Minister Pham Thi Thanh Tra speaks at the Conference
Attending the Conference were Deputy Ministers Trieu Van Cuong; Vu Chien Thang; Truong Hai Long; leaders of units under and directly under the Ministry of Home Affairs; representatives of the Standing Committee of the Party Committee of the Ministry, the Office of the Party Committee of the Ministry, the Ministry's Trade Union, and the Youth Union of the Ministry of Home Affairs.
Chief of Office of the Ministry Vu Dang Minh presented a summary of the Report at the Conference.
Reporting at the Conference, Chief of the Ministry's Office Vu Dang Minh said that in August 2024, despite the large workload, under the close and drastic direction of the Minister and Deputy Ministers, together with the efforts and determination of the units, the Ministry of Home Affairs focused on completing 75/91 tasks assigned by competent authorities.
Regarding institutional work, the National Assembly has issued 03 Resolutions on the arrangement of administrative units at district and commune levels for the period 2023-2025; submitted to the Government the arrangement projects of 09 localities; submitted to the Secretariat 01 Report; submitted to the Government and the Prime Minister for consideration 02 Decrees, issued 01 Decision; the Minister issued 01 Circular, 04 Consolidated Documents; the Minister answered questions on the arrangement of administrative units at district and commune levels at the 36th Session of the National Assembly Standing Committee, which was supported and highly appreciated by National Assembly deputies, voters and people nationwide.
Report and propose to the Government Party Committee and the Prime Minister on the implementation of Directive No. 35-CT/TW of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party; Report on the implementation and results of policies and laws on personnel work for ethnic minority cadres in the 2016-2023 period; Plan to implement Conclusion No. 83 of the Politburo and Resolution No. 142 of the 7th Session of the 15th National Assembly on salary reform, pension adjustment, social insurance benefits, preferential benefits for people with meritorious services and social benefits.
Regarding digital transformation, the staff advised on documents urging affiliated units to connect and integrate information systems with the Intelligent Operations Center (IOC) of the Ministry of Home Affairs. Up to now, 09 tested software are being officially connected, and 06 software are being upgraded to connect with the Intelligent Operations Center. A meeting to review the digital transformation work in the first 6 months of the year will serve as a basis for setting out directions and key tasks to be implemented in the last 6 months of 2024; organizing a training course on knowledge management, exploitation, updating of digital data and information security for civil servants and public employees of the Ministry of Home Affairs; Focus on completing the Feasibility Study Report of Component Project 2: Professional software and specialized database under the Project "Digital transformation of the Ministry of Home Affairs in the period of 2021-2025 and orientation to 2030 to improve the management and operation efficiency of the Ministry of Home Affairs - Phase 2...
However, there are still some unfinished tasks because the heads of some units have not been really close and determined in advising, proposing, and organizing the implementation of tasks assigned by competent authorities; some civil servants have not been really proactive and positive in advising and proposing the implementation of the Ministry's political tasks.
At the Conference, the Deputy Ministers and leaders of the units reported and clarified the tasks that have been, are being and will be implemented; pointed out the limitations and causes of some delayed tasks; and proposed a number of solutions to effectively implement the tasks in the coming time. The heads of the units affirmed that they will focus on completing the assigned tasks in September 2024 to ensure quality.
Conference Overview
Concluding the Conference, Minister Pham Thi Thanh Tra acknowledged the results achieved by the units in August 2024. However, the Minister also frankly pointed out the shortcomings and limitations: the amount of work remaining is quite large, mainly focusing on the management of staff, civil servants and public employees; the determination of the heads of the units is not high; discipline and administrative discipline are not strictly implemented;...
To carry out the tasks of September 2024, the Minister requested that heads of units under the Ministry and all civil servants, public employees and workers proactively, make efforts and effectively implement the tasks assigned by competent authorities from the beginning of the year to ensure progress and quality, specifically as follows:
(1) Priority units focus resources on building and perfecting the internal affairs sector's policies and institutions in September and the fourth quarter of 2024, including: Completing 04 dossiers proposing to build and amend the Law on Government Organization, Law on Local Government Organization, Law on Cadres, Civil Servants, Law on Public Employees to ensure completion by October 2024; focusing on completing and submitting to the Government and Prime Minister for promulgation 05 Decrees; submitting to the Minister for promulgation under his authority 06 Circulars.
(2) Urgently complete the Project on arranging administrative units at district and commune levels and send it to the Ministry of Home Affairs; urgently appraise and submit it to the Government for submission to the Standing Committee of the National Assembly for consideration and approval of the Project on arranging administrative units at district and commune levels for the 2023-2025 period of the remaining localities (completely completed in the third quarter of 2024) to create conditions for localities to organize Party congresses at all levels for the 2025-2030 term.
(3) Coordinate with ministries and branches to completely complete the arrangement and reorganization of ineffective public service units under the management of ministries and branches; report to the Politburo on the results and approval of the List of job positions and the approval status of job positions for cadres, civil servants and public employees in administrative agencies, organizations and public service units under the management of ministries, branches and localities; advise on perfecting the members of the Steering Committee for innovation and reorganization of the apparatus of ministries, ministerial-level agencies and agencies under the Government.
(4) Submit to the Prime Minister for promulgation a Plan to develop a Project to summarize 20 years of implementing the Government's organizational model and an Outline of the Report on assessing the implementation of functions, tasks, powers and organizational structure of ministries and branches on the basis of inheriting the Government's preliminary Outline; Report to the Government Party Committee on the situation of education career staffing for the period of 2022-2026 and propose a plan to resolve the surplus of teachers for the period of 2024-2026 in localities; at the same time, advise on assigning additional staffing for the remaining 10,304 teachers for the 2024-2025 school year to localities according to regulations.
(5) Implement the Plan to implement Conclusion No. 83 of the Politburo and Resolution No. 142 of the 7th Session, 15th National Assembly on salary reform, pension adjustment, social insurance allowance, preferential allowance for meritorious people and social allowance; urge ministries, branches and localities to develop the Regulation on implementing the Bonus Fund (10% of the Basic Salary Fund) of agencies and units. Provide guidance on removing difficulties and obstacles in the implementation process at ministries, branches and localities, especially new contents related to the management of salary funds, bonuses of cadres, civil servants, public employees and armed forces; research and advise the Ministry's leaders on the implementation plan for teachers' salaries to be given the highest priority in the administrative career salary scale system and have additional allowances depending on the nature of the work, by region in Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo.
(6) Advise on developing a Plan to determine the Administrative Reform Index of ministries, ministerial-level agencies and People's Committees of provinces and centrally run cities in 2024. Focus on completing the Assessment Report of the inter-connected one-stop shop model of a number of localities to propose synchronous application nationwide.
(7) Urgently complete the Report summarizing 10 years of implementing Directive No. 34-CT/TW dated April 7, 2014 of the Politburo on continuing to innovate emulation and reward work as a basis for submitting to the Politburo for consideration and promulgation of a Directive on emulation and reward work towards emulation to celebrate the 100th anniversary of the Party's founding and the 100th anniversary of the Country's founding; advise on the development of the Prime Minister's Directive on promoting emulation movements to welcome Party congresses at all levels towards the 14th National Congress of the Party; guide and urge ministries, branches and localities to implement the Plan to organize Patriotic Emulation Congresses at all levels and in all sectors towards the 11th National Patriotic Emulation Congress in 2025...
