Increase initiative in handling government work
Speaking at the opening of the Conference, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized that, regarding the proposal to amend and supplement the Working Regulations of the 17th City Party Committee and the Regulations on cadre management, decentralization of cadre management and appointment and introduction of candidates, the Working Regulations of the City Party Committee Executive Committee were issued soon after the successful 17th Congress of the City Party Committee. The implementation of the Regulations has been carried out seriously, promoting the tasks and powers of the Executive Committee, the Standing Committee, the Standing Committee of the City Party Committee and the individual members of the Executive Committee, the Standing Committee, the Secretary of the City Party Committee, the Deputy Secretaries of the City Party Committee, while at the same time well resolving the working relationship of the City Party Committee, the Standing Committee, the Standing Committee of the City Party Committee in leading and directing the work of Party building, socio-economic development, ensuring national defense and security and in all areas and aspects of social life of the City.
The working regulations of the City Party Executive Committee are also regularly supplemented and amended to promote the highest efficiency, meeting the requirements of the City Party Committee's tasks.
According to the Secretary of the City Party Committee, at this Conference, the City Party Committee Executive Committee continued to discuss and decide to amend and supplement a number of articles in the working regulations of the City Party Committee to add a number of new contents due to the decentralization and delegation of authority to Hanoi City by the Central Committee. Thereby, ensuring the promotion of decentralization and delegation of authority, increasing the initiative in handling government work according to the authority and provisions of the law; strengthening administrative procedure reform within the Party, ensuring the principle of comprehensive Party leadership but not making excuses, replacing the government or loosening leadership.
At the same time, to ensure consistency between the Regulations and Rules of the City Party Committee, the Standing Committee of the City Party Committee also proposed to issue a Decision amending and supplementing a number of articles and clauses of Regulation No. 12-QD/TU dated May 8, 2023 on cadre management, decentralization of cadre management and appointment and introduction of candidates to be consistent with the amended and supplemented contents of the Working Regulations of the City Party Committee.
Secretary of the Hanoi Party Committee Bui Thi Minh Hoai suggested that the City Party Committee Executive Committee carefully study, discuss democratically and frankly to contribute, supplement and complete the working regulations of the City Party Committee, regulations on cadre management, decentralization of cadre management and appointment, introduction of candidates and propose that from the practical direction and implementation of tasks, comrades can supplement contents beyond the contents presented by the Standing Committee of the City Party Committee.

Regarding the first draft of the Political Report to be submitted to the 18th Hanoi Party Congress, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized that the political report to be submitted to the 18th Hanoi Party Congress is very important, the crystallization of the Party Committee's wisdom, and the central report in the documents submitted to the Party Congress. Regarding the assessment and review of the implementation of the goals and targets of the Resolution of the 17th City Party Congress, the Secretary of the City Party Committee suggested that the City Party Executive Committee focus on discussing the assessment of the world, regional, domestic and city situations that have impacts and influences on the implementation results of the Resolution of the 17th City Party Congress. Regarding the general goals of the Hanoi Capital Congress to 2030, with a vision to 2045, the draft political report closely followed the results achieved during the 17th Congress term of the City Party Committee. The Secretary of the City Party Committee emphasized the requirement to closely follow Resolution No. 15-NQ/TW of the Politburo to set out general goals and set out 23 specific targets on socio-economic development and Party building and 6 tasks, 3 breakthroughs to implement the goals and targets that will be set out in the 2025-2030 term.
The Secretary of the Hanoi Party Committee asked the comrades in the City Party Executive Committee to give their opinions on whether the inheritance and feasibility shown in the targets for the next term can be achieved; whether the tasks, solutions, and breakthroughs set out are complete; and which tasks should be emphasized and prioritized.
Regarding personnel work, according to Secretary of the Hanoi Party Committee Bui Thi Minh Hoai, in order to supplement the members of the City Party Committee's Inspection Committee for the 2020-2025 term according to the current structure, the Standing Committee of the City Party Committee will implement the process in accordance with regulations. At this Conference, the City Party Committee will submit to the City Party Executive Committee to elect 1 additional comrade to the City Party Committee's Inspection Committee to ensure that the City Party Committee's Inspection Committee operates according to regulations.
According to Secretary of the Hanoi Party Committee Bui Thi Minh Hoai, in recent times, the capital city of Hanoi and the whole country have faced many difficulties and challenges, especially the situation of natural disasters and climate change that have developed abnormally, sometimes beyond forecast, causing great losses in human lives and property of the State and the People such as the recent storm No. 3 Yagi. However, the City Party Committee and Party committees at all levels have closely followed the direction of the Central Committee, focused on leading, directing, and promptly and drastically implementing solutions to prevent floods and storms, overcome the consequences caused by the recent storms No. 2 and No. 3 to ensure safety for people, and minimize losses in human lives and property.
In order to suit the context of the capital and the whole country focusing on supporting people suffering from storms and floods, demonstrating the capital's responsibility and the spirit of "Hanoi for the whole country, with the whole country", Hanoi has supported over 83 billion VND for provinces and cities that suffered heavy damage caused by storms and floods. The city has successfully implemented many major events such as defense zone drills; activities towards the 70th anniversary of the Liberation of the Capital have been adjusted to a suitable scale, organized solemnly, economically and with practical significance, arousing and fostering the pride and sense of responsibility of the capital's officials and people, determined to build the capital Hanoi - the heart of the whole country, Cultured, Civilized, Modern.

Proposal to amend the Working Regulations of the City Party Executive Committee
Next, Member of the Standing Committee of the City Party Committee, Head of the Organization Committee of the City Party Committee Vu Duc Bao presented the Proposal of the Standing Committee of the City Party Committee on: (1) Supplementing and amending the Working Regulations of the City Party Executive Committee, the Standing Committee of the City Party Committee, the Standing Committee of the 17th City Party Committee; (2) Supplementing and amending Regulation No. 12-QD/TU dated May 8, 2023 of the Hanoi Party Committee on "Management of cadres, decentralization of cadre management and appointment and introduction of cadres for election".
The report clearly stated the necessity of amending and supplementing the working regulations No. 09-QC/TU of the City Party Committee; the principles and forms of amending and supplementing the working regulations No. 09-QC/TU and proposed specific amendments for the following areas: socio-economics; planning; investment; tasks and powers of the Standing Committee members of the City Party Committee.
At the same time, the Submission proposes to abolish a number of provisions related to working regulations, including: The Standing Committee of the City Party Committee decides on studying and working in the country and abroad for cadres under the management of the Standing Committee of the City Party Committee (authorizing the Deputy Secretaries of the City Party Committee to decide as proposed in the Submission).
In the Proposal to amend Regulation No. 12-QD/TU dated May 8, 2023 of the Hanoi Party Committee on "Management of cadres, decentralization of cadre management and appointment and introduction of candidates", the Standing Committee of the City Party Committee also proposed to amend and supplement the contents on: Decentralization of cadre management for comrades of the Standing Committee of the City Party Committee; Procedures for requesting policies to carry out cadre work for cadre positions under the management of the Standing Committee of the City Party Committee; Procedures for introducing on-site personnel.
Completing the Draft Political Report to be submitted to the 18th Congress of the Hanoi Party Committee
At the Conference, Member of the Standing Committee of the City Party Committee, Head of the Propaganda Department of the City Party Committee Nguyen Doan Toan presented the Report of the Standing Committee of the City Party Committee on the first draft of the Political Report of the Executive Committee of the 17th City Party Committee to be presented to the 18th City Party Congress.
In the Submission, the Standing Committee of the City Party Committee reported and asked for opinions from the City Party Executive Committee on the first draft of the Political Report to be submitted to the 18th City Party Congress, including: receiving and perfecting the theme and motto of the 18th City Party Congress; the process of building the first draft of the Political Report.
At the same time, the Standing Committee of the City Party Committee also asked for opinions from the City Party Executive Committee on some main contents of the first draft of the Political Report, including: Assessment of the world, regional, domestic and city situations (past 5 years and forecasts for the coming time); Assessment of results and limitations in implementing the Resolution of the 17th City Party Congress. Moderating the discussion, Deputy Secretary of the City Party Committee and Chairman of the Hanoi People's Committee Tran Sy Thanh suggested a number of contents related to promoting decentralization, delegation of authority, and clearing institutional bottlenecks to complete the first draft of the Political Report of the 17th City Party Executive Committee to be submitted to the 18th City Party Congress.
At the Conference, delegates highly agreed with the "Supplement and amendment of the Working Regulations of the City Party Executive Committee, the Standing Committee of the City Party Committee, the Standing Committee of the 17th City Party Committee" and the supplementation and amendment of Regulation No. 12-QD/TU dated May 8, 2023 of the Hanoi Party Committee on "Management of cadres, decentralization of cadre management and appointment and introduction of cadres for election".

The Secretary of the City Party Committee assigned the City Party Committee's Organization Committee and the City Party Committee Office to synthesize and absorb as much as possible the comments and suggestions of the comrades in the City Party Committee Executive Committee; complete the document, submit it to the Standing Committee of the City Party Committee for consideration and promulgation in October 2024 for unified implementation throughout the Party Committee.
Regarding the first draft of the Political Report to be submitted to the 18th City Party Congress, the Secretary of the City Party Committee affirmed that the City Party Committee highly appreciated the responsibility of the Document Subcommittee and the Standing Committee of the City Party Committee in preparing the draft Political Report to be submitted to the City Party Committee this time. Secretary of the Hanoi Party Committee Bui Thi Minh Hoai emphasized that from now until the 18th Congress of the City Party Committee, there is only 1 year left; there is not much time left but the workload is still very large. She requested the City Party Committee Executive Committee to focus on leadership to accelerate and ensure the completion of the targets set by the 17th City Party Congress; focus on leadership and direction of public investment disbursement, resolutely resolve difficulties and obstacles to serve key programs of the country and the city; uphold the responsibility to serve the people and businesses.
