The Government Office issued Document No. 350/TB-VPCP dated July 25, 2024 announcing the conclusion of Deputy Prime Minister Tran Hong Ha on the proposal to extend the implementation period of Decision No. 994/QD-TTg dated June 19, 2014 of the Prime Minister on ensuring road and railway traffic safety.
Previously, the Prime Minister issued Decision No. 994/QD-TTg dated June 19, 2014 approving the plan to restore order in road and railway traffic safety corridors for the period 2014 - 2020, which identified specific goals, solutions, progress, and implementation content. However, to date, the goal of completing the repair and full addition of signal information systems at level crossings has not been achieved as required.
Repairing and fully supplementing the signal system at the remaining 566 level crossings is very necessary and urgent, and needs to be implemented immediately to ensure traffic safety and train safety.
Deputy Prime Minister Tran Hong Ha requested the Ministry of Transport to direct the Vietnam Railway Corporation and other agencies and units to urgently review, make a list and estimate the budget for repairing the remaining 184 level crossings.
On that basis, the Ministry of Transport is responsible for reviewing and determining the capital needs for implementation in 2024 and 2025, coordinating with the Ministry of Finance to report to the Prime Minister in July 2024 (including clearly defining the form of the Prime Minister's document and the draft document according to regulations).
The Ministry of Finance shall preside over and coordinate with the Ministry of Transport and relevant agencies to arrange sufficient funding in 2024 in accordance with legal regulations and complete the repair of all 566 level crossings by 2025 at the latest.
Focus on completing 184/566 cross roads
The Ministry of Transport and relevant agencies need to focus on completing 184/566 level crossings. During the implementation process, the Ministry of Transport needs to be responsible for organizing the appraisal and approval of estimates to ensure compliance with regulations on cost management, unit prices, norms, etc.; organizing the repair of level crossings to ensure publicity, transparency, savings, efficiency and to avoid negativity and waste; being responsible for managing and using allocated capital, ensuring compliance with legal regulations (no duplication of regular state budget expenditures and other capital sources assigned by the Ministry of Transport).
Regarding the report summarizing the implementation results of Decision No. 994/QD-TTg dated June 19, 2014 of the Prime Minister on approving the Plan to restore order in road and railway traffic safety corridors, Deputy Prime Minister Tran Hong Ha requested the Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Natural Resources and Environment, the Ministry of Construction, the Ministry of Education and Training, the Ministry of Information and Communications and the People's Committees of provinces and centrally run cities, according to their assigned functions and tasks, to report the implementation results of the tasks assigned in Decision No. 994/QD-TTg dated June 19, 2014 to the Ministry of Transport before August 15, 2024 for synthesis and reporting to the Prime Minister.
The Ministry of Transport shall report on the comprehensive summary of the implementation results of Decision No. 994/QD-TTg dated June 19, 2014, clearly stating the existing limitations, shortcomings, subjective and objective causes, and responsibilities of ministries, agencies, and localities; clearly pointing out the shortcomings and shortcomings related to urban planning, development, and institutions; proposing comprehensive solutions (clearly identifying the resources, authority, and responsibilities of each agency, unit, and locality in the management and protection of road and railway traffic safety corridors according to current laws) to resolve them synchronously, effectively, and feasibly; report to the Prime Minister before August 25, 2024.
