Completing regulations to arrange districts and communes in the period 2023-2030

The Prime Minister directed ministries, branches and localities to prepare all conditions for the arrangement of districts and communes in the 2023-2030 period after the National Assembly Standing Committee issued a Resolution.

On June 18, Prime Minister Pham Minh Chinh signed and issued an Official Dispatch on reviewing and completing regulations on implementing the arrangement of administrative units at district and commune levels for the 2023-2030 period.

He requested Ministers, Heads of ministerial-level agencies, Government agencies, and Chairmen of People's Committees of provinces and cities to overcome limitations in the arrangement of administrative units at district and commune levels in the 2019-2021 period and continue to effectively implement it in the 2023-2030 period.

The Ministry of Home Affairs is assigned to advise and submit to the Prime Minister to organize a National Conference to deploy the work of rearranging administrative units immediately after the National Assembly Standing Committee issues a Resolution; decides to establish a Council to appraise dossiers of projects to rearrange administrative units at district and commune levels for the 2023-2030 period of localities.

The Ministry must also quickly develop documents regulating and guiding the consolidation of the organizational apparatus and resolving the redundancy of cadres, civil servants, public employees, and workers in state administrative agencies in districts and communes formed after the reorganization.

The Prime Minister assigned the Ministry of Construction to provide preliminary guidance on urban classification standards for urban administrative units formed after the 2019-2021 arrangement, and submit it to the Prime Minister to report to the National Assembly Standing Committee.

For urban administrative units expected to be reorganized in the 2023-2030 period, the Ministry must guide provinces and cities to review the urban planning situation of the locality, propose measures to ensure and continue to improve urban quality after completing the arrangement.

The Ministry of Finance is responsible for guiding the handling of assets and offices of agencies and organizations in districts and communes that are being reorganized. The Ministry of Natural Resources and Environment provides natural area data based on the results of land inventory of each district and commune-level administrative unit in each province and city so that localities and the Ministry of Home Affairs have a basis for preparing and appraising the reorganization project dossier.

The Government leader requested the Chairman of the People's Committee of provinces and cities to regularly coordinate closely with the Ministry of Home Affairs, ministries and central agencies to remove difficulties in the practical arrangement of administrative units at the district and commune levels of localities.

In March 2019, the National Assembly Standing Committee passed a Resolution on the arrangement of district and commune-level administrative units for the 2019-2021 period. Units subject to arrangement include districts and communes with natural areas and population sizes that do not meet 50% of the standards; the arrangement of the remaining administrative units is encouraged to reduce the number.

The standard for mountainous and highland districts is a population of 80,000 and an area of ​​850 km2 or more; a plain district is from 450 km2; a district is from 35 km2 with a population of at least 150,000. The population size of a commune is from 5,000 to 8,000 or more, and an area of ​​30 km2.

In the 2019-2021 period, the whole country will reorganize 21 district-level administrative units and 1,056 commune-level administrative units, thereby reducing 8 districts and 561 communes. This will help reduce 3,437 commune-level agencies with 3,600 positions; 429 district-level agencies with 141 positions; and reduce budget expenditures for the entire period by more than 2,000 billion VND.

The Prime Minister assessed that the process of restructuring district and commune administrative units in the 2019-2021 period has helped streamline the apparatus, payroll, reduce state budget expenditures and promote local advantages. However, the restructuring work still has many limitations such as not doing a good job of arranging and resolving policies for redundant civil servants. Some new urban administrative units after the restructuring have not improved the quality as expected. The handling and exploitation of working headquarters of redundant agencies and organizations after the restructuring are still inadequate, with some places being wasteful. Specific policies for administrative units are not specific in some places.
