Tuition for the high-quality law program is over 800 million VND per course. What makes this program special?

After Tuoi Tre Online reported that tuition fees for law programs in Ho Chi Minh City can reach up to 181.5 million VND per year at some universities, many people are worried that with such high fees, talented students from disadvantaged families will not be able to enter the legal profession.

One parent commented: "With tuition fees like that, children from rural areas who are academically gifted and passionate about law won't have a chance to study. Many families work hard all year and still might not earn 100 million VND, so how can they afford to pay tuition for their children?"

The tuition fee of 181.5 million VND does not apply to all majors.

Tuition fees for full-time undergraduate students in the 2024 intake at Ho Chi Minh City University of Law (from the 2024-2025 academic year to the 2026-2027 academic year) range from VND 35.25 million to VND 219.7 million per year (depending on the program).

The lowest tuition fee is 35.25 million VND/year for regular programs in law, international commercial law, and business administration in the 2024-2025 academic year, and will increase to 44.75 million VND/year in the 2026-2027 academic year.

Only the high-quality, full-time law program, taught entirely in English at the Ho Chi Minh City University of Law, has the highest tuition fees, at 181.5 million VND per year in the first year and increasing to 219.7 million VND in the third year.

For the fourth year (academic year 2027-2028), the school has not yet determined the tuition fee because the government currently only regulates tuition fees up to the academic year 2026-2027. However, it is likely that the tuition fee for the fourth year of this program will be equal to or higher than the tuition fee for the third year.

Therefore, the tuition fee for the entire course in this high-quality law program taught in English will be over 800 million VND per student.

How is the program, with tuition fees exceeding 800 million VND, taught?

Speaking to Tuoi Tre Online about tuition fees, Mr. Le Van Hien, Head of the Training Department at Ho Chi Minh City University of Law, said that the university adjusted tuition fees to correspond with the level of financial autonomy that the university had been previously approved for, and the tuition fees are projected from the 2024-2025 academic year to the 2026-2027 academic year.

"With the recently announced tuition fees, the tuition for regular, standard programs at Ho Chi Minh City University of Law is still lower than the state-mandated ceiling and, in fact, lower than many other universities. Only the high-quality program taught in English has significantly higher tuition fees. However, the number of students allocated to this program is only about 20 per year," Mr. Hien added.

According to Mr. Hien, in addition to general legal knowledge, law students studying in the high-quality program taught in English also gain in-depth knowledge in the fields of international business and commercial law, as well as the laws of several countries with developed legal systems and close economic ties to Vietnam, such as the UK, the US, France, Australia, and South Korea.

The program aims to attract foreign students to study in Vietnam in English to obtain a Vietnamese Bachelor of Law degree. The program also invites foreign professors from Australia, Singapore, and several European countries, as well as highly qualified lecturers with strong English skills from outside the university; thereby enhancing the professional and English proficiency of the university's lecturers.

Regarding the career prospects for students completing this program, Mr. Hien stated: "The training program aims for a work environment with an international element both domestically and internationally, in positions such as legal consultants and legal experts in the fields of commerce and investment..."

Participating in negotiations and signing international trade contracts, resolving international trade and civil disputes; issues related to the protection of industrial designs and trademarks... for Vietnamese businesses abroad and for foreign businesses operating in Vietnam; providing advice to resolve labor relations with foreign elements.

The company allocates 28 billion VND annually to scholarships, with some scholarships covering up to 150% of tuition fees.

According to the school, along with implementing the new tuition fee regulations, the school has developed a plan to improve the quality of its teaching staff, attract talent, enhance facilities, and care for its students.

The school provides financial support to implement tuition fee exemptions and reductions for eligible students and those from disadvantaged backgrounds; it also maintains flexibility in tuition payment schedules and extends payment deadlines for students facing financial difficulties.

Numerous scholarships are available, covering up to 150% of tuition fees for outstanding students, 100% for good students, and 50% for average students, with the total amount allocated to the university's scholarship fund reaching nearly 28 billion VND annually (equivalent to 8% of tuition fee revenue).
