The meeting was chaired by Mr. Tran Hai Chau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council.
Attending the meeting on behalf of the Vietnam Lawyers Association (VLA) were Mr. Nguyen Van Quyen, Secretary of the Party, Youth Union, President of the VLA; Mr. Tran Cong Phan, Deputy Secretary of the Party, Youth Union, General Secretary, Permanent Vice President of the VLA. On behalf of Quang Binh province, there were the Standing Committee of the Provincial VLA; leaders of the Internal Affairs Committee, the Department of Justice, the Provincial Vietnam Fatherland Front Committee and the Provincial Party Committee Office.
At the meeting, Mr. Nguyen Van Thin, Chairman of the Quang Binh Provincial People's Council, reported on the organization and operation of the Quang Binh Provincial People's Council on the following contents: Implementation of Directive No. 14_CT/TW and preparation for the 6th Provincial People's Council Congress, term 2024 - 2029; Organization and operation of the Provincial People's Council in 2023.
Overview of the working session between the Vietnam Lawyers Association and the Standing Committee of Quang Binh Provincial Party Committee.
The Quang Binh Provincial HLG Organization has a unified structure from the provincial to the district level, commune-level branches and branches under provincial departments, branches, sectors and units with 8/8 district-level HLGs; 1 Legal Consulting Center; 24 branches under the Provincial Association; 91 grassroots branches under districts, cities and towns attracting 2,192 members.
Regarding the implementation of professional work of the Association, last year, all levels of the Association paid attention and focused on both synchronous and comprehensive implementation and determining key tasks suitable to the position, nature and conditions of the Association, while meeting the requirements of the political tasks of the Association, agencies, units and localities where the Association is organized.
During the implementation process, the Association has had many innovative and creative measures and forms to mobilize and attract resources through signing and implementing coordination programs with relevant agencies, sectors and organizations such as: Fatherland Front, Justice, Inspection, Natural Resources and Environment, Bar Association, Provincial Youth Union, People's Committees at district and commune levels...

The Association has also actively participated in the application and was selected to preside over and coordinate the implementation of activities of programs and projects inside and outside the province to attract, create more resources and promote the role of the Lawyers Association at all levels in professional work and has achieved many results in areas such as: Participation in the development of laws and legal documents; propaganda, dissemination and education of law; Legal consultancy, legal aid, consulting on complaint settlement and grassroots mediation; giving opinions on Party building, government building, judicial reform, administrative reform; participation in social supervision and criticism.
“The Quang Binh Provincial Bar Association has always received leadership, direction and facilitation from the Provincial Party Committee, People's Committee, and Provincial Fatherland Front Committee; support and coordination from departments, branches, and localities; professional guidance and support from the Central Vietnam Bar Association,” said the Chairman of the Quang Binh Provincial Bar Association.

“The role of the provincial HLG is clearly demonstrated in disseminating and educating the law, helping with grassroots mediation, helping people understand the law as well as reducing complaints and denunciations. Thanks to the HLG’s legal advice, many people have been able to protect their legitimate rights and interests, and at the same time, explain and advise so that people understand that there are no prolonged complaints,” said the Standing Deputy Secretary of the Quang Binh Provincial Party Committee.

In recent times, the Provincial Party Standing Committee has actively directed Party committees and Party organizations at all levels to promote propaganda, dissemination and implementation of Directive No. 14-CT/TW of the Politburo, thereby consolidating and raising awareness of Party committees and Party organizations about the position, role and responsibility of the HLG in the new period.
In addition to issuing directive documents, the Provincial Party Standing Committee, the Provincial People's Committee and Party committees and authorities at all levels are very interested in and create favorable conditions to help HLG improve its organization, strengthen its facilities and operating costs.
Speaking at the meeting, Mr. Truong Van Hoi, Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Quang Binh province, said that the provincial HLG is one of the organizations with strong development in both organization and number of members. It is one of the organizations that coordinates very effectively with the provincial Fatherland Front Committee as well as other levels.
“In the recent social criticism activities of the Provincial Fatherland Front Committee, the role of the HLG at all levels, mainly the provincial HLG, has been highly valued. The supervisory role of the HLG, in difficult and sensitive contents, we respectfully invite the HLG to participate because their contributions are very accurate. The supervisory role of the Front has been enhanced and is effective thanks to the HLG,” said Mr. Truong Van Hoi.

Based on the recommendations and proposals of the Standing Committee of the Provincial People's Council; comments from relevant departments, agencies and branches, Mr. Nguyen Van Quyen, Secretary of the Party, Youth Union, Chairman of the Vietnam People's Council, acknowledged the achievements of the Provincial People's Council in the recent past, in which the most prominent is that Quang Binh province has established branches down to the grassroots level of communes, wards and towns.
Mr. Nguyen Van Quyen acknowledged that the Provincial Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Quang Binh province created favorable conditions for the provincial HLG to participate and promote its role as a member in the inspection and supervision delegations of the People's Council and Vietnam Fatherland Front Committee at the same level; participate in meeting voters; give legal opinions on a number of cases, receive citizens, handle complaints and denunciations of citizens; participate in the Steering Committee for Judicial Reform; be a member of the Council for coordinating the dissemination and education of law at all levels and participate in social criticism.

Concluding the meeting, Mr. Tran Hai Chau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council highly appreciated the role of the HLG at all levels as well as the attention, support and sharing of the Party, the Youth Union and the leaders of the Vietnam HLG, creating conditions for the provincial HLG to participate in implementing major activities and projects chaired by the Vietnam HLG.
In the coming time, the Provincial Party Standing Committee, the Provincial People's Council and the Provincial People's Committee will continue to lead, direct and create all conditions to help the Provincial HLG operate effectively in accordance with its position, role and tasks. In the immediate future, focus on directing the successful organization of HLG congresses at all levels and the Provincial HLG Congress for the 2024-2029 term.
