In accordance with the directive of the Standing Committee of the Central Military Commission and the guidance of the General Political Department on organizing trade union congresses at all levels in the Army leading up to the 13th National Congress of the Vietnam Trade Union, the Standing Committee of the Party Committee of the General Political Department issued Directive No. 426-CT/DU dated May 5, 2022, on organizing trade union congresses at all levels for the 2023-2028 term. Based on this, the Political Department of the General Political Department issued Guidance No. 1461/HD-CT dated October 14, 2022; and simultaneously selected the Trade Union of the Army Printing Company No. 1 to hold its delegate congress for the 2023-2028 term as a pilot project to gain experience for trade union congresses in other units within the General Political Department, aiming to create uniformity and ensure adherence to procedures, principles, and guidelines.

Colonel Ngo Thi Le, Deputy Director of the Political Department, General Political Department, affirmed: "By May 18th, the grassroots trade union congresses of units within the General Political Department had been completed ahead of schedule and successfully, meeting the set goals and requirements, leaving many profound impressions on cadres, trade union members, and workers in the General Political Department."

Colonel Ngo Thi Le's assertion is evidenced by practical results: 100% of grassroots trade unions have done a good job preparing and conducting their congresses, ensuring compliance with procedures, principles, and guidelines from higher-level agencies; electing a new executive committee for the next term that is exemplary in terms of character and capacity; and electing delegates to the 9th Congress of the General Political Department's Trade Union with sufficient numbers, quality, and a reasonable structure, and with high confidence votes.

The above results show that the activities of the trade union organization always receive close attention and timely guidance from the Party committees, political commissars, commanders, and political agencies of the units. As soon as the Political Department issued guidelines on organizing grassroots trade union congresses, the Party committees, commanders, and political agencies of the agencies and units seriously implemented them, leading and directing the trade union organization to do a good job right from the planning and preparation stages of the congress.

Under the guidance of the Party committees, commanders, and political agencies at all levels, the grassroots trade union executive committee placed special emphasis on preparing the documents, recognizing them as one of the decisive factors for the congress's success. Therefore, the documents were meticulously and rigorously prepared; their content ensured quality, with the report summarizing the workers' movement and trade union activities during the 2018-2023 term providing a comprehensive assessment with specific statistical data; clearly identifying achievements, limitations, shortcomings, and lessons learned relevant to the specific tasks of each agency and unit; and determining the appropriate and highly feasible principles, directions, objectives, targets, tasks, and solutions for the 2023-2028 term. The executive committee's review report was assessed seriously, rigorously, and frankly, clearly identifying strengths and weaknesses and proposing effective solutions for correction and improvement. The congress resolution fully covers the content and summarizes the entire spirit of the congress.

Along with the preparation of documents, personnel matters received close leadership and guidance from Party committees, political commissars, commanders, and political agencies of the units. The selection and nomination of personnel to participate in the grassroots trade union executive committee for the 2023-2028 term were discussed democratically, following all steps according to the procedures guided by higher authorities, ensuring the quantity, quality, criteria, standards, and capabilities to perform the tasks, and having a reasonable structure. 100% of the congresses conducted elections in accordance with principles and procedures.

With a positive and proactive spirit in preparation, the organization of the congress was carried out seriously, in accordance with regulations, and realistically. According to Lieutenant Colonel Nguyen Thi Thu Hien, Head of the Mass Mobilization Department, Political Department: At the grassroots trade union congresses, union members and workers actively participated in contributing to the draft documents, ensuring good quality and proposing many solutions to improve the quality of the workers' movement and trade union activities. In total, there were 240 opinions contributed to the report of the grassroots trade union executive committee, 120 opinions contributed to the draft political report of the Political Department at the 9th Congress of the Trade Union of the General Political Department, and 96 opinions contributed to the revised and supplemented Charter of the Vietnam Trade Union, 12th term...

The success of the grassroots trade union congresses in the units of the General Political Department continues to affirm the close and consistent attention of the leaders and commanders of agencies and units to the work of building strong mass organizations in general and trade union organizations in particular. The successful organization of the grassroots trade union congresses created an atmosphere of enthusiasm among cadres, union members, and workers, and is an important foundation for the General Political Department to successfully organize the 9th National Trade Union Congress for the period 2023-2028.
