This is the direction of Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Quang Tri province Vo Van Hung at the working session with departments, branches, localities and investors of the projects: My Thuy port area and Van Ninh - Cam Lo expressway this morning, July 12, to resolve difficulties and problems in site clearance.

My Thuy Port Project has acquired 125.49 ha/133.67 ha of land
At the meeting, Chairman of Hai Lang District People's Committee Le Duc Thinh reported on the situation and difficulties in site clearance for My Thuy Port Project Phase 1. Accordingly, this project is invested by My Thuy International Port Joint Stock Company (MTIP) with the implementation scope of phase 1 being 133.67 hectares.
Up to now, the area of land that has been handed over, land recovery decisions issued, support plans approved and people have agreed is 125.49 hectares. Of which, 90.11 hectares have been handed over to MTIP; 30.32 hectares have approved support and land recovery plans; 3.34 hectares are being submitted for appraisal of compensation and support plans; the payment cost is 119.73 billion VND.
For the remaining area of 8.18 hectares that is undergoing site clearance work, the district is currently facing difficulties. Of which, for the 6.53 hectares of area belonging to Newkeys Vietnam Co., Ltd. (Newkeys Company), the support plan and the volume of items according to inventory data have been basically agreed upon.
However, regarding the company's recommendations on calculating the source of sand to be purchased at the sand mine location licensed by the competent authority to the company in the budget for the project of digging and filling sand in the lake bed, building the dike; and compensating for the value of machinery and equipment, the Hai Lang District Land Acquisition and Site Clearance Council has no basis to apply. For the remaining area, the locality is reviewing and making a plan to support and acquire land in accordance with regulations before July 28.

Regarding the asset depreciation period and the period applied to calculate depreciation of the construction works used on the recovered land area of Newkeys Company, Hai Lang district proposed that the Provincial People's Committee unify the application of the maximum depreciation period instead of applying the average depreciation period according to the law.
Regarding the time applied to calculate depreciation of used constructions, Hai Lang district said that after the land reclamation notice, Newkeys Company stopped operating since 2020 and did not build any more assets on the land, so it proposed that the Provincial People's Committee consider and decide on the time frame from 2020 to calculate depreciation.
There is still 0.723 km of land that has not been handed over to the investor of the Van Ninh - Cam Lo Expressway Project.
According to the report, the compensation and site clearance work of the Van Ninh - Cam Lo Expressway Project section passing through the province has so far completed compensation and payment of site clearance support money for more than 31.8/32.53 km, reaching 98.1%.
The remaining length of land that has not been handed over is 0.723 km in Gio Linh and Vinh Linh districts. The total number of households affected by resettlement is about 351, of which 176 households are resettled on the main highway route and 175 households are located on the service roads, road corridors and intersections that have not significantly affected the construction progress.
Currently, 163/176 households have been relocated along the main route. 9/9 resettlement areas have been basically completed and households are building houses in the resettlement areas.
At the meeting, localities exchanged and discussed the difficulties and problems they are facing in site clearance work.
In particular, in Vinh Linh district, there is still 0.482 km of land that has not been handed over with problems at the section passing through Quang Tri Forestry Products Joint Stock Company; households of Mr. Vo Van Giao, Vo Van Nguyen, Vo Van Toan and Ms. Tran Thi Cam.
In particular, it is proposed that the Provincial People's Committee provide a policy of supporting 100% of the unit price for the volume of filled soil in the land use right certificate within the scope of land recovery and agree to the policy of supporting 50% of the unit price for the volume of filled soil outside the land use right certificate of the above-mentioned households.

In Gio Linh district, for 2 households building houses on public land, the locality proposed the Provincial People's Committee to allow cash support at 20% of the total value of the property; for the remaining households, the District People's Committee is completing procedures to carry out enforcement work according to regulations.
Regarding the connection with the East branch of Ho Chi Minh road to the resettlement areas in Gio An and Linh Truong communes, Gio Linh district proposed that the Provincial People's Committee continue to send a document to the Ministry of Transport for early comments; proposed that the Provincial People's Committee agree in principle to allow the district to adjust the land acquisition cost to adjust the project estimate to reinforce the slopes of all vulnerable locations at risk of landslides in the resettlement area of Linh Truong commune...
Regarding the policy of supporting land and assets in the road corridor of National Highway 9, Cam Lo district proposed that the Provincial People's Committee support 80% of the unit price for residential land and non-agricultural land; for houses and businesses located in the road corridor with a support level of no more than 80% of the unit price to create conditions for affected families to develop the economy; grant resettlement land to auxiliary households in families that have been separated or are eligible to separate into separate households for on-site resettlement cases...

Concluding the meeting, Chairman of the Provincial People's Committee Vo Van Hung acknowledged the efforts of localities and the support of people in site clearance work to serve key national and provincial projects.
However, the site clearance work for the two projects My Thuy Port Area and Van Ninh - Cam Lo Expressway has not been implemented in a drastic and strong manner in accordance with the directive, leading to delays in handing over clean land to the investors.
Therefore, to ensure the construction progress of the projects, it is recommended that localities, departments and branches actively coordinate with investors, concentrate human resources, assign specific tasks, increase working time to resolve problems, and promptly hand over the site as planned.
In particular, for the My Thuy Port Project, agree with the proposals of departments, branches and Hai Lang district, and at the same time assign the Department of Finance to base on local guidelines to apply the maximum asset depreciation time frame and the applicable time to calculate depreciation of used works for Newkeys Company from the year 2020 to create consensus for the enterprise to hand over the site soon.
Hai Lang District must develop a plan for enforcement. In case Newkeys Company still does not agree to hand over the site after creating conditions to resolve the proposals, it must organize enforcement according to regulations.
Regarding the Van Ninh - Cam Lo Expressway Project, agree in principle and unify the proposals of localities on support policies for residential land and assets in the road corridor for people; assign the Department of Construction to research, propose, and guide localities in approving items on temporary toilets for temporary residence, sidewalks, trees... from the land acquisition fund; adjust the project estimate to add the investment item to reinforce the slope of the resettlement area...
Request MTIP and the Ho Chi Minh Road Project Management Board to actively and diligently concentrate vehicles, machinery, and human resources to speed up the construction progress of projects on the handed-over land area. At the same time, issue a document proposing the Ministry of Transport to soon give opinions on the connection of the road to the resettlement area in Gio Linh district to the East branch of Ho Chi Minh Road. Determined to complete the site clearance before July 20, 2024 to hand over the entire land area to investors.
