After Tuoi Tre Online reported that tuition fees for law majors in Ho Chi Minh City were up to 181.5 million VND/year, many people were worried that with such tuition fees, excellent students from poor families would not be able to enter the law major.
One parent said: "With such tuition fees, children from families in the countryside who are good at studying and passionate about law will not have a chance to study. Many families whose parents work hard all year but do not have 100 million VND, so how can they afford to pay tuition for their children?"
Tuition fee of 181.5 million is not applicable to all majors.
Tuition fees for students of full-time first-degree programs enrolling in 2024 at Ho Chi Minh City University of Law (from the 2024-2025 to 2026-2027 school years) range from 35.25 million VND to 219.7 million VND/year (depending on the program).
The lowest tuition fee is 35.25 million VND/year for regular training programs in law, international trade law, and business administration in the 2024-2025 school year and increases to 44.75 million VND/year in the 2026-2027 school year.
Only the high-quality regular law training program, taught entirely in English at Ho Chi Minh City University of Law, has the highest tuition fee, 181.5 million VND/year for the first year and increasing to 219.7 million VND in the third year.
As for the fourth year (2027-2028 school year), the school has not yet determined the tuition fee because the Government currently only regulates tuition fees until the 2026-2027 school year. However, it is likely that the fourth year tuition fee for students in this program will be equal to or higher than the third year tuition fee.
Thus, the tuition fee for the entire high-quality law program taught in English will be more than 800 million VND/student.

How does a program with tuition fees of over 800 million VND teach?
Talking to Tuoi Tre Online about tuition fees, MSc. Le Van Hien - in charge of the training department of Ho Chi Minh City University of Law - said that the school adjusted the tuition fee level corresponding to the level of financial autonomy that the school had previously approved, and the expected tuition fee level from the 2024-2025 school year to the 2026-2027 school year.
"With the newly announced tuition fees, for the regular programs of the Ho Chi Minh City University of Law, the standard mass program is still lower than the ceiling set by the State and in fact lower than many other schools. Only the high-quality program taught in English has a much higher tuition fee. However, the quota for this program is only about 20 students/year," Mr. Hien added.
According to Mr. Hien, in addition to general legal knowledge, law students studying high-quality training programs taught in English also have in-depth knowledge in the fields of international business and trade law and the laws of some countries with developed legal systems and close economic relations with Vietnam such as the UK, the US, France, Australia, Korea, etc.
The program aims to attract foreign students to Vietnam to study in English to obtain a Vietnamese bachelor's degree in law. The program also invites foreign professors from Australia, Singapore, some European countries, and lecturers with good expertise and English skills outside the school; thereby improving the professional and English skills of the school's lecturers.
Regarding the output of students studying this program, Mr. Hien said: "The training program is aimed at working environments with foreign elements in the country and abroad as legal consultants, legal experts in the fields of trade, investment...
Participate in negotiating and signing international commercial contracts, resolving international commercial and civil disputes; issues related to the protection of industrial designs, trademarks... for Vietnamese enterprises abroad and for foreign enterprises operating in Vietnam; provide advice to resolve labor relations with foreign elements".
Spend 28 billion VND each year to award scholarships, with scholarships as high as 150% of tuition fees.
According to the school, along with implementing the new tuition fee regulations, the school has developed a plan to develop its staff and quality of lecturers, attract talent, improve facilities, and care for students.
The school provides financial compensation to implement the policy of exempting and reducing tuition fees for policy beneficiaries and students with difficult circumstances; maintains flexibility in tuition payment time, and extends tuition payment deadlines for students with difficulties.
Many types of scholarships with high levels of 150% of tuition fees for excellent students, 100% of tuition fees for good students and 50% for good students, with the total amount set aside for the school's scholarship fund reaching nearly 28 billion VND annually (equivalent to 8% of tuition revenue).
