On the morning of November 6, continuing the working program of the 6th Session, at the National Assembly House, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly conducted a question and answer session.
Speaking at the opening of the meeting, National Assembly Chairman Vuong Dinh Hue said that according to the working program, the question-and-answer session at the 6th Session will be conducted over a period of 2.5 days, from this morning (November 6) to the end of the morning of November 8. The question-and-answer session will be broadcast live on Vietnam Television, Voice of Vietnam, and National Assembly Television for voters and people nationwide to follow and monitor. Today's meeting also had the participation of representatives of the Standing Committee of the People's Councils of provinces and centrally-run cities.

National Assembly Chairman Vuong Dinh Hue stated that this is the first time in the 15th tenure and the fourth time since the Law on Supervisory Activities of the National Assembly and People's Councils 2015 took effect that the National Assembly has questioned members of the Government and heads of sectors on the implementation of resolutions of the 14th National Assembly and from the beginning of the 15th tenure to the end of the 4th Session on thematic supervision and questioning in various fields.
Through this supervision activity, the National Assembly will grasp the situation, progress and results of the implementation of the National Assembly's resolutions, the implementation of the "promises" and commitments of the Government, Ministers and Heads of sectors. The re-supervision, focusing on supervising the issues after supervision, following up on the issues that have been supervised and questioned, aims to help the Government, Ministers and Heads of sectors have the opportunity to report to the National Assembly, voters and people on what they have done, promote the spirit of responsibility, thoroughly and fundamentally resolve the issues raised by the National Assembly.

Although not all promises, commitments, and tasks can be resolved quickly or done immediately, the National Assembly, voters, and people have the right to know about the situation, progress of implementation, and most importantly, what has been promised to the National Assembly, voters, and people; the tasks assigned by the National Assembly must be completed. At the same time, through re-supervision activities, it will be more clearly affirmed that a National Assembly always accompanies the entire political system, aiming to find appropriate solutions, close to the practical situation, effective, feasible, promoting the country's rapid and sustainable development.
The National Assembly Chairman emphasized that the scope of content is very broad, related to 21 fields, including major and important issues, reflecting all aspects of economic and social life, which are of great interest to the people and voters. In order to improve the quality and effectiveness of questioning work, while ensuring comprehensiveness and focus, convenience for both National Assembly deputies and questioners, the National Assembly Standing Committee has arranged the questioning content into 4 groups of fields, specifically:
General economic field group (questioning for about 150 minutes): includes issues related to the fields of planning and investment, finance, and banking.
Overview of the question and answer session.
Sectoral economic group (questioning for about 190 minutes): includes issues related to the fields of industry and trade, agriculture and rural development, transportation, construction, resources and environment.
Internal affairs and justice sector group (questioning for about 180 minutes): includes issues related to the judiciary; internal affairs; security, order, and social safety; inspection; court; prosecution; and audit.
Cultural and social field group (questioning for about 190 minutes): includes issues related to the fields of science and technology; education and training; culture, sports and tourism; health; labor, war invalids and social affairs; information and communication.
Regarding the questioning method, the National Assembly Chairman said that the National Assembly will spend reasonable time listening to the Government, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, the State Auditor General and the Secretary General of the National Assembly present a summary report on implementation and verification reports on the implementation of the National Assembly's resolutions on thematic supervision and questioning.

After conducting group questions in each field, the Prime Minister will report to clarify some issues and directly answer questions from National Assembly deputies. The National Assembly Chairman will deliver a concluding speech. The National Assembly will consider and pass a Resolution on questions at the end of the session.
Following the success of the questioning and answering activities in the first two years of the 15th tenure, at 4 sessions of the National Assembly and 4 meetings of the National Assembly Standing Committee, at this questioning session, the Chairman of the National Assembly requested that National Assembly Deputies promote a constructive and responsible spirit, through practical activities, to clarify to the end the implementation of recommendations on issues that have been supervised and questioned. If deemed necessary, the National Assembly should consider and decide on re-organizing supervision according to Clause 6, Article 16 of the Law on Supervisory Activities of the National Assembly and People's Councils.

For members of the Government, Ministers and Heads of sectors, it is recommended to uphold the sense of responsibility before the National Assembly, voters and people nationwide to clarify the current situation, outstanding results achieved, things that have not been done or have not been done well; clearly point out objective and subjective causes and directions and solutions to continue implementation to create fundamental and substantive changes in each field being questioned.
Based on careful and thorough preparation, together with a spirit of focused, determined, dedicated, frank, open-minded work, effective use of time, and strict compliance with the regulations of the National Assembly Session Rules, the National Assembly Chairman believes that the mid-term Question and Answer Session of the 15th National Assembly will be a great success, truly effective, substantive, in-depth, highly constructive, meeting the practical requirements and expectations of voters and people nationwide.
