The Hanoi Department of Education and Training has just sent a document to heads of education and training departments, directors of vocational education and continuing education centers, and principals of affiliated schools requesting them to improve the effectiveness of managing the use of mobile phones and broadcasting and receiving devices in schools.

The document stated: "Through monitoring the reality, reflections from press agencies and public opinion on the use of mobile phones, receiving and broadcasting devices in schools, it shows that there are still many problems, shortcomings, and limitations that affect the quality and effectiveness of teaching and learning at educational institutions in the city."
To rectify and overcome this situation, the Hanoi Department of Education and Training recommends that school principals and teachers, vocational education and continuing education centers disseminate, thoroughly understand, and strictly and fully implement regulations on the use of mobile phones and broadcasting and receiving devices in schools.
The Hanoi Department of Education and Training instructs: "Depending on actual conditions, the school board and teachers manage students' phones and receiving and broadcasting devices before the first class (manage by class) and return phones and receiving and broadcasting devices to students after school and class. During classes that require the use of mobile phones and receiving and broadcasting devices and are permitted by teachers, students are allowed to bring them into the classroom for use."
For students, the Hanoi Department of Education and Training requires strict implementation of the regulation "students are not allowed to use mobile phones or other devices while studying in class that are not used for studying and are not permitted by teachers".
The Hanoi Department of Education and Training recommends that parents work with schools and teachers to encourage, remind, and manage students to use mobile phones and other receiving and broadcasting devices for the right purposes and according to regulations at school and in the classroom.
The Hanoi Department of Education and Training also cited Circular No. 32/2020/TT-BGDDT of the Ministry of Education and Training on promulgating the Charter of junior high schools, high schools and multi-level general schools, which stipulates: "Students are not allowed to use mobile phones or other devices while studying in class that are not used for learning and are not permitted by teachers";
Official dispatch No. 5512/BGDĐT-GDTrH of the Ministry of Education and Training on the development and implementation of the school's educational plan, which states: "Students are not required to be equipped with mobile phones for learning purposes. Allowing students to use mobile phones in the classroom to support learning activities is decided by the teacher directly teaching the subject; teachers are specifically instructed in activities designed in the lesson plan so that all students are not required to have a phone to use and ensure that the requirements are appropriate to the learning content.
Teachers specifically inform students that they are only allowed to use their phones as a device to support learning activities and what students are not allowed to do when using their phones in class, during class time.
