Joint conference between the Provincial National Assembly Delegation with the Standing Committee of the Provincial People's Council, Provincial People's Committee, and Provincial Fatherland Front Standing Committee

On the morning of October 8, in Ha Long City, a joint conference was held between the Provincial National Assembly Delegation with the Standing Committee of the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Standing Committee before the 8th Session of the 15th National Assembly. Attending the conference were comrades: Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Provincial National Assembly Delegate; Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Cao Tuong Huy, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; delegates of the Provincial National Assembly Delegation, the Standing Committee of the Provincial People's Council, the Provincial Fatherland Front and representatives of relevant departments and branches.

According to the report on the situation and results of the socio-economic development tasks in the first 9 months of 2024 in the province, as of the end of August 2024, economic activities in the 3 regions maintained a stable growth rate in accordance with the set targets. However, due to the impact of storm No. 3, although GRDP growth in the first 9 months of the year reached 8.02%, it was still lower than the set scenario. Total state budget revenue in the province in the first 9 months reached 40,479 billion VND, equal to 76% of the central budget estimate, equal to 73% of the provincial budget estimate, equal to 97% of the same period in 2023. Administrative reform and improvement of the investment and business environment continue to be focused on. Digital transformation, provision of public services and implementation of utilities of Project 06 of the Government are promoted.

Social security, social welfare, health protection, education and training development are ensured. National defense, security, border and island sovereignty are maintained, social order and safety are ensured, no sudden or unexpected incidents occur. Foreign affairs activities are promoted, expanded and improved in quality and efficiency. Quang Ninh is the chosen destination of many international delegations when visiting Vietnam.

Regarding the impacts of storm No. 3, as of September 28, 2024, the total damage in the province is nearly 25,000 billion VND. Currently, the Provincial People's Council has approved, issued a resolution and allocated funds to overcome the consequences of storm No. 3, post-storm rain and floods and implement social security policies of 1,180 billion VND. However, the consequences caused by storm No. 3 are too great, it will take a long time to bring activities back to normal.

Speaking to clarify the contents at the conference, Comrade Cao Tuong Huy, Chairman of the Provincial People's Committee, emphasized that Quang Ninh province is focusing on overcoming the major damage after storm No. 3, while synchronously implementing socio-economic development solutions according to the proposed scenario. However, in implementing the tasks, there are also requirements to supplement and amend a number of policies accordingly. He proposed that the National Assembly consider creating a mechanism for Quang Ninh province to transition from fiscal year 2024 to 2025. In addition, building and improving design standards to respond to climate change to ensure that works and infrastructure can withstand and withstand natural disasters at a higher level. He also suggested that the State Budget Law should amend the provincial budget content based on actual conditions to spend on central units in the area.

Regarding the Law on Urban Planning, it is necessary to decentralize the authorization of the content of approval and adjustment to the locality for implementation of some items such as: Construction works located in the heritage buffer zone; some urgent works... In addition, the Chairman of the Provincial People's Committee also proposed that the National Assembly consider supplementing and amending some inappropriate contents in the provisions of the Land Law.

Speaking at the conference, Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, and Provincial National Assembly Delegate, emphasized that although Quang Ninh was the locality most severely affected by storm No. 3, the province was proactive and quickly implemented post-storm recovery measures. In particular, the province has developed a project and established a working group to support people, businesses and sectors to recover from storm No. 3. In the face of difficulties encountered in 2024, the entire provincial political system has demonstrated the traditional spirit of "Discipline - Unity" of the Mining Region, thereby stabilizing the social situation, maintaining people's trust, and maintaining the investment and business environment.

This is the strength of Quang Ninh province to continue implementing solutions to both recover and break through to maintain double-digit growth in 2024, 2025 and the following years. In the context of conflicts between countries in the world affecting the economy, combined with difficulties from the consequences of storm No. 3, the road ahead for the province is still full of difficulties, so it is necessary to continue to be proactive in identifying the situation, ensuring socio-economic development, removing difficulties for businesses, attracting investment, adapting and coping with climate change, preventing the risk of large-scale landslides, forest fires, etc.

Comrade Nguyen Xuan Thang assessed that the recommendations of the province and voters on the policy mechanism to support overcoming the damage caused by storm No. 3 were very appropriate and practical, and requested the National Assembly Delegation of the province to fully absorb the recommendations of Quang Ninh province, synthesize and report at the 8th Session of the 15th National Assembly.

Speaking at the conference, Comrade Dang Xuan Phuong, Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, emphasized that in 2024, in the context of many unprecedented difficulties and challenges with the extreme impacts of climate change, storms and floods, etc., which have directly affected socio-economic development and people's lives. However, under the drastic, focused and key direction and management, mobilizing the strength of the entire political system, Quang Ninh has persevered, made efforts and proactively overcome difficulties and challenges. Continue to strongly innovate the thinking of sustainable development, green growth, inclusiveness, and economic restructuring, especially in the fields of industry, services, tourism and public investment.

Regarding the recommendations of the Provincial People's Committee, departments and branches at the conference, the Provincial National Assembly Delegation will record, receive and summarize all urgent and legitimate recommendations of the province to report to the National Assembly, the National Assembly Standing Committee, and request the Government, ministries and central branches to respond and resolve for the province. Especially the completion of policy institutions, especially sub-law documents. Thereby, promoting reform steps, especially in the direction of promoting decentralization and delegation of power. The comrade also requested the Provincial People's Committee to promote reform of the civil servant and public authority regime, act more quickly and decisively, and apply modern technology in all fields.

He emphasized that in the coming time, the Provincial Delegation of National Assembly Deputies will continue to monitor, supervise, and have more opinions with central ministries and branches on the results of the unfinished settlement; at the same time, continue to monitor, grasp the settlement, and respond to voters' recommendations.
