Accordingly, the Provincial People's Committee assigned the People's Committee of Hoi An City to preside over and coordinate with relevant agencies and units to study and learn from effective night-time economic development orientations, policies and experiences from domestic and foreign models to develop and pilot night-time economic projects/models suitable to local advantages and conditions at an appropriate time.
Previously, on May 17, the Department of Planning and Investment reported to the Provincial People's Committee to request the People's Committee of Hoi An City to directly preside over and implement in order to promptly absorb and learn appropriate orientations, policies, and experiences to develop and implement the local night-time economy project.
Since 2020, the Prime Minister has approved the Project on developing the night-time economy in Vietnam (in Decision No. 1129), aiming to exploit the potential for developing the night-time economy, creating a driving force to promote the economy and improve people's income and living standards, on the basis of ensuring political security and social order and safety. Immediately after that, the Provincial People's Committee also issued a document directing relevant sectors to advise on implementation in the province.
However, at this time, the whole country is experiencing an outbreak of COVID-19, Quang Nam province is also seriously affected, especially for industries and areas developing tourism and services such as Hoi An, My Son, so it has not been implemented.
In July 2023, the Ministry of Culture, Sports and Tourism issued a Project on a number of models for developing night tourism products, identifying Hoi An as one of 12 locations planned to promote night tourism to become a key product for developing the night-time economy in Vietnam.
Resolution No. 31 dated July 31, 2023 of the Quang Nam Provincial Party Committee also determined the viewpoint of "investing in building and developing Hoi An City in the direction of an ecological - cultural - tourist city to maximize available potential and advantages, forming a dynamic area, creating strong spillover and linking with promoting the potential and advantages of related localities in the development process. Hoi An City is a leading locality in international integration" and in the groups of key tasks and solutions, there is a requirement to "promote the development of the night-time economy and commercial services in Hoi An City".
