Completing the draft documents to adjust the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas

Complete the draft dossier of the Prime Minister's Decision adjusting the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas, Phase I: from 2021 to 2025, and report to the Prime Minister before April 25, 2025.

Implementing the Party's policy in Conclusion No. 65-KL/TW on implementing ethnic work in the new situation, Resolutions No. 88/2019/QH14 and 120/2020/QH14 of the National Assembly , on the basis of integrating and inheriting the implementation results of ethnic projects and policies in the previous period, the Prime Minister issued Decision No. 1719/QD-TTg dated October 14, 2021 approving the National Target Program on Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025 (referred to as the Program).

The Program is a key political task, of great significance in the socio-economic development of ethnic minority and mountainous areas, which has received special attention from the Party, State and People, with a large total investment, wide scope, area and diverse content, under the management of many ministries and branches. The Ministry of Ethnic Minorities and Religions and other ministries, branches and localities have actively implemented the Program, achieving many positive and remarkable results. However, in the process of organizing the implementation of the Program, there are still some difficulties and obstacles such as: Some mechanisms and policies are difficult to implement due to lack of unified understanding; some contents and beneficiaries are facing difficulties in implementation practice; the disbursement rate of career capital for the implementation of the Program is still limited; 03/09 target groups are unlikely to be completed; the capacity of cadres and civil servants in some places is still weak, there is still a situation of evasion and shirking of responsibility...

Deputy Prime Minister Mai Van Chinh highly appreciated the ministries, agencies and localities for boldly and frankly acknowledging the limitations and difficulties, unanimously proposing to competent authorities solutions to remove difficulties and obstacles, speed up disbursement progress and strive to achieve the highest possible goals.

Regarding the dossier submitted to the Prime Minister for consideration and decision to adjust the Program, Deputy Prime Minister Mai Van Chinh agreed on the authority of the Prime Minister and local authorities to decide to adjust a number of implementing subjects and contents of the Program, ensuring compliance with the provisions of the law on public investment, Resolution No. 142/2024/QH15 dated June 29, 2024 of the National Assembly, ensuring the principles of urgency, feasibility, investment efficiency, objectives of the Program and not exceeding the total capital for implementing the Program approved by the National Assembly.

For contents that have not yet clarified the legal basis, expected number of beneficiaries, budget and capital sources for implementation, the Deputy Prime Minister assigned the Ministry of Ethnic Minorities and Religions to preside over and coordinate with relevant ministries, agencies and localities to research and propose in the process of building the next phase of the Program, and report to competent authorities according to regulations.

Some content needs to be further improved and explained.

Regarding some contents that need to be further completed, explained, clarified or have different opinions among ministries and agencies, the Deputy Prime Minister directed:

- Regarding the addition of the content "Preparing design documents and management, inspection and acceptance costs according to Decree No. 58/2024/ND-CP dated May 24, 2024 of the Government promulgating investment policies in forestry" in Sub-project 1, Project 3 of the Program, including:

The Ministry of Ethnic Minorities and Religions is assigned to study and incorporate the opinions of the Ministry of Agriculture and Environment to complete the draft Decision of the Prime Minister adjusting the Program; the Ministry of Agriculture and Environment is responsible for the legal basis, beneficiaries, estimated budget, implementation capital and additional content mentioned above, ensuring compliance with current regulations, not exceeding the total approved implementation budget, not legalizing violations and not stipulating retroactive effect.

Assign the Ministry of Ethnic Minorities and Religions to urgently report to the Prime Minister for consideration, amendment and supplementation of Decision No. 39/2021/QD-TTg dated December 30, 2021 of the Prime Minister on principles, criteria, and norms for allocating central budget capital and the proportion of counterpart capital of local budgets to implement the National Target Program on Socio-economic Development in Ethnic Minority and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025 according to simplified procedures to ensure immediate implementation of the above content after the Decision to adjust the Program is issued.

- Regarding the proposal to adjust the subjects of Sub-project 2 and Project 3 from "precious medicinal herbs" to "medicinal herbs of economic value", the Deputy Prime Minister assigned the Ministry of Health to preside over and coordinate with the State Bank of Vietnam to urgently revise, supplement, and issue guiding documents on the list of medicinal plants eligible for support under the Program to have a unified understanding, thoroughly handle difficulties and obstacles, complete the objectives of the Project and accelerate the disbursement of state budget capital and policy credit capital to ensure efficiency, timeliness and compliance with regulations, to be completed in April 2025; report to competent authorities on contents beyond their authority.

- Regarding the adjustment of beneficiaries of Content No. 1, Sub-project 2, Project 3 for ethnic minority households, enterprises, cooperatives participating in the value chain and community groups and organizations participating in the community production development project, the Deputy Prime Minister assigned the Ministry of Ethnic Minorities and Religions to complete the draft Decision of the Prime Minister to ensure that the beneficiaries of the policy to support production development according to the value chain of Content No. 1, Sub-project 2, Project 3 are not expanded or narrowed.

- Regarding the content of "new construction of facilities, room blocks, and works" of ethnic boarding schools, semi-boarding schools, and general schools with semi-boarding students in Sub-project 1, Project 5, the Deputy Prime Minister assigned the Ministry of Construction to preside over and coordinate with the Ministry of Education and Training to issue documents explaining and guiding localities on upgrading and renovating facilities, room blocks, and works of ethnic boarding schools, semi-boarding schools, and general schools with semi-boarding students in Sub-project 1, Project 5 according to current laws on construction and related regulations; to be completed in April 2025...

The Ministry of Ethnic Minorities and Religions urgently receives and fully explains the opinions of the Ministries and agencies attending the meeting and the conclusion of Deputy Prime Minister Mai Van Chinh at the meeting, completes the draft dossier of the Prime Minister's Decision adjusting the Program, is responsible for the quality of content and progress, and reports to the Prime Minister before April 25, 2025.
