On the morning of April 9th, the Provincial OCOP Council inaugurated the Conference to evaluate and classify OCOP (One Commune One Product) products at the provincial level.
Mr. Nguyen Thien Van, Vice Chairman of the Provincial People's Committee and Chairman of the Provincial OCOP Council, and Mr. Nguyen Hoai Duong, Director of the Department of Agriculture and Rural Development and Standing Vice Chairman of the Provincial OCOP Council, co-chaired the conference.

On April 9th and 10th, the Council will review and evaluate 22 products from 11 entities in 6 localities, including the districts of Cư M'gar, Ea Kar, Cư Kuin, Ea H'leo, Krông Năng, and Buôn Ma Thuột City. These are OCOP products with the potential to achieve 4 stars, based on the district-level approval of the scoring results and recommendations for evaluation and ranking at the provincial level.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Thien Van emphasized that although OCOP products increased significantly in 2023, compared to other provinces nationwide and compared to the province's potential, Dak Lak 's OCOP products are still few; most districts, towns, and cities have not yet fully exploited their local advantages and potential.
Therefore, localities need to focus on strengthening communication efforts and supporting stakeholders to actively participate in the OCOP program according to the established cycle, ensuring that products, when evaluated and awarded stars, are of high quality and accepted by the market.

According to the Office for New Rural Development Coordination, the OCOP Program is identified as a task requiring the involvement of all departments, sectors, and localities. Therefore, Dak Lak province has directed its synchronized implementation from the provincial level to the grassroots, focusing on strengthening communication and supporting stakeholders to actively participate in the Program according to the OCOP cycle, avoiding chasing after achievements to ensure that products, when evaluated and awarded stars, are of high quality and accepted by the market.
To date, Dak Lak currently has 237 OCOP products (an increase of 152 products compared to 2022), including 223 products rated 3 stars and 14 products rated 4 stars. In 2024, the provincial OCOP Council will evaluate and classify 44 potential 4-star product dossiers proposed by the locality.

2023 marked the first year of implementing the decentralization of product evaluation and ranking according to Decision No. 148/QD-TTg dated February 24, 2023, of the Prime Minister on the promulgation of the set of criteria and regulations for evaluating and ranking products under the One Commune One Product Program. Accordingly, the evaluation process is divided into three levels: Central level, provincial level, and district level.

The provincial level conducts the evaluation and ranking of potential 4-star products based on the scoring results and evaluation recommendations approved by the district level. The evaluation results are approved, and certificates of recognition for 4-star OCOP products are issued for products with an average score of 70-89 points, meeting the criteria for 4-star OCOP ranking according to regulations; the scoring results are approved and submitted to the Central OCOP Council for consideration and ranking of potential 5-star OCOP products for products with an average score of 90-100 points, meeting the criteria for 5-star OCOP ranking according to regulations. Simultaneously, approve the scoring results and return the dossiers of products with average scores below 70 points or with scores of 70 points or higher, which do not yet meet the criteria for 4-star or potential 4-star ranking, to the district-level People's Committee for consideration, recognition, or completion of dossiers for re-evaluation and ranking according to the delegated authority as stipulated in Decision No. 148/QD-TTg dated February 24, 2023, of the Prime Minister.
According to the assessment by the Provincial OCOP Council's advisory team, participating entities are still facing difficulties such as: the scale and management capacity of participating economic organizations are small and weak, lacking knowledge of market economics and product development along the value chain; and the preparation of OCOP dossiers is still challenging due to the need to fulfill many criteria as stipulated by the OCOP Program. The understanding of some local officials and producers regarding product quality management is limited, and many aspects still depend on consulting services. However, with the efforts of all levels of government, the endeavors of the entities, and the support of consulting units, more and more entities are voluntarily registering to participate.
