Conference of the Steering Committee for implementing key projects of the province

On the morning of November 23, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee (SC) for implementing key projects of the province chaired a conference to deploy the implementation of a number of key projects in the province.

Attending the conference were comrades: Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Steering Committee; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Steering Committee; comrades of the Standing Committee of the Provincial Party Committee, leaders of the Provincial People's Committee, departments, branches and localities.

The Steering Committee listened to the Department of Planning and Investment report on the Steering Committee's operation plan; listened to reports on the progress of the implementation of the Thai Binh LNG thermal power plant project in Thai Thuy district, the residential housing development project in Dong Hoa commune (Thai Binh city) and the new urban housing development project in Tan Binh commune and Tien Phong ward (Thai Binh city).

Regarding the Thai Binh LNG thermal power plant project in Thai Thuy district, up to now, the work related to the 1/2,000 construction zoning plan for the Electricity and Gas supporting industrial complex and the Thai Binh LNG - Electricity Center is being implemented; offshore port (floating warehouse) planning for Tra Ly wharf - Thai Binh seaport; updating the Thai Binh Provincial Planning for the period 2021-2030, with a vision to 2050; Land use planning until 2030 and land use plan for the period 2021-2025... At the same time, organizing guidance and handling of project investment procedures. Currently, the project implementation is facing a number of difficulties and problems related to the detailed planning of seaports, ports, wharves, buoys, water areas, and water regions for the period 2021-2030 with a vision to 2050; There is no document agreeing on the content of the 1/2,000 construction zoning plan for the Thai Binh Electricity and LNG Gas Center and the Thai Binh Electricity and Gas Center of the Ministry of Construction; the Prime Minister has not yet added the land use planning targets to 2030 and the land use plan for the period 2021-2025.

For the residential housing development project in Dong Hoa commune (Thai Binh city) and the new urban housing development project in Tan Binh commune and Tien Phong ward (Thai Binh city), the construction planning approval, investment policy approval, investor selection and submission to the Ministry of Natural Resources and Environment for procedures to change the purpose of rice-growing land to implement the investment project have been completed. Currently, Thai Binh city is implementing the work related to compensation, support for site clearance and resettlement; departments and branches are implementing the preparation, appraisal and approval of environmental impact assessment reports, feasibility study reports, and construction drawing designs.

Delegates focused on discussing and clarifying the causes of difficulties and obstacles affecting the progress of key projects and proposed a number of solutions and recommendations to the Steering Committee, central ministries, branches and relevant departments, branches and localities to focus on removing existing problems to contribute to promoting the progress of each project.

Concluding the conference, comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee emphasized the important significance of the projects in the breakthrough of socio-economic development and implementation of the province's social security policy in the short and long term. Regarding the difficulties and obstacles of the Thai Binh LNG thermal power plant project in Thai Thuy district related to the planning and approval of the Ministry of Construction and the Prime Minister, the Provincial Party Secretary requested that all levels and sectors focus resolutely and proactively to remove obstacles according to their authority and responsibility, promptly advise and report to the Steering Committee to have measures to urge and handle to ensure the progress of project implementation.

Regarding housing development projects in Thai Binh city, the Provincial Party Secretary requested that Thai Binh city focus on accelerating project implementation progress; in which, proactively develop plans and procedures related to compensation and support for site clearance on the basis of ensuring the rights and interests of the people and complying with legal regulations, especially the power grid infrastructure within the scope of project implementation.

Based on the proposals of all levels, departments and branches, the Provincial Party Secretary and Head of the Steering Committee affirmed that the Steering Committee will study, consider and decide on specific mechanisms for a number of key projects being implemented to ensure that the requirements and goals set out in terms of quality and progress are met.
