In his opening speech, the Provincial Party Secretary requested delegates to discuss and objectively and comprehensively assess the situation and results achieved in the first quarter based on the practical situation; clearly identify the causes of limitations, especially subjective causes, and on that basis propose feasible solutions to ensure the successful completion of goals and tasks in the second quarter and 2025.

Regarding the Project on rearranging commune-level administrative units in the province; the Project on rearranging Bac Kan and Thai Nguyen provinces, the Provincial Party Secretary requested delegates to promote their spirit and responsibility for the development of the country and for the prosperous and happy life of the people to discuss and give opinions on this content in order to create a common consensus in perception and action so that immediately after the conference, leaders and their agencies, units and localities can organize to collect people's opinions before submitting to competent authorities for consideration and decision.

The report at the Conference showed that in the first quarter of 2025, the Party Committees, authorities, and socio-political organizations in the whole province have focused on doing a good job of leading, directing, and organizing the basic and comprehensive implementation of the set tasks. Implementing the Central Committee's resolutions and conclusions on summarizing Resolution No. 18-NQ/TW, the province has focused on completing a step of streamlining the organization of the provincial political system such as ending the activities of the Provincial Party Committee of Provincial Agencies, the Provincial Cadre Health Care and Protection Committee, Party delegations, and Party executive committees; merging the Provincial Party Committee's Mass Mobilization Committee and the Provincial Party Committee's Propaganda Department; merging the District Party Committee's Mass Mobilization Committee and the Propaganda Department; establishing the Provincial Party Committee of Provincial Party Agencies and the Provincial People's Committee Party Committee; ending the activities, merging, and transferring the tasks of a number of departments and branches... Actively preparing for the organization of a 2-level local government; reorganize and streamline commune-level administrative units and organize the apparatus of the Fatherland Front, socio-political organizations, and mass associations assigned tasks by the Party and State.

Units and localities have implemented basic socio-economic development tasks on schedule according to the plan; focused on leadership and direction to strongly promote economic growth according to the Central Government's requirements, thanks to which the economic growth rate is estimated at 7.94%; the elimination of temporary and dilapidated houses has been focused on and achieved important results. The work of preventing corruption, waste and negativity has continued to be strengthened; national defense and security have been ensured.

However, the first quarter also had some limitations such as: Disbursement of public investment capital and recruitment of new party members were low; the number of businesses ceasing operations was still high; illegal forest encroachment and local forest fires still occurred. The quality and progress of work of some agencies, units and localities did not meet requirements.

The conference divided into discussion groups and received 27 comments. Regarding the draft Report on the first quarter's work and key tasks for the second quarter of 2025, delegates proposed to assess the difficulties in the supply of construction materials and the lack of skilled workers to serve the construction of basic construction works; the settlement of funding sources to support the implementation of the elimination of temporary and dilapidated houses is still confusing; the number of violations of the Forestry Law increased compared to the same period; the area of ​​​​canarium trees did not meet the set plan; the prolonged drought affected agricultural production; low budget revenue; low recruitment of party members; and some difficulties in considering and promoting civil servants.

In addition to pointing out the causes and limitations, the delegates suggested: Specialized sectors should soon submit to competent authorities for approval of the 2025 Land Use Plan. Units and localities should focus on resolving petitions and complaints from citizens. Strengthen propaganda, do a good job of ideological work, create consensus among the people on merging provincial and commune-level administrative units. Strengthen leadership and direction of forest protection work. Quickly deploy and allocate temporary houses to be eliminated by prefabricated houses. Evaluate and have a plan to promptly overcome the subsidence phenomenon in Kim Lu commune, Na Ri district.

Regarding the arrangement of commune-level administrative units in the province, the delegates discussed enthusiastically and passionately, expressing their views on each option. At the same time, they recommended paying attention to investment in transportation for disadvantaged areas; considering naming communes to ensure unity; considering merging communes based on careful study of socio-economic conditions, terrain, and culture; carefully considering the arrangement of commune cadres... doing a good job of propaganda to create consensus among the people.

Regarding the project to reorganize Bac Kan and Thai Nguyen provinces, the majority of delegates agreed with the draft and raised some opinions such as: It is necessary to review the information and data of Bac Kan province to ensure accuracy, objectivity, and proper assessment. It is recommended that there should be a roadmap to reorganize professional agencies appropriately...

Comrade Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation delivered a concluding speech at the Conference.

Speaking at the conference, comrade Hoang Duy Chinh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation emphasized: In the coming time, the tasks of the Provincial Party Committee are extremely heavy and urgent, both ensuring the successful implementation of the Resolution of the 11th Central Conference, ensuring the growth target of 8% or more, as well as the socio-economic development goals in 2025, including completing the elimination of temporary and dilapidated houses in October 2025; successfully organizing the Party Congresses at all levels for the 2025-2030 term and effectively implementing the work of reorganizing the provincial and communal apparatus.

Therefore, the Provincial Party Secretary requested that Party committees at all levels, Party organizations, authorities, the Fatherland Front, socio-political organizations, each member of the Provincial Party Executive Committee and leaders of agencies and units need to focus highly on leading, directing and organizing the implementation of the Provincial Party Committee's Resolution on tasks in 2025 and the Conclusion of this conference, at the same time, pay attention to performing well a number of tasks such as:

Firstly, effectively implement tasks and solutions to achieve the economic growth target of over 8%. Continue to review and cut spending tasks, works and projects to ensure synchronization and consistency with the organization and apparatus of the political system. Resolutely stop implementing projects that are not really necessary to prioritize capital for implementing social security policies, creating momentum to promote economic growth. Focus on speeding up the site clearance progress of the Cho Moi - Bac Kan route project, the Bac Kan city - Ba Be lake route connecting to Na Hang, Tuyen Quang...

Second, pay attention to doing a good job in education, training, protection, and health care for the people. Focus all resources to complete the elimination of temporary and dilapidated houses by October 2025.

Third, do a good job in building the Party, the Fatherland Front and mass organizations, ensuring national defense and security. Handle cases of providing false information; do a good job in resolving petitions and letters...

Fourth, regarding some tasks of reorganizing the apparatus of the political system, reorganizing administrative units to organize local governments at two levels: It is necessary to closely lead and direct the development and consultation of people's opinions to complete the Project on merging commune-level administrative units, not organizing at the district level; Project on merging Bac Kan and Thai Nguyen provinces. Arrange cadres, civil servants, public employees and payrolls at the commune level according to regulations, ensuring that no negativity occurs; avoid localism, aim for the common good, create consensus with the unified perception of "the country is the homeland".

Arrange socio-political organizations and mass organizations assigned by the Party and State to be under the Vietnam Fatherland Front at the commune level in sync with the arrangement of commune-level administrative units. Complete district-level inspections and reorganize them into organizations under provincial-level inspections. Complete the digitization of documents of agencies and organizations before arranging administrative units. Manage and use public finance and assets economically and effectively before, during and after the arrangement of administrative units.

Prepare and organize the commune-level party congress for the 2025-2030 term. Prepare and organize the congress of the Fatherland Front and socio-political organizations at the commune level right after the commune-level party congress. Focus on propaganda, raising awareness, creating unity among cadres, party members, consensus in the political system and local people on continuing to streamline the organizational apparatus, reorganize administrative units, and organize 2-level local governments. Regularly update all directives and instructions from the Central Government to adjust appropriate projects...

The Provincial Party Secretary suggested: Immediately after this conference, each member of the Provincial Party Committee, heads of agencies and units need to focus on leading and directing the drastic and effective implementation of the conference's conclusions, striving to complete the goals and tasks of 2025 and the Resolution of the 11th Conference of the 13th Central Executive Committee./.
