On the afternoon of May 10, a delegation of the Ministry of Transport led by Deputy Minister Nguyen Danh Huy inspected the work of completing the public roads for the construction of the Phan Thiet - Dau Giay and Vinh Hao - Phan Thiet expressways through Binh Thuan province.
Deputy Minister Nguyen Danh Huy inspected the work of returning the residential road that the contractor borrowed to construct the Phan Thiet - Dau Giay expressway on the afternoon of May 10.
The working group directly inspected the current status of the road connecting National Highway 1 (Km7, Ham Minh Commune, Ham Thuan Nam District) to Du Du Lake. This is a 2.6km long road, the contractor has completed the road surface restoration but has not yet been accepted.
A representative of the Thang Long Project Management Board (investor) said that the construction unit had repaired the cracks on the concrete surface three times as requested, but the local authorities still requested to treat the cracks on the concrete surface at the Km7 overpass and to apply a layer of asphalt concrete on top of the cement concrete road surface.
However, the contractor said that the asphalt layer on the road surface was not reasonable according to technical standards. At the same time, the contractor restored the original condition, even better than before. All have pictures of the original condition and signed confirmation with the locality.
On the other hand, for cement concrete pavements, hairline cracks on the surface due to shrinkage and hydration of cement concrete are normal and do not affect the load-bearing capacity of the structure.

According to previous field reports, the construction unit tried to complete local requirements such as paving the first section of the road connecting to National Highway 1, ensuring people's safe and convenient travel before Tet (although in the minutes of borrowing the road between the locality and the construction unit, this connecting section is gravel).
Recently, the construction unit has repaired the remaining damage, returning the road to its original condition.
The Phan Thiet - Dau Giay Expressway passes through the two provinces of Dong Nai and Binh Thuan, shortening the driving time from Ho Chi Minh City to Phan Thiet to only about 2 hours. (In the photo, a section of the expressway passes through Ham Thuan Nam district, Binh Thuan).
Mr. Nguyen The Minh, Deputy Director of the Department of Road Construction Management, said that in Binh Thuan province, the locality proposed to return 39 residential roads borrowed for highway construction. So far, there have been handover records for 37/39 routes.
According to Thang Long Project Management Board and Project Management Board 7, contractors registered to borrow 23 routes to use as service roads, 16 routes did not borrow service roads, and in response to local requests for repair support, the Ministry of Transport mobilized contractors to repair.
As of April 30, the units have completed the repair of 38/39 routes. The unit has completed the repair of the route connecting National Highway 1 to Du Du Lake. For the severely damaged locations, the contractor has dug up and constructed a new road surface.
Some cracks appearing on the surface in the form of crow's feet are due to thermal stress, do not affect the load-bearing capacity and are normal for concrete structures.
According to the Thang Long Project Management Board, the contractor constructing the expressway has completed the restoration of residential roads and installed and adjusted many signs on the expressway after receiving recommendations from the locality.
On May 6, the Thang Long Project Management Board coordinated with the local authorities to conduct an inspection. On May 10, the Ministry of Transport's working group and the Department of Transport re-inspected, and the assessment results showed that the results were satisfactory.
The leaders of the Ministry of Transport have directed the Thang Long Project Management Board to re-examine newly appeared cracks to treat them with Sika mortar and complete before May 15.
A residential road through Ham Thuan Nam district has had its surface restored and vehicles can circulate safely.
"Up to now, the repair work of internal roads and residential roads according to local recommendations has been completed and handover procedures have been implemented," informed Mr. Nguyen The Minh.
Mr. Dang Hung Thai, Director of the Phan Thiet - Dau Giay Expressway Management Board, affirmed that the public roads borrowed by the contractor for the construction of the expressway have been repaired and restored to their original condition, even better than before.
"For issues such as adjusting the direction signs on the highway, the investor has followed local recommendations," said Mr. Thai.

During the inspection, Mr. Nguyen Quoc Nam, Director of the Department of Transport of Binh Thuan province, confirmed that recently the contractor has made many efforts to restore residential roads, ensuring safe traffic.
"The section connecting National Highway 1 to Du Du Bridge adjacent to the highway, we will work with relevant parties to soon agree to hand it over to local management," said Mr. Nam.
The 99km Phan Thiet - Dau Giay Expressway, passing through Dong Nai and Binh Thuan provinces, was put into operation at the end of April 2023. After opening, this expressway has shortened the journey from Ho Chi Minh City to Binh Thuan to only about 2 hours, reducing the load on National Highway 1.
