Completing 3,000 km of expressway: Big goal, high determination

At a recent online meeting, Prime Minister Pham Minh Chinh emphasized that “The goal of completing 3,000 km of expressway by 2025 remains unchanged, requiring agencies, units, and localities to identify this as an important and top political task to focus on directing and operating.”

Currently, the Ministry of Construction, Vietnam Expressway Corporation (VEC) and localities are implementing 28 projects/component projects with a planned completion date of 2025 with a total length of about 1,188 km, of which the Ministry of Construction and VEC are implementing 17 projects/889 km, and localities are implementing 11 projects/299 km.

According to the assessment of the Ministry of Construction, up to now, the progress of most projects is following the plan, many projects are exceeding the set schedule, the target of 3,000 km of expressway by the end of 2025 is feasible. Of which, it is expected that by April 30, 2025, about 20 km of the Ben Luc - Long Thanh Expressway Project and the last 70 km of the Van Phong - Nha Trang Expressway Project will be completed and put into use; the main route of 4 expressway projects, with a length of 158 km, including: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh, Bien Hoa - Vung Tau will be opened to traffic.

In particular, after the delegations inspected and directed by the Deputy Prime Ministers, many projects have been accelerated in construction progress, with output increasing compared to the previous period, such as the Bai Vot - Ham Nghi, Bung - Van Ninh, Hoai Nhon - Quy Nhon, Khanh Hoa - Buon Ma Thuot, Tuyen Quang - Ha Giang expressway projects through Ha Giang province, Huu Nghi - Chi Lang, Ho Chi Minh City Ring Road 3 through Thu Duc City and Long An...

In addition to the achieved results, there are still some projects behind schedule, with problems and shortcomings that have not been thoroughly resolved. For example, the Khanh Hoa - Buon Ma Thuot Expressway Project through Khanh Hoa Province has only reached 38% of the volume, the Bien Hoa - Vung Tau Expressway Project through Dong Nai Province has only reached 22%, the Tuyen Quang - Ha Giang Expressway Project through Tuyen Quang Province has only reached 30%... The remaining volume is very large, requiring units to proactively overcome difficulties, work overtime, increase shifts, and organize construction scientifically to meet the completion capacity this year.

At the conference, localities reported on the results of organizing and implementing the highway construction project; solutions to remove difficulties and obstacles in site clearance, providing construction materials, embankment soil, etc. At the same time, they also recommended and proposed to the Prime Minister and central ministries and branches a number of related contents to speed up the project implementation progress.

Regarding Dak Lak province, Vice Chairman of the Provincial People's Committee Truong Cong Thai proposed that the Ministry of Agriculture and Environment and the Ministry of Construction guide the procedures for handing over excess material storage sites of Component 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project for management according to regulations. The Vice Chairman said that in reality, the volume of excess materials during the construction of Component 3 is very large, currently mainly dumped on people's land, forcing them to be handed over. Meanwhile, finding a new dumping site and transportation costs are very expensive, complicated procedures, and there are currently no specific instructions, so the province proposed that relevant ministries and branches soon give their opinions so that the locality can resolve this issue.

Prime Minister Pham Minh Chinh emphasized that completing at least 3,000 km of expressway by 2025 is the target according to the Resolution of the 13th National Congress, an important political task that must be completed and the current requirement is to accelerate and make a breakthrough to reach the finish line. The Prime Minister also affirmed that localities with favorable traffic conditions will attract investment easily. Large open roads will open up new development space, new industrial parks, urban areas, and services; reduce input costs, logistics costs, and increase product competitiveness... On the other hand, completing 3,000 km of expressway contributes to disbursing public investment capital, achieving the growth target of 8% in 2025 and double-digit growth in the following years.

The Prime Minister pointed out that the remaining workload of the projects is still very large, so it requires high determination, great effort, drastic action, and finishing each task and completing each task. Units and localities must implement the principle of "6 clear": clear people, clear work, clear time, clear progress, clear responsibility, clear authority.

We have seen the shape of the highway from Cao Bang to Ca Mau, but we cannot be subjective and must continue to promote the spirit of attack, speed, and breakthrough even more; determination must be high, efforts must be great, actions must be drastic, and each task must be completed.

For localities with large amounts of land clearance, it is necessary to mobilize the political system to participate, flexibly apply policies, not to let people suffer, pay attention to the material and spiritual life and livelihoods of the people, ensure that the new place of residence is better than or equal to the old place. The provinces of Dong Nai, Khanh Hoa, Dak Lak, Binh Duong, Long An coordinate with Vietnam Electricity Group to complete the relocation of high-voltage power lines, without affecting the construction progress of the project.

Contractors continue to promote the construction spirit of "braving the sun and rain", "working overtime", "eating quickly and sleeping urgently", "working at night when the day is not enough", ensuring progress, quality, technique and aesthetics. On the other hand, it is necessary to promptly motivate the spirit of cadres, engineers, workers and laborers, and apply appropriate bonus policies.

The Prime Minister assigned the Ministry of Construction and the Ministry of Finance to study and propose a timely reward mechanism for projects that are completed on schedule or ahead of schedule; at the same time, there should be strict sanctions for contractors who do not complete projects on schedule, affecting the overall progress.
