Meet the requirements of the task of strengthening national defense and protecting national security
Discussing in groups about the draft Law on National Defense Industry, Security and Industrial Mobilization, delegates affirmed that the law's construction aims to create a complete and feasible legal corridor to contribute to firmly protecting the independence, sovereignty, unity and territorial integrity of the Fatherland, maintaining political security, social order and safety, and maintaining a peaceful and stable environment for sustainable national development.

Delegates proposed assessing the feasibility and clearly regulating the establishment of a specialized fund for the defense and security industry, and a high-tech venture capital fund; reviewing policies related to finance and fund establishment; researching and supplementing policies to support, encourage, and attract businesses to participate; clarifying responsibilities and handling methods when businesses are assigned tasks. At the same time, stipulating that core defense and security industrial establishments are autonomous in building processes from research, design to production and commercialization of products; improving the effectiveness and efficiency of state management of the defense and security industry.
Comrade Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of the province Hoang Trung Dung and delegates of the Ha Tinh Delegation affirmed the promulgation of the Law on National Defense and Security Industry and industrial mobilization to build a self-reliant, self-reliant, modern, dual-use national defense and security industry potential, in line with the strategic defense posture; implementing widespread industrial mobilization to proactively prevent early, from afar, repel and be ready to respond in all situations.
Regarding the position and tasks of the defense and security industry and industrial mobilization, delegates proposed more specific regulations; promulgate separate regulations on bidding for defense and security industrial products; have policies on science, technology and innovation specifically and breakthroughly to promote the development of the defense and security industry. Focus on giving priority to core security enterprises; create breakthroughs in assigning tasks to each locality and military region in developing industrial mobilization plans; form a state management agency to coordinate defense and security industrial activities; promote international cooperation on defense and security industry.
Timely prevention of market manipulation and disruption
Discussing the draft Law on Property Auction, delegates proposed to continue reviewing, revising and perfecting the draft Law, ensuring the consistency and rigor of the legal system; regulating auctioned assets in a way that does not list them specifically, avoiding duplication, overlap, and difficulty in anticipating all newly arising assets; regulating the responsibility for reviewing the conditions for participation in auctions belonging to competent and professionally qualified agencies; regulating the capacity assessment dossier to ensure the selection of auction participants who are qualified in terms of finance, expertise and experience.

Supplementing regulations on the responsibility of the Ministry of Justice in managing the National Property Auction Portal; the responsibility of the State Bank of Vietnam in property auctions; socializing the National Property Auction Portal with the participation of enterprises, enhancing competitiveness, transparency and service quality; establishing property auction enterprises that meet business conditions; time to fulfill financial obligations in case of winning the auction to prevent market manipulation and disruption; handling of violations of obligations in property auction activities; transfer of auction winning rights.
Comrade Secretary of the Provincial Party Committee, Head of the National Assembly Delegation Hoang Trung Dung and delegates of the Ha Tinh Delegation also proposed to clearly define the basis for determining cases of applying the form of direct or indirect auction or a combination of direct and indirect auction; procedures to ensure strictness, clarity and feasibility; obligations of property auction enterprises towards tax authorities. Clearly define the responsibility for determining the starting price; reasonably adjust the margin of difference between the minimum deposit and the maximum deposit; the content of the deposit payment measure. Supplement regulations related to postponing and stopping the auction.
