Currently, there is a practice of organizing foreign language teaching under the guise of many forms, from training teachers, teaching students with money from the state budget to mobilizing contributions from parents.
This situation occurs in many localities nationwide. Because this is a profit that brings in huge revenue, the number of companies "jumping in" to organize joint ventures and associations is growing like mushrooms after the rain. It is worth discussing that this activity is extremely vague, making it difficult to know the actual capacity of the companies providing this service.

The most problematic thing today is who evaluates the quality of English teachers and affiliate programs?
If a university wants to open a major or profession to train teachers, they must meet all the standards regarding facilities, teachers, and programs, but for companies providing foreign language teaching services, there are almost no criteria. Therefore, anyone can open a company and provide services.
The risk of fraud is inevitable, as the recent incident in Thanh Hoa is a typical example. Specifically, Thanh Hoa Provincial Police have initiated a case of falsifying records and documents to conduct procedures for inviting, sponsoring, requesting work permits and granting temporary residence cards to 30 foreigners who illegally entered and stayed in Vietnam by a business director in Thanh Hoa.
Accordingly, the Investigation Security Agency of Thanh Hoa Provincial Police has executed the Decision to prosecute the case, prosecute the accused and the Arrest Warrant to detain the accused for 4 months against the accused Le Thi Hong Van (born in 1984), residing in Dong Tho ward, Thanh Hoa city, for the crime of "Forging documents of agencies and organizations; using forged documents of agencies and organizations" prescribed in Article 341 of the Penal Code and the crime of "Organizing others to stay in Vietnam illegally" prescribed in Article 348 of the Penal Code. According to documents from the Investigation Security Agency of Thanh Hoa Provincial Police: During the period from May 2021 to March 2023, Le Thi Hong Van directed 2 employees under her authority to forge 65 documents of 30 foreigners, then used the legal entities of 4 companies to carry out procedures to invite, sponsor, request work permits and temporary residence cards for 30 foreigners to enter and stay in Vietnam illegally.
The investigation determined that Le Thi Hong Van established and was the Director of PPV Education Investment and Development Company Limited and Apple International Education Company Limited (located in Dong Tho Ward, Thanh Hoa City, Thanh Hoa Province), both operating in the field of education, teaching English.
From 2021 to early 2023, Le Thi Hong Van took advantage of the "foreign-loving" mentality of students' parents, and at the same time, took advantage of the policy of the Ministry of Education and Training - allowing foreign language centers to cooperate in training with licensed educational institutions in the area to use the names of her two companies to invite, sponsor and transfer nearly 200 foreigners to enter the country and work for these companies.
Notably, up to 1/3 of the foreigners invited and sponsored by Van were not eligible to enter the country, such as not having an English certificate, not having a university degree, and not having their documents legalized... but Van still defied the law, directing 2 subordinates, including Pham Thi Hien (born in 1989) and Do Thi Van (born in 1992), both residing in Dong Ve ward, Thanh Hoa city, to falsify documents and papers in the application for work permits for foreigners; thereby, sponsoring an unlimited number of foreigners to enter the country to serve Van's purpose of leasing for profit.
The incident in Thanh Hoa is sounding the alarm about the quality of foreign teachers being brought in to teach foreign languages in public schools today.
