The conference listened to the Standing Deputy Secretary of the Provincial Party Committee report on the report of the Standing Committee of the Provincial Party Committee assessing the implementation of tasks in 2023, the Resolution on directions and tasks in 2024, the planned work program in 2024 and the establishment of sub-committees of the 15th Provincial Party Congress, term 2025-2030; listened to the Chairman of the Provincial People's Committee report on the reception of contents and opinions of the group discussion and directed the staff agency to report and explain at the conference hall. Accordingly, the Provincial Party Committee reviewed and agreed that in 2023, the province's socio-economy will have positive changes and increase quite well; the economic structure will shift in the right direction; the fields of construction, trade, tourism, energy, and industry will continue to recover and grow quite well; some industrial processing and manufacturing products will recover. The agricultural and rural economy remained stable, grew well, and continued to promote the application of high-tech agriculture in production. Investment promotion and attraction were promoted; state management of land, minerals, and environmental protection was strengthened; land prices, land price adjustments, and land use rights auctions were focused on; digital transformation was promoted; administrative reform was effective. The cultural and social fields continued to receive attention; social security policies were fully and promptly implemented; care for policy beneficiaries and poor households was better implemented. Party building and the political system were given attention; Party admission targets were completed and met the set requirements. Party inspection, supervision, and discipline work; anti-corruption and negativity were strengthened; compliance with discipline and administrative discipline by cadres, party members, and civil servants was strictly implemented. Mass mobilization work and activities of the Front and mass organizations continued to change positively. National defense and security are ensured; social order and safety are maintained.

Through the 2024 resolution, the Provincial Party Executive Committee set out 22 main targets in the fields of economy, society, environment, national defense-security and Party building. In which, the GRDP growth rate is expected to be 11-12%; GRDP per capita will reach 101-102 million VND/person. The economic structure of agriculture, forestry and fishery accounts for 25-26%, industry-construction accounts for 41-42%, services 32-33%. The contribution rate of total factor productivity (TFP) to GRDP is 39-40%. Labor productivity increases by 8-9%. The contribution rate of the marine economy accounts for 42% of GRDP. The digital economy accounts for 12% of GRDP. The budget revenue in the area is from 4,000 billion VND or more. The total social investment capital is about 22,900 billion VND. The rate of multidimensional poverty households according to the new standards has decreased by 1.5-2% (Bac Ai district has decreased by at least 4%). 2-3% of communes have met the new rural standards; 3-4 communes have met the advanced new rural standards. 98.5% of communes, wards and towns have met the national criteria on health. The rate of communes, wards and towns with comprehensive defense and security has reached 70% or more. 800 or more new party members have been admitted; the rate of grassroots party organizations and party members who have completed their tasks well has reached 90% or more.
Regarding the 2024 work program, the Provincial Party Executive Committee basically agreed with the content submission of the Standing Committee; at the same time, it noted that the tasks in the 2024 work program are important contents and focus on summarizing the implementation of issued resolutions and directives. Regarding the establishment of sub-committees for the 15th Provincial Party Congress, the Provincial Party Executive Committee also agreed to establish 3 sub-committees on personnel, content and service. Specifically, the personnel sub-committee consists of 5 comrades and the content sub-committee consists of 56 comrades headed by the Provincial Party Secretary; the service sub-committee consists of 22 comrades headed by the Standing Deputy Secretary of the Provincial Party Committee.
Concluding the conference, the Provincial Party Secretary emphasized that the reason for the encouraging results in implementing the province's tasks in 2023 was that the Provincial Party Committee and the Provincial People's Committee closely followed the direction of the Central Government, the National Assembly, and the Government and forecasted the situation in advance, focused on leading and directing the implementation of tasks in accordance with local realities; along with the spirit of solidarity, determination, and efforts of the entire political system, business community, and people. Although the growth target did not meet the plan, the province's GRDP this year ranked 9/63 provinces and cities nationwide and 2/14 provinces in the North Central and Central Coast regions, which affirmed great efforts in the general context of many difficulties and challenges. Assessing that 2024 is an "acceleration" year, of great significance for the successful implementation of the goals and tasks of the Resolution of the 13th National Party Congress and the Resolution of the Party Congresses at all levels for the 2020-2025 term, the Provincial Party Secretary requested all levels, sectors and localities in the province to promote the achieved results; overcome limitations and weaknesses; be proactive, positive, flexible, creative and effective in leadership, direction and management in accordance with reality, determined and resolute to successfully implement the goals and tasks of 2024 and the Resolution of the 14th Provincial Party Congress. In that spirit, he directed to focus on prioritizing promoting rapid and sustainable economic growth; restructuring the economy in association with renewing the growth model, improving productivity, quality, efficiency and competitiveness of the economy. Focusing on implementing well 3 breakthroughs in mechanisms and policies; key projects, inter-regional and land resource exploitation. Comprehensively and synchronously develop cultural and social fields, improve the quality of human resources, focus on ensuring social security, sustainable poverty reduction, improve the material and spiritual life of the people. Continue to perfect the streamlined apparatus, operate effectively and efficiently, improve the quality of cadres, civil servants and public employees. Resolutely prevent and combat corruption, negativity and waste. Consolidate and strengthen national defense and security, maintain political security, order and social safety; improve the effectiveness of foreign affairs and international integration. The Provincial Party Secretary also requested that all sectors, levels, units and localities urgently review and deploy tasks with a drastic and urgent spirit; especially continue to accelerate the construction progress and disbursement of works, projects, and disbursement of public investment capital; deploy plans for natural disaster prevention and mitigation. Organize collective and individual reviews and assessments in 2023 in accordance with the direction of the Central Government and the Provincial Party Committee, ensuring seriousness, discipline, positivity, efficiency and authenticity. In addition, thoroughly grasp and seriously implement the spirit of Directive No. 26-CT/TW dated November 23, 2023 of the Secretariat, Directive No. 52-CT/TU dated November 28, 2023 of the Provincial Party Standing Committee on organizing the Giap Thin New Year in 2024, associated with organizing activities to celebrate the 94th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2024).
