Speaking at the meeting, Chairman of the Ethnic Council Y Thanh Ha Nie Kdam said that through the preliminary supervision of the Supervisory Delegation, in general, the cadre work for ethnic minority cadres has always been paid attention to, planned, organized and implemented by all levels and sectors from the Central to the local level, closely following the Party's viewpoints and principles, increasingly becoming routine and achieving important results.
The National Assembly, the Government and localities have issued many policies and laws on the development of ethnic minority cadres, civil servants and public employees, creating a solid legal basis, ensuring that the regimes, policies and procedures for cadre work are increasingly strict, synchronous, fair, public, transparent, scientific and democratic. Attention is paid to the training, fostering and updating of new knowledge for ethnic minority cadres, gradually linked to their titles, with the planning and use of cadres.
At the local level, many provinces (especially in the Northern mountainous region) have a proportion of ethnic minority cadres, civil servants and public employees that meets the requirements according to the Prime Minister's Project on Developing Ethnic Minority Cadres, Civil Servants and Public Employees in the New Period. The work of planning, training, fostering and creating cadre resources is of interest to ministries, branches and localities, with a structure that takes into account the source of ethnic minority cadres. Some localities have additional preferential policies for training and fostering commune-level cadres in extremely difficult areas, where there are very few ethnic minority cadres.
However, through direct supervision and review of reports from the Government, ministries, branches and localities, the Chairman of the Ethnic Council noted that there are still some outstanding issues in the work of ethnic minority cadres that need to be studied, clarified and solutions proposed, such as: fully institutionalizing the Party's policies, concretizing the National Assembly's Resolutions; practical planning, election, approval, appointment to positions, titles, training and fostering of ethnic minority cadres in state agencies...
The Chairman of the Ethnic Council emphasized that the Supervisory Delegation worked with the 4 Ministries with the aim of reviewing and evaluating fully and objectively the institutionalization of the Party's policies, the improvement of laws, the results achieved in the work of ethnic minority cadres within the authority and responsibility of the 4 Ministries and the shortcomings, shortcomings, limitations and causes. Thereby, there is a basis and practical basis to recommend competent authorities to overcome shortcomings and limitations, promptly adjust and handle difficulties and problems arising from practice and propose solutions to improve mechanisms and policies to enhance the effectiveness and efficiency of policies and laws on ethnic minority cadre work in the next period.
At the meeting, delegates listened to Vice Chairwoman of the Ethnic Council Tran Thi Hoa Ry summarize the general comments and assessments of the Supervisory Delegation on the reports of the four Ministries. Members of the Supervisory Delegation suggested that the Ministries continue to clarify the coordination with localities in implementing the recruitment regime; carefully assess which content of policies on ethnic minority cadres needs to continue to be implemented; which content needs to be revised and supplemented to suit the new situation; clarify the differences between the mechanisms and policies between ethnic boarding schools and semi-boarding schools...
