On October 11, the Department of Science and Technology organized a workshop "Introducing the City's Creative Startup Center, mechanisms and policies to attract partners to participate in the center".
Opening the workshop, Mr. Nguyen Viet Dung, Director of the Department of Science and Technology of Ho Chi Minh City, said that the Center is under the Department of Science and Technology on the basis of reorganizing the Center for Application of Science and Technology Advances according to Decision No. 4335/QD - UBND of the People's Committee of Ho Chi Minh City issued on September 30, 2024.
The workshop not only introduced the Innovation and Startup community (ICN) to the operating model and operating mechanism of the center, but also served as a forum to collect opinions from experts and the ICN ecosystem community on preferential policies when participating in the center, contributing to perfecting the operating mechanism.
At the workshop, Ms. Phan Thi Quy Truc, Deputy Head of the Department of Intellectual Property Management and Innovation, Ho Chi Minh City Department of Science and Technology, said that this is a place to gather and connect resources in the city's innovation and creativity ecosystem, domestically and internationally; helping to spread the state's support policies on innovation and creativity to the community.
The center provides services on innovation and creativity, supports technology transfer, R&D and commercialization of scientific research results, aiming to create a competitive advantage for the city in the region and internationally in innovation and creativity. “The city expects this to be the core of the innovation and creativity ecosystem, aiming to become a leading innovation and creativity startup center, contributing to the development of the innovation and creativity startup ecosystem in Vietnam and the region,” Ms. Phan Thi Quy Truc shared.
The Ho Chi Minh City Creative Startup Center project is located at 123 Truong Dinh, Vo Thi Sau Ward, District 3, Ho Chi Minh City. The project is invested by Ho Chi Minh City Housing Business Management Company Limited. Scale: Land area is 2,618.4 m² (according to the Land Use Rights Certificate); Number of floors: 3 basements (area 7,479 m²), 9 upper floors (area 9,491 m²). Total construction floor area: 16,970 m². The project has a total investment of more than 323 billion VND from the state budget. Project implementation period is from 2019-2024.
In terms of operations, the center is a place to organize capacity building training courses for the innovation ecosystem; organize events to connect activities related to the market, investment, experts, partners, etc. to form a key ecosystem for the city. This is also a place to provide training, education, consulting, incubation, and acceleration services for innovation activities in priority areas (e-commerce, financial technology, logistics, educational technology, healthcare, sustainable development, digital transformation, cyber security, etc.) and the public sector.
Delegates highly appreciated the center's operating model and many opinions were raised, such as if the Ministry of Planning and Investment has the National Innovation Center (NIC), does Ho Chi Minh City need a City Innovation Startup Center? Mr. Nguyen Viet Dung replied that innovation startup activities take place throughout the country, the more centers the better, but if the unit is in Ho Chi Minh City, participating with the center will be more convenient, especially in terms of the city's support policies in innovation startup activities.
Mr. Tran Duy Hao, CEO of Star Global, said that the city needs to have a standard framework to regulate startups eligible to participate in the center, thus avoiding the situation of jostling to enter but not in accordance with the purpose of operation and the goals set by the Center. "We are currently developing a lot of technology, especially IoT technology, 5G and digital transformation solutions, and really want to join the center to promote KNDMST activities," said Mr. Hoang Kim Anh Dung, representative of MobiFone in Ho Chi Minh City at the workshop.
Mr. Nguyen Viet Dung thanked the delegates for their comments and suggestions, which will contribute to improving mechanisms and policies so that the center can operate more effectively.
“Develop the center into a creative workplace, develop startup ideas, access the latest policies on investment and startups. The center will be a place to connect universities, research institutes, investors and especially startup incubators... thereby creating high-value products, strong startups contributing to the development of the city's innovation ecosystem,” said Mr. Nguyen Viet Dung.
In 2023, the Department of Science and Technology of Ho Chi Minh City supported the improvement of innovation capacity for over 2,500 enterprises; supported the incubation and development of 308 projects; supported 40 innovative startups to access venture capital. It is estimated that the average social investment in science and technology in the period of 2021 - 2023 will reach 0.88%/GRDP.
