Speaking at the opening of the conference, Secretary of the Provincial Party Committee Doan Minh Huan emphasized: The conference was held to review previous conclusions of leaders at all levels, projects, and specific work on building the Provincial Political School for the 2021-2025 period, with a vision to 2030; propose solutions to continue directing the construction of the Provincial Political School to meet level 1 standards.

Facilities have been invested in and built to better serve the training and development of staff; 2 infrastructure upgrade projects are being implemented that basically meet the requirements of standard political schools.

Up to now, the Provincial Political School has achieved 44/55 level 1 criteria (80%), and 36/67 level 2 criteria (53.7%).

According to the report of the Provincial Political School, up to now, the school has 11 unfulfilled criteria and is continuing to complete other criteria. Of the 11 unfulfilled criteria, 10 criteria will be completed in 2024.

The Provincial Political School requests that all levels and sectors pay attention to speeding up the construction of the school headquarters and putting the project into use soon. It requests that the province transfer competent staff to supplement the school's staff and promote staff so that the school can meet staff standards.

At the conference, the Department of Planning and Investment, the Department of Finance and other departments and branches said that the capital sources to arrange and adjust the increase in capital for the Provincial Political School will be basically guaranteed.

Regarding the tasks and solutions to complete the goal of the Provincial Political School reaching level 1 standards in 2024, the delegates basically agreed on the main solutions, which are: The Provincial Political School needs to continue to consolidate, improve, and strive to raise the level of the achieved criteria to level 2; focus on completing the remaining 11 criteria, especially the criteria on school leadership, department and division leadership, teaching staff, scientific research activities, and practical summary; develop a plan to complete and submit a dossier for recognition of meeting level 1 standards.

The Provincial Party Committee's Organizing Committee is in charge of advising on the contents of personnel organization for the Provincial Political School to ensure the criteria of a standard Political School; paying attention to and creating conditions for cadres and lecturers of the Provincial Political School to attend advanced political theory training, postgraduate training, and take exams to upgrade to senior lecturers and senior specialists; prioritizing the allocation of quotas for advanced political theory training for cadres and lecturers of the school; advising on mechanisms and policies to support cadres and lecturers in the training process, especially PhD training.

Provincial Party Committee Propaganda Department Coordinate with the Provincial Political School and relevant agencies to create conditions for the Provincial Political School to research provincial-level scientific topics on Party building and political system building; coordinate with relevant agencies to assign provincial-level scientific topics and tasks to the Provincial Political School; research and advise on decentralization to the Provincial Political School to be assigned with grassroots-level scientific tasks.

The Party Executive Committee of the Provincial People's Committee directed to accelerate the progress of investment projects to upgrade the school's facilities and equipment; review and propose additional investment in teaching and learning equipment in the direction of meeting standards; complete procedures to soon hand over the facilities of campus 1, Ninh Binh Provincial College of Economics, Technology and Tourism to the Provincial Political School.

Speaking at the conference, comrade Mai Van Tuat, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, directed that immediately after this conference, the Provincial Political School would preside over consulting and reviewing the achieved and unachieved criteria, with the close participation of departments and branches.

For criteria that have not been met, it is necessary to quickly continue to review and evaluate closely to find solutions to complete. The province will have a plan to arrange and assign 1 staff member to supplement the school's leadership team. The school needs to soon complete all types of documents and procedures to request the school to meet level 1 standards.

Also at the conference, comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said: The Provincial People's Committee will direct relevant sectors to provide enough basic investment funds for the two projects being implemented at the Provincial Political School so that the School can meet level 1 and 2 standards.

At the same time, the investor is requested to direct the contractor to speed up the construction progress of the project. Regarding the content related to the expansion of the school, the Provincial People's Committee will calculate a roadmap suitable for the development of the school and the locality. In the coming time, the Provincial Political School needs to do better in implementing scientific topics, digital transformation...

Concluding the conference, Secretary of the Provincial Party Committee Doan Minh Huan acknowledged and highly appreciated the efforts of all levels and sectors in creating favorable conditions to help the Provincial Political School implement the Project "Building and developing the Provincial Political School in the period of 2021-2025, with a vision to 2030". At the same time, he affirmed: The implementation of the Project is an opportunity for the school to strengthen its facilities and improve the quality of teaching, creating new motivation and new momentum for the school to develop further.

In order for the Provincial Political School to meet level 1 and 2 standards, the Provincial Party Secretary requested that all levels and sectors pay attention to supporting the school in completing the criteria soon.

The school is requested to review and re-evaluate the criteria and prepare a good application for recognition as a Level 1 Political School.

The Provincial People's Committee ensures adequate funding and directs the acceleration of the progress of projects being implemented at the Provincial Political School.

The Provincial Party Committee's Organizing Committee reviews capable and qualified leaders to supplement school leadership positions in line with development; advises the province on directing the invitation of provincial leaders and international lecturers to participate in teaching classes at the School.

The school should increase its participation in construction supervision; do a good job of promoting lecturers. At the same time, it is necessary to make efforts to innovate and build a civilized and modern party school culture.
