This afternoon, January 6, in Dong Ha City, the annual border work conference between the two provinces of Quang Tri (Vietnam) and Salavan (Laos) in 2023 took place. Quang Tri Province had the Standing Vice Chairman of the Provincial People's Committee, Head of the Provincial Border Work Steering Committee Ha Sy Dong; Salavan Province had the Deputy Governor, Head of the Border Work Steering Committee of Phu-thong-Kham-ma-ny-vong province attending the conference.
Quang Tri and Salavan provinces are assigned to jointly manage the 79.388 km long border. The two provinces jointly manage from marker 608 to the foot of marker 644, including 40 locations/42 border markers and markers. On this border, there is a pair of international border gates (La Lay - La Lay) and a pair of secondary border gates (Coc - A Xoc).

Within the framework of the talks, the Heads of the border delegations of Quang Tri and Salavan provinces informed each other of some information about the political and socio-economic situation of the two provinces in 2023; assessed the results of coordination of border-related work between Quang Tri and Salavan provinces since the 2022 annual talks held in Salavan province in October 2022 until now.
Speaking at the meeting, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong emphasized that, implementing the 2022 annual meeting minutes between Quang Tri and Salavan provinces, the Party Committees and authorities of the two provinces have created favorable conditions for agencies, departments, branches, localities, businesses and people of the two sides to promote cooperation, investment, production and business, mutual assistance in economic development, maintaining national defense and security, and protecting the border.
The functional sectors and border districts of the two provinces have coordinated in the fight against trafficking, transportation, and storage of drugs, explosives, banned goods, illegal immigration, and unregistered marriages... in the border area, contributing to ensuring security and order on the Vietnam - Laos border.

In 2023, the Border Working Committee of Quang Tri and Salavan provinces coordinated with the Central Border Expert Delegation of Vietnam and Laos to discuss and agree on solutions to facilitate the transportation of coal for import and export between Laos and Vietnam through the La Lay - La Lay international border gate pair.
In April 2023, Quang Tri province sent a high-ranking delegation to attend the inauguration ceremony and put into use 3 projects worth 6 billion VND built from Quang Tri province's budget for Salavan province, period 2020 - 2022. Based on the discussion results, in order to strengthen the special solidarity and friendship between Vietnam and Laos, with the desire to jointly build a peaceful, friendly, cooperative and sustainably developed Vietnam-Laos border, the two provinces agreed on 8 cooperation contents in 2024.
Accordingly, it is necessary to continue to maintain the implementation of propaganda, education and mobilization work for people in border areas to comply with legal documents on the border between Vietnam and Laos signed by the two governments. The two sides agreed to continue to direct border management and protection forces to maintain a good bilateral patrol coordination regime to protect the border and border markers.
On January 5, 2024, the Vietnamese Government issued Resolution No. 04/NQ-CP agreeing to the conveyor belt section of the project to build a coal conveyor belt system from Laos to Vietnam crossing the Vietnam - Laos border.
Therefore, it is recommended that Salavan province report to the Lao Government for comments to unify and coordinate the implementation of the construction of a coal conveyor belt across the border at the La Lay International Border Gate (Quang Tri) - La Lay (Salavan)...
The two sides continue to closely coordinate in cross-border disease prevention and control, effectively controlling and minimizing the spread of disease in border areas.
Salavan province continues to support, guide and help newly naturalized citizens to register for permanent residence and household registration; well implement the prescribed policies and regimes so that people can soon stabilize their lives and integrate into the community.
The two sides continued to direct relevant departments and branches of each province to coordinate in planning bilateral surveys, advising the authorities of the two provinces to agree on contents related to documents, procedures and implementation time to upgrade the pair of secondary border gates Coc - A Xoc according to regulations...
