This conference is of utmost importance, focusing on assessing the situation and results achieved in all areas in 2024. Under the leadership of the Party, headed by the General Secretary and the drastic participation of the entire political system, the business community and the people of the whole country, the socio-economic situation continues to recover positively, each month is better than the previous month, and the growth of each quarter is higher than the previous quarter. It is expected to achieve and exceed all 15/15 main targets.
At the Conference, delegates also discussed and pointed out the limitations, shortcomings, difficulties, challenges, causes and lessons learned. On that basis, they proposed tasks and solutions to successfully implement the directions and tasks that the Central Committee concluded and the National Assembly passed the Resolution, especially the 2025 socio-economic plan, focusing on key and breakthrough issues.

At the Conference, Permanent Deputy Prime Minister Nguyen Hoa Binh presented a report on directions, key tasks, and breakthroughs in implementing the 2024 Socio-Economic Plan.
Deputy Prime Minister Nguyen Hoa Binh emphasized that in the context of more difficulties and challenges than opportunities and advantages, under the close and timely leadership and direction of the Central Executive Committee, directly and regularly by the Politburo and the Secretariat; the close accompaniment and coordination of the National Assembly and agencies in the political system; the support and active participation of the people and the business community; and the help of international friends; the Government and the Prime Minister have closely followed the Resolutions and conclusions of the Party Central Committee and the National Assembly to direct and operate in the right direction, resolutely, scientifically and flexibly with the motto "Discipline, responsibility, proactiveness, timelyness, acceleration, creativity, sustainable efficiency".
Thanks to that, our country's socio-economic situation continues to recover very positively, each month is higher than the previous month, 2024 achieves many outstanding results in all fields and is better than 2023.
From the practical leadership and management in the past time, we have drawn 5 valuable lessons. The most important of which is the lesson of solidarity of the whole Party, the whole people, the nation, international solidarity and the lesson of grasping the situation, responding proactively, promptly, flexibly and effectively with policies.
According to Deputy Prime Minister Nguyen Hoa Binh, 2025 is of great significance and is the year of many important events for the country. The tasks are extremely heavy. We must "accelerate and break through" to achieve the socio-economic development goals of 2025 and the entire 2021-2025 term, creating a premise to implement the socio-economic development plan for the 2026-2030 period.
The theme of 2025 is "Discipline and responsibility; proactive and timely; streamlined and efficient; accelerated breakthrough".
The Government and the Prime Minister focus on directing the synchronous implementation of resolutions and conclusions of the Party and the National Assembly, focusing on 3 strategic breakthroughs, 6 key tasks, 12 main groups of solutions and 185 specific tasks to achieve the goals and targets.
Specifically, the general goals are: Continuing to prioritize promoting growth, maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy; perfecting institutions and laws; developing infrastructure; improving the quality of human resources; developing science and technology, innovation; digital transformation, green transformation, circular economy; developing culture, ensuring social security, improving people's lives; fighting against corruption, negativity, and waste; consolidating and strengthening national defense and security, firmly protecting independence and sovereignty; maintaining political security, order, and social safety; promoting foreign affairs and international integration; enhancing the prestige and position of our country in the international arena.
The main targets set are: striving for a growth rate higher than 8%; the consumer price index (CPI) increasing by an average of about 4.5%; the poverty rate according to multidimensional poverty standards decreasing by about 0.8-1% and 71 other targets.

8 key points and breakthroughs of 2025
From the above goals and targets, Deputy Prime Minister Nguyen Hoa Binh proposed 8 key and breakthrough tasks and solutions for 2025.
Specifically, first, perfecting institutions is the "breakthrough of breakthroughs"; streamlining the apparatus, improving effectiveness and efficiency; successfully organizing Party Congresses at all levels, towards the 14th National Congress of the Party.
Fully and promptly institutionalize the policies and guidelines of the Party and State. Submit to the National Assembly for comments and approval of 38 draft laws; including amending and supplementing a number of important laws such as the Law on Promulgation of Legal Documents, the Law on Organization of the Government, the Law on Organization of Local Government, the Law on Investment, the Law on Enterprises and actively participating in perfecting the Law on Organization of the National Assembly... Building institutions, creating a legal framework for rapid and healthy development of all types of markets (finance, securities, science and technology, startups, innovation, labor, real estate...). Summarizing specific mechanisms, policies, and pilot models for legalization.
Focus on reorganizing the apparatus "Refined - Lean - Strong - Effective - Effective - Efficient" associated with decentralization, delegation of power, promoting initiative, self-reliance and self-reliance of all levels; eliminate the "ask - give" mechanism. Complete the arrangement of the apparatus of Government agencies in February 2025. Effectively deploy mechanisms, policies and regimes in the arrangement of the apparatus, at the same time attract and promote talents; build and protect a team of cadres and civil servants with expertise, good moral qualities, high sense of responsibility, daring to think and dare to do for the common good. Strictly implement Directive No. 35-CT/TW of the Politburo, successfully organize Party Congresses at all levels of Party organizations in the Government Party Committee. Actively and creatively participate in preparing documents for the 14th National Party Congress. Prepare and introduce quality personnel to the Central Executive Committee and Party Committees at all levels.
Second, prioritize promoting growth associated with macroeconomic stability, controlling inflation, and ensuring major balances of the economy. In particular, focus on immediately developing economic growth scenarios for the whole country and each locality in 2025 with specific, breakthrough, feasible, and effective tasks and solutions; in which, strive for the national growth rate in 2025 to reach over 8% or 10% under favorable conditions, creating momentum, force, position, and confidence for double-digit growth in the period 2026-2030. Localities with potential and strengths such as large cities, localities that are locomotives, and growth poles need to strive to achieve a growth rate higher than the national average.
Continue to operate monetary policy proactively, flexibly, promptly, effectively, in a synchronous, harmonious, and close coordination with a reasonable, focused, and key expansionary fiscal policy. Strongly develop the financial and capital markets; resolutely implement solutions to upgrade the Vietnam Stock Market. Improve credit quality, strive for credit growth of over 15%. Strengthen financial and state budget discipline; strictly manage, strive for state budget revenue in 2025 to be at least 10% higher than in 2024; thoroughly save on expenditures, especially regular expenditures.
Renewing traditional growth drivers: Focus on promoting public investment disbursement from the beginning of the year; develop a medium-term public investment plan for the 2026-2030 period, ensuring no more than 3,000 projects. Resolutely withdraw projects that are not implemented on schedule, eliminate unnecessary projects. Promote public-private partnership; develop effective criteria and mechanisms to selectively attract foreign investment. Synchronously implement solutions to stimulate domestic consumption, promote international and domestic tourism; strive to attract 120-130 million domestic visitors and 20 million international visitors by 2025. Promote trade and export promotion; make the most of 17 signed FTAs; expand and effectively exploit new markets, especially the Halal, Latin American and African markets.
Effectively exploit new growth drivers and new productive forces: Effectively implement the Action Program to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation; effectively build and operate the National Data Center and national and specialized databases; strive to be among the top 4 ASEAN countries in e-government rankings by 2025. Have a strong enough mechanism to attract investment and develop emerging industries and fields, high technology such as semiconductor chips, artificial intelligence, cloud computing, optoelectronics, internet industry and internet of things, cultural industry, entertainment industry, biomedical technology, clean energy, etc.
Focus on implementing solutions to increase labor productivity quickly and sustainably: Strongly promote technological innovation, train high-quality human resources; issue a Human Resource Development Strategy to 2030, vision 2050. Comprehensively transform the labor structure; develop a sustainable and effective labor market; support workers to start businesses and innovate; develop a labor market information system.
Third, mobilize social resources to the maximum, effectively exploit resources from state-owned enterprises, and strongly develop private enterprises. Resolutely implement solutions to mobilize resources from the state budget, domestic and foreign loans, public-private partnership resources and other legal sources to accelerate investment in large-scale projects with spillover effects. Urgently remove obstacles to effectively unblock resources from the real estate market, securities, and corporate bonds.
Improve the investment efficiency and operation of state-owned enterprises in a comprehensive and sustainable manner, commensurate with the resources held; focus on reviewing and amending Law No. 69/2014/QH13 in the direction of reducing costs for enterprises, limiting the "ask - give" mechanism, thoroughly handling difficulties in capital investment in enterprises. Focus on developing the private economy to become an important driving force; strive for the private economic sector's contribution to GDP to reach about 55% by 2025; issue the National Strategy on developing the team of entrepreneurs until 2035, with a vision to 2045. Develop a Project on mechanisms and policies for the formation and development of ethnic enterprises, playing a pioneering and leading role, and a Project on developing small and medium-sized enterprises.
Fourth, promote the development of strategic infrastructure, especially national key projects. Strive to complete 3,000 km of expressways and over 1,000 km of coastal roads by the end of 2025. Comprehensively invest in digital infrastructure, research and development (R&D) infrastructure, upgrade national telecommunications backbone infrastructure, submarine optical cables; promote 5G commercialization, 6G research, application of satellite services... Focus on upgrading and expanding a number of expressways according to the planning scale; exploit the Tan Son Nhat T3 and Noi Bai T2 terminal projects; build the North-South high-speed railway, routes connecting with China, urban railways in Hanoi and Ho Chi Minh City. Strive to basically complete Long Thanh International Airport in 2025. Do a good job of preparing for investment in key national projects and works in the 2026-2030 period. Focus on developing health, education, social infrastructure and responding to climate change.
Build an international financial center in Ho Chi Minh City and Da Nang City, and free trade zones in some key economic localities. Effectively implement the 8th Power Plan; ensure sufficient power supply for production, business and consumption in both the short and long term; research and develop mechanisms and policies for the development of electricity, renewable energy, and hydrogen; initiate nuclear power projects. Research and effectively exploit marine space, underground space, and outer space.
Fifth, promote Party building, prevent and combat corruption, negativity and waste. Build a clean and strong Party organization, improve the leadership capacity and fighting strength of Party organizations and the contingent of cadres and Party members to meet the requirements and tasks in the new situation and new era.
Focus on reviewing and thoroughly removing difficulties and obstacles of projects, especially invested renewable energy projects, BOT projects, real estate projects... that are backlogged and prolonged. Closely monitor the implementation of projects to avoid corruption, loss and waste. Strengthen the management of state budget revenue and expenditure more effectively, increase revenue, reduce expenditure, save state budget, especially regular expenditure, allocate resources to increase expenditure for human development, ensure social security and development investment expenditure.
Organize the synchronous implementation of solutions to prevent and combat corruption, negativity and waste; effectively deploy the activities of the Steering Committee on Waste Prevention and Combat headed by the Prime Minister. Amend the Law on Practicing Thrift and Combating Waste. Inspect and strictly handle violations causing major waste to set an example. Strictly implement the conclusions of inspections and examinations; promptly resolve denunciations and recommendations on corruption, negativity and waste.
Sixth, develop culture, ensure social security, proactively prevent and combat natural disasters, and respond to climate change. Invest in and develop culture in harmony with the economy and society. Develop and promulgate the Strategy for the development of Vietnam's cultural industry; effectively implement the National Target Program on cultural development for the period 2025-2035. Well organize activities to celebrate major holidays and important events of the country in 2025.
Summarize phase 1 of 2 national target programs on socio-economic development in ethnic minority and mountainous areas and sustainable poverty reduction to propose implementation in the next phase. Effectively implement preferential policies for people with revolutionary contributions and support for vulnerable groups. Continue to improve medical examination and treatment capacity; effectively control epidemics; expand remote medical examination and treatment activities, ensure adequate supply of medicines, vaccines, and medical equipment.
Implement well the policies on ethnicity, religion, belief, population, work for the elderly, youth, gender equality, for the advancement of women; create a safe, friendly, healthy living environment for children. Strive to complete over 100,000 social housing units by 2025; focus all resources to completely eliminate temporary and dilapidated houses by the end of 2025.
Proactively respond to climate change, prevent and combat natural disasters, strengthen resource management, protect the environment, and promote green development. Develop and effectively implement 3 projects: (1) Project to prevent subsidence, landslides, flooding, drought, and saltwater intrusion in the Mekong Delta; (2) Project to prevent landslides, flash floods, and flash floods in the Central and Northern mountainous regions; (3) Project to overcome air pollution in urban areas.
Seventh, ensure political stability, firmly protect independence, sovereignty, and territorial integrity; promote foreign affairs and international integration. Improve the quality of forecasting and strategic advice on defense, security, and foreign affairs, avoid being passive or surprised. Continue to build and consolidate all-people national defense, build a "people's heart position", firmly protect the airspace, sea, border, inland, and cyberspace; improve combat readiness, promote the defense industry; by 2025, basically complete the goal of building a "lean, compact, and strong" Army. Ensure political security, maintain national security; effectively handle risks and challenges from cyberspace and high-tech crimes; focus on preventing and combating all types of crimes, ensuring social order and safety.
Implement synchronously, comprehensively and effectively foreign affairs and international integration activities to serve national development, consolidate and enhance Vietnam's international prestige and position. Promote economic diplomacy, focusing on science and technology diplomacy. Successfully organize multilateral and bilateral international events.
Finally, eight is to proactively disseminate information and propaganda, creating motivation and social consensus. Strengthen information and communication work, fully and promptly reflect the Party's guidelines and policies, the State's policies and laws. Chairman of the Ho Chi Minh City People's Committee Phan Van Mai: I would like to sincerely thank the leaders and central agencies for their attention, leadership, and close direction to Ho Chi Minh City, and support for the city, thanks to which we have achieved quite good results, contributing to the overall results of the whole country. Regarding growth, Ho Chi Minh City achieved a growth rate of 7.17%; budget revenue was about 508,000 billion VND.
What Ho Chi Minh City is very pleased with is the attention, leadership, and direction that has helped the city resolve difficulties and problems. Thanks to that, many projects that have been backlogged for many years have been restarted, completed, and put into use, including Metro Line 1. Many traffic works that we have completed and inaugurated at the end of 2024, many large projects and large plans have been prepared, through competent authorities, such as the International Financial Center project, the urban railway project, the Can Gio International Transit Port project, Ring Road 4, Ho Chi Minh City-Moc Bai Expressway... These are strategic infrastructure projects of the region.
Recently, the Prime Minister and Steering Committee 1568 worked with Ho Chi Minh City on the backlog and obstacles and certainly in the near future, more will be resolved, more resources will be released, contributing to double-digit growth in 2025.
With the mission of 2025, Ho Chi Minh City determined that it is the year of acceleration to reach the finish line and strive to complete and exceed all socio-economic targets, prepare plans and prepare necessary conditions to enter the new term with the goal of double-digit growth.
To implement this goal, in 2025, the city will implement 22 targets with 9 groups of tasks and solutions.
About the 5 tasks to focus on:
Firstly, the City seriously organizes and arranges the apparatus according to the direction of the Central Government, associated with restructuring functions and tasks, restructuring the team of civil servants and public employees, and strongly transforming digitally to improve efficiency and effectiveness.
Second, the City focuses on effectively implementing Prime Minister's Directive No. 137/CT-TTg as well as Directive 19 of the City People's Committee, including improving administrative discipline, focusing on removing backlog projects and works, including both public and private ones, to mobilize at least VND 620,000 billion to ensure growth of 10% or more.
Third, urgently implement the city planning approved by the Prime Minister in 2025 to implement key projects associated with the implementation of the international financial center as well as projects such as Can Gio international transit port, Ring Road 4 and urban railway.
Coordinate to deploy key projects such as Terminal T3 and Ring Road 3 to be basically completed by the end of 2025.
Fourth, the city will urgently complete and put into operation the city's Creative Startup Center in conjunction with promoting the activities of the 4.0 Industrial Revolution Center in the World Economic Forum network.
We will coordinate with the Ministry of Science and Technology to put the Southern National Center for Science, Technology and Innovation into operation and consider these as important contents to implement Resolution 57 of the Politburo.
On Thursday, the city will focus on preparing and implementing activities to celebrate the 50th anniversary of the liberation of the South, major holidays of the year, and party congresses at all levels. The city would like to propose 3 contents to the Government and the Prime Minister.
Firstly, support the city to resolve the backlog. Through the operating mechanism of Steering Committee 1568, we find it very effective and hope to continue to receive attention from the Government, the Prime Minister, and the Steering Committee to help free up resources for the economy and if resolved well, there will certainly be tens of thousands of billions of VND entering the economy by 2025.
Second, regarding the organization of the apparatus, we really want to have an orientation and legal framework for the system of state administrative agencies to manage key, fundamental issues. As for matters that can be transferred to the economy and society, we need a legal framework to promote the strength of the economy and society.
Third, we recommend that the Government, the Prime Minister, and the Chairmen of the two very important economic regional councils, the Red River Delta and the Southeast, should study and propose policy mechanisms to promote regional linkages and resources in the two regions. If we do well, these two regions will contribute over 50% of the country's GDP, helping the country steadily enter a new era.

Chairman of Hanoi People's Committee Tran Sy Thanh said that in 2024, the Party Committee, government and people of the capital will continue to unite, make efforts to implement and achieve the following results:
Continuing to institutionalize Resolution No. 15 of the Politburo, with the attention of the Government, the National Assembly, and central ministries and branches, the Law on the Capital (amended) has been passed, along with the Capital Planning and Adjustment of the Capital Master Plan, which is an important legal basis for the development of the Capital, creating a new development space in the new era.
The city has completed 23/24 targets of the 2024 Socio-Economic Development Plan; growth reached 6.52% (6.27% in 2023). GRDP scale reached nearly 59 billion USD, GRDP per capita reached nearly 6,500 USD. Budget revenue reached 509.3 trillion VND (exceeding 500 trillion VND for the first time), an increase of nearly 23.8% compared to 2023; of which domestic revenue accounted for nearly 94%. FDI capital reached over 2 billion USD. The number of newly established enterprises reached more than 29 thousand, bringing the total number of enterprises in the area to over 400 thousand.
Many works and projects of the city have been inaugurated and started to celebrate the 70th anniversary of the Liberation of the Capital. At the same time, the City is focusing resources on investing in the construction of 9 more bridges over the Red River (currently there are 9 bridges); has approved the investment project to build 3 bridges (Hong Ha, Me So, Van Phuc), and is focusing on directing to decide on the investment policy for 3 bridges (Tu Lien bridge, Tran Hung Dao bridge and Ngoc Hoi bridge).
In addition, Hanoi is resolutely implementing measures to deal with environmental pollution in a thorough, practical and comprehensive manner; launching the Movement "Bright, green, clean and beautiful capital", with a new approach, mobilizing the participation of the entire political system and all classes of people in the capital.
Social security work is ensured; the fields of culture, education and health care are given attention; the activities to celebrate the 70th anniversary of the Liberation of the Capital have left many emotions in the hearts of the people and international friends. The quality of education and training continues to be maintained.
Administrative reform and digital transformation associated with Project 06 are identified as breakthroughs. The city has many ways to follow the direction of the Central Steering Committee and has successfully piloted them, creating momentum for effective implementation in the fields of health, education, and justice.
Hanoi is also the first locality in the country to establish a "Steering Committee on implementing measures to prevent and combat waste", making waste prevention and combat a regular and continuous task to remove difficulties and promote social investment resources.
National defense and security work in the city has been strengthened, and foreign affairs activities have been expanded.
According to the Chairman of the Hanoi People's Committee, 2025 is a very important year for Hanoi. Based on the conclusions of the working sessions of the Party and State leaders, Hanoi has concretized them into implementation plans. In 2025, Hanoi has identified 325 tasks and plans. Secretary of the Hue City Party Committee Le Truong Luu, on behalf of the Party Committee, government and people of Hue City, respectfully expressed his thanks to General Secretary To Lam, the Politburo, the Party Central Committee, the National Assembly, the Government, the Prime Minister, ministries, branches, central and local agencies for their attention, leadership, direction, help and support for Thua Thien Hue throughout the process of striving to build Hue City into the 6th city directly under the Central Government from January 1, 2025.
Agreeing with the Assessment Report on the Socio-Economic Development Situation in 2024 and the Socio-Economic Development Plan in 2025, comrade Le Truong Luu said that in 2024, Hue City will complete 13/15 main targets and achieve growth of 8.15%, budget revenue will reach over 13,000 billion VND, the poverty rate will decrease to 1.4%, tourism will continue to flourish, public investment disbursement will reach over 85%, many key projects will create momentum and contribute to changing the appearance of Hue city towards civilization and modernity.

Hai Duong Provincial Party Secretary Tran Duc Thang: reported on some outstanding results of local socio-economic development in 2024 and directions and tasks for 2025.
Firstly, in 2024, Hai Duong was one of the northern provinces directly and severely affected by storm No. 3, the strongest in many years. With great determination, Hai Duong grew strongly, up 12% compared to 2023, the highest in the past 10 years. The industrial, processing and manufacturing sector continued to be a bright spot with growth reaching 14.17%.

State budget expenditures are proactively managed and strictly controlled, according to estimates and task implementation progress; capital is focused on investment projects, key works (highways, inter-regional traffic, etc.), funding for national defense and security tasks, overcoming the consequences of natural disasters and epidemics, implementing salary reform, subsidizing policy beneficiaries, etc.

At the same time, effectively and substantially implement the issued tax policies such as: 2% reduction in value added tax rate, 50% reduction in environmental protection tax on petroleum products... to support businesses to overcome difficulties in production and business, promoting economic growth.
Organize and manage the 2025 state budget expenditures closely and effectively, within the budget estimate, thoroughly save regular expenditures, cut unnecessary expenditures; increase development investment expenditures, ensure national defense and security, expenditures to overcome the consequences of natural disasters and epidemics, and other urgent and unexpected tasks.
Third, make the most of public debt space to promote domestic capital mobilization through the issuance of government bonds with reasonable interest rates and foreign loans with low costs and few constraints to ensure resources for development investment expenditure tasks, investment in the construction of key national infrastructure projects, inter-regional and inter-national connectivity projects. Strictly control the efficiency of each project to avoid the burden of debt repayment later, only projects that are calculated to have clear efficiency should use borrowed capital; synchronously and strongly develop the financial market, especially the bond and stock market to create favorable conditions for good enterprises, genuine enterprises with healthy finances to supplement resources, promote investment, production and business.
Fourth, strengthen financial discipline and order, improve the efficiency of management, allocation and use of the state budget and public assets, in conjunction with the goals of economic restructuring and sustainable development; strengthen price management; synchronously develop financial and insurance markets, and upgrade the stock market by 2025.
Fifth, proactively, resolutely, substantially and effectively implement the work of restructuring and streamlining the apparatus in accordance with the direction of the Central Steering Committee and the Government Steering Committee, promptly put the new organizational apparatus into operation, ensuring streamlining - strength - efficiency - effectiveness - efficiency.
