The emulation movement in the cluster achieved many results.
On November 29, in Tuy Hoa City (Phu Yen Province), the Emulation Cluster of the Lawyers Association of the Central Coastal and Central Highlands provinces held a conference to review the association's work and emulation movement in 2023; directions and tasks for 2024.
Attending the conference were Lawyer Tran Duc Long, Member of the Party Committee, Secretary of the Party Committee, Vice President of the Vietnam Lawyers Association; and representatives of Lawyers Associations of the Central Coast and Central Highlands provinces.
Speaking at the opening of the conference, Lawyer Chau Thi Minh Nguyet, Permanent Vice President of Phu Yen Provincial Lawyers Association, Head of the Emulation Cluster, said that in 2023, despite facing many economic difficulties, which significantly affected life and society, the patriotic emulation movements were launched by the Emulation Cluster in a timely and practical manner, gradually improving in quality and efficiency and truly creating a vibrant, extensive and comprehensive emulation movement.
The Lawyers Associations of provinces and cities in the cluster focused on the main theme launched by the Central Government: "All levels of the Association unite, be creative, actively compete, and strive to excellently fulfill the goals and tasks of the Resolution of the 13th National Congress of Delegates of the Vietnam Lawyers Association (term 2019-2024)" throughout the Association and concretize it into the emulation launch plan of their units.
On that basis, the organization implements extensive emulation movements to all levels of the association and members with many diverse forms, suitable to the practical requirements of the work and the characteristics and situation of the unit and locality.
Thereby, achieving achievements in celebrating major holidays and anniversaries of the country and locality, contributing to the successful implementation of the Resolution of the 13th National Congress of the Party, the Resolution of the 13th National Congress of the Vietnam Lawyers Association (term 2019 - 2024) and local political tasks.

According to the summary report, in 2023, the provincial and municipal Associations in the cluster actively organized to collect comments on draft laws and legal documents. In addition, a number of Lawyers Associations actively participated in contributing comments at seminars and conferences on law, economics and society organized by the Central and local levels.
The Bar Associations of provinces and cities in the Emulation Cluster have promoted their role as members of the Coordinating Council for Dissemination and Legal Education at all levels, with coordinated propaganda that has brought high efficiency in many diverse forms, suitable to the requirements and characteristics of each population group. In particular, priority is given to vulnerable groups such as farmers, women, adolescents, students, ethnic minorities, remote areas, and areas with difficult socio-economic conditions.
In addition, it has organized the printing and free distribution of magazines, pocket books, leaflets, brochures, judicial newsletters, etc. to provide legal information, contributing to improving legal understanding for people and officials.

The provincial and municipal associations have done a good job of providing free legal advice and legal aid in many localities in the province. Mediation work has contributed to resolving small conflicts and disputes in the community, strengthening solidarity among local people, limiting complaints beyond the level of authority, contributing to ensuring political security and social order and safety in the locality.
In addition, the provincial and municipal Bar Associations in the cluster have participated in 173 monitoring sessions with monitoring delegations established by the government and the Vietnam Fatherland Front at all levels... Through these activities, the Associations at all levels have reviewed, researched and made many recommendations to State agencies, economic and social organizations on issues of drafting legal documents and law enforcement, especially recommendations to competent State agencies to review and resolve a number of complaints and denunciations.
Also in 2023, the Emulation Cluster admitted 97 members and established 2 new branches under the Provincial Lawyers Association. Membership development work focused on the quantity and quality of members...
Continue to do well the Association's work in the coming time.
At the conference, representatives of the Bar Associations of provinces and cities in the Emulation Cluster discussed and contributed many ideas to contribute to the completion of the draft report summarizing the Association's work and the emulation movement in 2023; the direction and tasks of the Cluster in 2024. In particular, there were mentioned the difficulties of local Association organizations such as operating costs, lack of specialized staff, etc.
The opinions expressed that the attention of the Party Committee of the Vietnam Bar Association and the implementation of Directive 14 have created favorable conditions for the Association's activities in the locality. At the same time, they hope that the Vietnam Bar Association will have meetings with leaders of provinces and cities to strengthen the role and responsibility of Party committees and authorities towards the local Bar Association.

Speaking at the conference, Lawyer Tran Duc Long, Vice President of the Vietnam Lawyers Association, acknowledged the achievements of the Emulation Cluster in 2023. He also requested that provincial and municipal associations promote the achieved results and overcome existing limitations to make the association's work more effective. At the same time, he also praised the creative ideas in establishing branches.
Regarding the implementation of Directive No. 14 dated July 1, 2022 of the Politburo, Lawyer Tran Duc Long informed that many provinces and cities have implemented the Directive through plans, programs or specific documents and have achieved some results.
“We request that the Bar Associations of provinces and cities in the Emulation Cluster actively implement Directive 14. For any province or city that has problems or matters that have not been addressed, they must discuss with the Central Association for timely resolution,” said Lawyer Tran Duc Long.
The Vice President of the Vietnam Lawyers Association emphasized that 2024 is the year of the congress of the Lawyers Association at all levels, requesting provincial and municipal associations to deploy and implement well the preparations for the congress. The Central Association will continue to issue directives on this matter.
Besides, he also informed about the project of legal dissemination and propaganda that will be implemented in the period of 2024 - 2030.

At the conference, the Emulation Cluster of the Lawyers Association of the Central Coast and Central Highlands provinces organized a vote to select 2 units to receive the emulation flag and 7 units to receive certificates of merit from the Vietnam Lawyers Association.
The conference also announced the decision of the Vietnam Bar Association on recognizing the Head and Deputy Head of the Emulation Cluster in 2024, including: Khanh Hoa Provincial Bar Association as Head of the Cluster and Ha Tinh Provincial Bar Association as Deputy Head of the Cluster.

Speaking at the ceremony, Lawyer Le Xuan Hai, member of the Standing Committee of Khanh Hoa Provincial Bar Association, said that with the assigned responsibility of being the Head and Deputy Head of the Emulation Cluster of the Central Coastal and Central Highlands Provinces, Khanh Hoa and Ha Tinh Provincial Bar Associations will unite and coordinate well to carry out the task. At the same time, they will learn from and inherit the successful results in the organizational work of the previous Heads and Deputy Heads of the Clusters, creating solidarity, unity, and promoting the emulation movement of the Vietnam Bar Association and the Emulation Cluster.
"The Lawyers' Associations of Khanh Hoa and Ha Tinh provinces believe that with the attention, leadership and direction of the Vietnam Lawyers' Association and the Lawyers' Associations of provinces and cities in the Emulation Cluster, we will successfully complete our tasks," said Lawyer Hai.
