two regions of the North and North Central, the role of Hoa Lu capital is meaningful in creating the premise for building Thang Long Citadel, at the same time, it is necessary to focus on conservation and development, therefore, the development of heritage economy needs a long-term vision...
Concluding the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc affirmed that the planning for the preservation, restoration and rehabilitation of the Hoa Lu Ancient Capital National Special Relic until 2030, with a vision to 2050, is a particularly important task in the socio-economic development of Ninh Binh province during the past period; especially since 2020, the Resolution of the 22nd Provincial Party Congress, term 2020 - 2025, emphasized: Promoting the cultural, historical and human values of the Hoa Lu Ancient Capital as a driving force and resource for the province's development. This is also an important focus in the provincial planning until 2030, with a vision to 2050.
He requested the Department of Culture and Sports to absorb the opinions of the Provincial Party Secretary and the consultation opinions of experts and scientists to work with the consulting unit to complete the planning scheme, closely following Decision 56, 2023 of the Prime Minister and the actual development of the province, ensuring that the planning scheme for the Hoa Lu Ancient Capital Special National Monument must be harmonious and consistent with other previous plans of Ninh Binh province.
In order for the Planning plan to be highly feasible, the Chairman of the Provincial People's Committee requested the consulting unit to pay attention to the planning scale and the relics directly related to the formation and development of Hoa Lu Ancient Capital. At the same time, continue to coordinate with departments, branches and localities to complete the planning plan for the preservation, restoration and rehabilitation of the Hoa Lu Ancient Capital Special National Monument, Ninh Binh Province until 2030, with a vision to 2050 in the coming time and soon submit it to the Prime Minister for approval.
