The Ministry of Education and Training announced the Draft Circular promulgating the digital competency framework applicable to learners in the national education system for units and individuals to study and contribute opinions until November 21.
This framework will be the basis for unifying digital competency requirements for learners in the national education system, suitable for each level and grade of education.
According to the draft, the digital competency framework helps learners develop the necessary skills to use technology effectively, be ready to face challenges and opportunities in the digital world and is the foundation for lifelong learning.

At the same time, ensure that all learners have the opportunity to access and develop digital competencies, contributing to reducing disparities in access to and use of technology.
In particular, the digital competency framework will serve as the basis for curriculum development, compilation or selection of curricula, textbooks, teaching plans, and other teaching materials to improve digital competencies and develop criteria for testing, examination, and assessment at each level of education and training, ensuring connectivity between levels of education and training.
Accordingly, the digital competency framework includes 6 competency domains: Data and information exploitation, communication and cooperation in digital environment, digital content creation, safety, problem solving and using generative AI.
Each competency domain has 3-5 component competencies. For example, the communication and collaboration domain in the digital environment has component competencies such as interacting through digital technology, participating in citizenship rights, online code of conduct, etc.
In the data and information exploitation competency domain, there are 3 component competencies including browsing, searching and filtering data and digital information; data evaluation and data management. The digital content creation competency domain has component competencies such as digital content development, copyright and licensing, programming, etc.
Each component competency has 4 levels: basic, intermediate, advanced and advanced, with 8 levels, from basic to advanced.
Learners who achieve the highest level of component competency (level 8) have the equivalent of an expert. For example, the ability to use artificial intelligence, at level 8, is to build a long-term strategy for applying AI in the organization, lead and manage highly complex AI application projects...
