In 2024 and the first quarter of 2025, with the strong and drastic participation of the entire political system, the traffic order and safety situation in the province has had many positive changes. However, according to the assessment of the authorities, the traffic order and safety situation is still complicated, traffic accidents are still at a high level; violations of the law when participating in traffic still occur; planning, organization and traffic infrastructure still have many shortcomings, black spots and potential traffic accident spots have not been completely overcome; the responsibility of some Party committees, local authorities and heads of agencies and units for ensuring traffic order and safety is not high, not really drastic in implementing solutions to improve the effectiveness of state management of traffic order and safety; awareness of compliance with traffic order and safety laws of a part of traffic participants is still limited...

Specifically, in 2024, the whole province had 288 cases (an increase of 6 cases compared to the same period); resulting in 148 deaths (an increase of 8 people compared to the same period); injuries: 216 people (a decrease of 4 people compared to the same period). In the first quarter of 2025 alone, there were 72 cases, causing 42 deaths and 48 injuries (the same number of cases, an increase of 8 deaths, a decrease of 3 injuries compared to the same period in 2024). The main subjective causes were: not paying attention, not controlling speed, not driving in the correct lane or road, not keeping a safe distance. In 2024, the functional forces of the whole province detected and recorded over 45,500 violations, fined nearly 85 billion VND... The functional sectors coordinated to handle 127/171 black spots, potential traffic accident spots, unreasonable spots, and illegal connection points.

Comrade Tran Xuan Duong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, Deputy Head of the Provincial Traffic Safety Committee delivered a speech at the conference.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Tran Xuan Duong acknowledged and commended the efforts of functional agencies and local authorities in ensuring traffic safety in recent times. Regarding tasks and solutions in the coming time, the Vice Chairman of the Provincial People's Committee requested departments, branches, sectors and localities to continue to propose synchronous and effective solutions to control and reduce traffic accidents. In particular, the Provincial Police directed to strengthen patrolling, inspection, control and handling of violations of traffic safety, public order (TTCC), urban order (TTĐT). Focus on handling violations that are the main causes of traffic accidents. Resolutely control the alcohol concentration of traffic participants. Establish armed traffic safety task forces on key routes and areas to promptly detect and strictly handle young people gathering to drive at high speed, weaving, swerving, causing traffic disorder... Promote the application of science and technology, deploy the installation of traffic camera systems on key routes with complex traffic safety, traffic safety, and information technology. Closely coordinate with the Department of Construction to review and propose unreasonable traffic organization; collect relevant documents to propose strict handling of responsibilities of organizations and individuals. Strengthen the application of information technology, improve the quality of training, testing and granting of driving licenses.

The Department of Construction shall maximize its role as a standing agency, be the leading unit, coordinate with relevant agencies to actively advise the Chairman of the Provincial People's Committee and the Head of the Provincial Traffic Safety Committee to direct sustainable and long-term solutions to ensure traffic safety in the province. Direct the development and completion of traffic planning, implement traffic infrastructure planning in line with the overall socio-economic development planning. Coordinate the implementation of traffic infrastructure projects, especially key projects to ensure quality and progress; perform well the work of road maintenance and repair. The Provincial Construction Investment Project Management Board shall continue to direct the acceleration of progress and quality of works in conjunction with ensuring labor safety, environmental sanitation and traffic safety during the implementation and construction of projects. The Provincial Industrial Park Management Board shall propagate and mobilize enterprises and workers to strictly comply with the provisions of the law on traffic safety when participating in traffic. Media agencies promote information, propaganda, and guidance on safe traffic skills and traffic accident prevention for traffic participants.

The Department of Education and Training directs educational institutions and schools to closely coordinate with the police force, local authorities, and families to strictly manage students in complying with traffic safety regulations. The Vietnam Fatherland Front and socio-political organizations proactively innovate propaganda and dissemination of legal education on traffic safety, integrate this content into the plans and activities of agencies and units, and raise awareness of voluntary compliance with traffic laws for cadres, party members, and association members. Local Party committees and authorities direct the promotion of propaganda and dissemination of legal education on traffic safety in many forms, especially the creation of news and propaganda articles on the loudspeaker systems of villages, hamlets, and residential groups.
