Talks on exchanging experiences in propaganda work between the two Thanh Hoa provinces

On the afternoon of August 26, the Propaganda Department of Thanh Hoa Provincial Party Committee and the Propaganda Department of Hua Phan Province (Lao PDR) held a meeting to exchange experiences in propaganda work between Thanh Hoa and Hua Phan provinces.

Attending the meeting were comrades: Dao Xuan Yen, member of the Standing Committee, Head of the Propaganda Department of Thanh Hoa Provincial Party Committee; Tong Ly Teng, member of the Provincial Party Committee, Head of the Propaganda Department of Hua Phan Province; officers and experts of the Propaganda Department of Thanh Hoa Provincial Party Committee and the Propaganda Department of Hua Phan Province.

Speaking at the welcome ceremony, Mr. Dao Xuan Yen, Head of the Provincial Party Committee's Propaganda Department, expressed his joy and excitement to welcome the delegation of the Propaganda Department of Hua Phan Province to visit and work with the Propaganda Department of Thanh Hoa Province. Respecting and appreciating the efforts and overcoming difficulties of cadres, party members and people of Laos in general and Hua Phan province in particular to achieve comprehensive results in all fields in the past time, the Head of the Propaganda Department of Thanh Hoa Provincial Party Committee affirmed: The 2024 meeting to exchange experiences in propaganda work between the Propaganda Department of Thanh Hoa Provincial Party Committee and the Propaganda Department of Hua Phan province is an opportunity for both sides to look back on the glorious history of more than 60 years since Vietnam and Laos established official diplomatic relations, and at the same time review the cooperation results of the Propaganda Department of the two provinces in the past time. Thereby, strengthening, consolidating, fostering and deepening the comprehensive strategic partnership and cooperation between the two countries, the two provinces as well as between the Propaganda Department of Thanh Hoa Provincial Party Committee and the Propaganda Department of Hua Phan province.

This is also an opportunity for the two sides to exchange and share operational experiences in order to further promote the role, functions and tasks of the Propaganda and Training Departments of the two provinces in continuing to promote propaganda and education for cadres, party members and people, especially the young generation, to foster the friendship, special solidarity and comprehensive cooperation between Vietnam and Laos, and between Thanh Hoa and Hua Phan provinces.

Comrade Nguyen Van Tuan, Deputy Head of the Propaganda Department of Thanh Hoa Provincial Party Committee reported on the results of implementing the cooperation agreement between the two sides for the period 2022-2024.

At the meeting, the Thanh Hoa Provincial Party Committee's Propaganda Department and the Hua Phan Provincial Party Committee's Propaganda Department informed each other about the general situation of each locality and jointly assessed the results of the implementation of the cooperation agreement for the 2022-2024 period.

Implementing the cooperation agreement for the 2022-2024 period, the Thanh Hoa Provincial Party Committee's Propaganda Department and the Hua Phan Provincial Party Committee's Propaganda Department have proactively advised the Provincial Party Committee's Standing Committee and the provincial government to promote propaganda and education for cadres, party members and people, especially the young generation, about the special relationship between Vietnam and Laos and the two provinces of Thanh Hoa and Hua Phan.

Comrade Tong Ly Teng, Head of the Propaganda Department of Hua Phan province, spoke and reported on the implementation results of the cooperation agreement of the Propaganda Department of Hua Phan province.

The two sides have proactively exchanged information and shared experiences in propaganda, education, information and communication work on Party building, building a strong political system, and socio-economic development; raising awareness and consciousness for officials and people of the two provinces in implementing signed agreements as well as regulations on border work.

Coordinate and direct the propaganda and education system of each side to organize training on propaganda work to protect the border between the two provinces to ensure quality, effectiveness and practicality. Promote information and propaganda on the implementation of coordination work in supporting training and fostering political theory for cadres, students and pupils of Hua Phan province studying in Thanh Hoa province.

Actively, proactively, and advise the Party Committees and authorities of the two provinces to organize cultural and sports exchange activities to celebrate the 60th anniversary of the establishment of diplomatic relations between the two countries (September 5, 1962 - September 5, 2022) and the 45th anniversary of the signing of the Vietnam - Laos Treaty of Friendship and Cooperation (July 18, 1977 - July 18, 2022).

During the meeting, the two sides discussed, exchanged and agreed on a number of key tasks in 2025, namely: Continuing to promote the implementation of the cooperation agreement between the Thanh Hoa Provincial Party Committee's Propaganda Department and the Hua Phan Provincial Propaganda Department for the period 2022-2025; coordinating the organization of joint activities to ensure practicality and effectiveness. The two sides will coordinate more closely to do a good job of advising the Standing Committee of the Provincial Party Committee of each side to lead and direct all levels, sectors and political organizations to pay attention to, care for and foster solidarity and close ties between the two peoples of Vietnam and Laos in general and the two provinces of Thanh Hoa - Hua Phan in particular.

Along with that, the two sides actively participated in foreign affairs activities, cultural and sports exchanges to celebrate the 63rd anniversary of establishing diplomatic relations between the two countries and the 48th anniversary of signing the Vietnam - Laos Friendship and Cooperation Treaty.

2025 is the year of Party congresses at all levels, leading up to the 14th National Congress of the Communist Party of Vietnam and the 12th National Congress of the Lao People's Revolutionary Party. This is also the year that the cooperation agreement for the 2022-2025 period of the two sides ends. After the 20th Thanh Hoa Provincial Party Congress and the 11th Hua Phan Provincial Party Congress, based on the agreement signed by the leaders of the two provinces, the Thanh Hoa Provincial Party Committee's Propaganda Department and the Hua Phan Provincial Party Committee's Propaganda Department reviewed the cooperation results for the 2022-2025 period, and at the same time signed a new cooperation agreement for the 2025-2030 period. At the same time, maintain the annual rotation of sending working delegations to visit, exchange the situation and discuss cooperation plans for each year and period.
