In his opening speech at the workshop, Mr. Dang Huy Dong, Director of the Institute for Planning and Development Studies, said that in recent times, it is possible to see the rapid development of digital assets, especially technology-based assets. This is posing unprecedented new issues for standards, regulations on assets, financial markets, taxes and management requirements for policy makers in many countries.

Faced with the above situation, the Institute for Planning and Development Studies has chosen the topic "Improving policies and laws on digital assets in the context of Vietnam proactively and actively participating in the Fourth Industrial Revolution" to research and improve policies and laws on digital assets, create a fair and transparent environment to exploit the values ​​of digital assets, thereby having a mechanism to encourage creative development, technological innovation, and take advantage of the opportunities brought by the Fourth Industrial Revolution so that Vietnam has the opportunity to catch up with developed countries in the region and the world.

According to information from the workshop, digital assets are formed on a digital technology platform, with some basic characteristics such as: Existing in digital file format in an electronic environment, formed through the application of information technology, authenticated through encryption, and governed by consensus principles.

Digital assets have grown rapidly in recent times, but there is currently no specific law regulating digital assets, so it is necessary to research and develop legal policies to manage and control risks related to digital assets. Within the framework of the workshop, delegates and guests discussed and gave opinions on the current situation and limitations in digital asset management, and proposed policy solutions to manage and minimize risks related to digital assets.

Regarding the management of digital assets and crypto assets, Dr. Le Thi Hoang Thanh, Deputy Director of the Department of Civil and Economic Law, Ministry of Justice, stated that crypto assets are products, investment results, intelligence, and human labor to serve a specific need, and can be recognized as valuable in the user community. In essence, crypto assets reflect a value similar to other traditional assets. According to Dr. Le Thi Hoang Thanh, crypto assets should be considered as assets. It is necessary to research and develop laws to manage new types of assets created by this Industrial Revolution.

However, Dr. Le Thi Hoang Thanh noted that these are very new and difficult issues, we are only in the early stages of this revolution, technologies will continue to develop rapidly and unpredictably, even developed countries do not have perfect solutions to manage these technologies. Therefore, it is not possible to propose comprehensive solutions to these issues at present. We can only approach by closely monitoring the development of technology and the market, while increasing exchanges, learning international experiences and consulting with stakeholders (businesses, consumers, etc.) to come up with appropriate policy solutions.
