In recent times, the planning, construction, organization, management and effective promotion of TCVH and TTCS associated with the construction of new rural areas have been promoted and implemented by the Party Committee, the government and all classes of people in the province. Up to now, most districts in the province have completed the planning and land allocation to build commune cultural - sports centers and cultural houses - sports areas in villages and neighborhoods; the whole province has 25/65 commune-level units investing in the construction of cultural - sports centers, the remaining 40 units use the People's Committee hall as a cultural - sports center associated with the function of a community learning center to organize activities; The whole province has 47/397 villages and neighborhoods with cultural houses, 57/397 villages and neighborhoods using community activity houses, 290/397 villages and neighborhoods using the headquarters of the Village and Neighborhood Management Board to serve local cultural activities... However, there have been positive impacts on the development of the cultural, artistic and sports movement at the grassroots level, but the activities of the TCVH and TTCS system in the province still face many limitations and difficulties such as: Planning land for the construction of cultural houses, especially sports grounds of villages in mountainous areas, coastal areas, stadiums of communes and wards (belonging to Phan Rang - Thap Cham City) to ensure compliance with regulations is still difficult, cannot be expanded due to no more land or land fund is not concentrated; Some cultural centers and community centers were planned and built many years ago, so their scale is small; many cultural houses are degraded, so they cannot meet the increasing needs of people for daily activities and spiritual enjoyment; the progress of implementing the target of communes having cultural centers and community centers meeting the standards set by the Ministry of Culture, Sports and Tourism in mountainous districts is still slow...

Concluding the conference, the Vice Chairman of the Provincial People's Committee acknowledged the achievements of the Culture sector and localities in building and promoting the effectiveness of the TCVH and TTCS systems. To meet the development requirements, especially improving the effectiveness of the TCVH and TTCS systems, he suggested that the Department of Culture, Sports and Tourism coordinate with departments and sectors to have a synchronous use plan to avoid waste, while mobilizing resources for reinvestment in cultural and sports activities at the grassroots level; strengthen professional guidance for TCVH and TTCS, organize cultural, sports and entertainment activities suitable to the characteristics of ethnic groups and regions associated with the real needs of people and target groups, attract people to participate in activities... Localities need to have their own resolutions on promoting TCVH and TTCS, thereby having a mechanism to mobilize resources to build cultural institutions.
