On the afternoon of March 25, speaking with Nguoi Dua Tin , Mr. Ban Van Ba ​​- Chairman of the People's Committee of Minh Cam commune, Ba Che district, Quang Ninh province, said that Minh Cam is a mountainous commune with an area of ​​over 33km2 and a population of more than 600 people.

Minh Cam commune does not meet the standards of area and population size as prescribed, so it is subject to arrangement and merger. It is expected that by October 2024, Minh Cam commune will merge with Luong Mong commune (both in Ba Che district) to form a new commune.

To serve the merger, Minh Cam Commune People's Committee coordinated with relevant authorities of Ba Che district, Quang Ninh province, to complete the documents and develop a project to arrange and merge between the two localities.

At the same time, from March 12, 2024, Minh Cam commune has posted a list of voters to collect opinions on the arrangement of administrative units. It is expected that from April 15, the locality will collect voters' opinions according to regulations.

“Minh Cam and Luong Mong communes are close to each other and have many similar cultural features and customs. In addition, the merger will help streamline the local administrative apparatus, creating favorable conditions for business and production activities to develop. Therefore, basically, cadres, party members as well as people of Minh Cam commune agree and are excited about the arrangement and merger policy of Quang Ninh province,” Mr. Ban Van Ba ​​shared.

Along with Minh Cam commune, 11 communes and wards in Quang Ninh province that are subject to this round of arrangement and merger are also urgently carrying out procedures to complete the merger in 2024.

According to information from the People's Committee of Quang Ninh province, implementing Conclusion No. 48 of the Politburo, Resolution No. 35 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units in the 2023-2030 period and the Government's Plan to implement the arrangement of district and commune-level administrative units in the 2023-2025 period, the locality has carefully, closely and cautiously reviewed and evaluated the standards of district and commune-level administrative units.

On that basis, on March 28, 2023, the People's Committee of Quang Ninh province issued Plan No. 22/KH-UBND on implementing the arrangement of commune-level administrative units for the period 2023 - 2025.

At the same time, the People's Committee of Quang Ninh province also developed a master plan to arrange commune-level administrative units in the period of 2023 - 2025 to ensure compliance with the Provincial planning for the period of 2021 - 2023, with a vision to 2050, as well as the planning of each locality, urban planning, rural planning, other relevant planning and the practical situation of each locality.

Accordingly, in the period of 2023-2025, Quang Ninh province will reorganize and merge 12 commune-level administrative units. Dong Trieu town has the highest number of commune-level administrative units subject to reorganization and merger in Quang Ninh province (Tan Viet commune will be merged into Viet Dan commune, Dong Trieu ward will be merged into Duc Chinh ward).

In other localities, Ba Che district merged Minh Cam commune into Luong Mong commune; Cam Pha city merged Cam Hai commune into Cong Hoa commune; Mong Cai city merged Hoa Lac ward into Tran Phu ward; Ha Long city merged Tran Hung Dao ward into Yet Kieu ward.

According to information from the Department of Home Affairs of Quang Ninh province, the development of a plan to reorganize commune-level administrative units for the 2023-2025 period has been carried out by the locality in accordance with the correct procedures, ensuring the centralized and unified leadership and direction of the Party and complying with current legal regulations. At the same time, it creates consensus and unity among cadres, party members and the people.

By the end of March 2024, the communes and wards subject to rearrangement and merger in Quang Ninh province had completed the review and compilation of voter lists and were posting the voter lists at the headquarters of the People's Committees of communes and wards, cultural houses of villages, neighborhoods, and locations where voters' opinions were collected.

In April 2024, these localities will establish voter consultation teams and organize voter consultations. After that, they will submit to People's Councils at all levels for consideration and approval of the policy of arranging commune-level administrative units.

It is expected that in June 2024, the People's Committee of Quang Ninh province will submit to the Government the Project on reorganizing commune-level administrative units for the period 2023 - 2022. After the Project is approved, the locality will organize and implement the reorganization and merger. At the same time, perfect the organizational structure and apply specific regimes and policies of the administrative units formed after the reorganization.

After completing the arrangement and merger by the end of 2025, Quang Ninh province will carry out document conversion for organizations and individuals as well as arrange, consolidate, and assign staff, civil servants, public employees, non-professional workers, and resolve redundant policies and regimes.

After completing the arrangement and merger, from 177 commune-level units as at present, Quang Ninh province has 171 units left. The arrangement and merger contributes to expanding the development space, promoting all resources to promote socio-economic development, improving the quality of people's lives according to the happiness criteria.

Besides, it contributes to increasing the size of administrative units, streamlining the apparatus, reducing staff, reducing budget expenditures, improving the effectiveness and efficiency of grassroots government operations .
