The Ethnic Council surveyed the implementation of the Socio-Economic Development Program for Ethnic Minorities and Mountainous Areas in Ea Sup, Dak Lak

Ea Sup is a border district of Dak Lak, nearly 70km from Buon Ma Thuot city center, with a 26.3km border with Cambodia. The whole district has 10 administrative units, with a population of over 81,000 people, of which ethnic minorities account for nearly 45%. People's lives still face many difficulties, the poverty rate is up to 31.67%.

At the meeting, the representative of Ea Sup district reported that in the period of 2021 - 2025, the district has implemented 10 projects and 18 sub-projects under the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas with a total allocated capital of more than 320 billion VND. Up to now, the disbursement rate has reached nearly 78%, including many projects with high disbursement rates such as Project 2 reaching 86%, Project 3 reaching 98%, Project 7 reaching 100%.

Thanks to that, the essential infrastructure system has been gradually invested, with 42 new traffic works, 52 works being maintained, supporting domestic water for nearly 3,800 households. The district has also implemented 53 production development models, distributed 1,372 breeding cows, supported job conversion for 216 households, contributing to improving the livelihoods of ethnic minorities.

However, in addition to the achieved results, the settlement work still has shortcomings due to the purchase of supporting cows from local people without financial invoices, causing confusion for the facility. The work of arranging and stabilizing spontaneous migrants under Project 2 also encountered difficulties due to the inconsistent process of approving subjects; the project preparation before approving subjects caused the implementation process to be slow.

Notably, after the implementation of the arrangement and merger of commune-level administrative units, many localities have changed their scale and beneficiaries, affecting the implementation of the Program. Ea Sup District proposed to review the criteria and beneficiaries to suit the new current reality.

Ea Sup district representative also proposed that the Central Government study the plan to merge 3 National Target Programs (Sustainable Poverty Reduction, New Rural Development and Socio-Economic Development in Ethnic Minority and Mountainous Areas) into one unified Program, in order to concentrate resources and synchronize direction and implementation.

In addition, the district recommends that training and specific, practical guidance for commune-level officials should be increased to remove confusion in implementation. In particular, it is recommended that the standing agency of the Central Program should play a role in providing regular technical support to help grassroots levels feel secure in organizing implementation.

The representative of the Survey Team acknowledged the district's efforts in implementing the Program, and emphasized the need to evaluate the actual effectiveness of the implementation. The Survey Team suggested that the locality should clarify the results of each component project: which projects have been implemented well, which projects are still stuck, and what are the specific causes? Although the capital disbursement rate is very high, the poverty rate of the district is still high, so it is necessary to assess more closely the impact of the programs on people's lives.

Speaking at the meeting, Vice Chairman of the Ethnic Council Nguyen Lam Thanh acknowledged and highly appreciated the efforts and initial results that Ea Sup district achieved in implementing the Program. At the same time, he emphasized that Ea Sup is a locality with high specificity, with many natural conditions, difficult socio-economic conditions, a high rate of poor households, and unfavorable climate and soil conditions for production development. In addition, the work of stabilizing the population still faces many challenges, and production linkages within the community have not yet been clearly formed.

The Vice Chairman of the Ethnic Council requested Ea Sup district to continue to complete the report, closely follow the discussion content, clarify practical difficulties and recommendations and proposals. Thereby, contributing to building a general report close to reality, serving the comprehensive assessment of the implementation results of the National Target Program for the period 2021 - 2025, towards proposing more suitable solutions for the next period.
