Accordingly, we received a report from residents of group 13, Hoa Hai ward about a group of people organizing graffiti painting on the walls of many houses in the neighborhood.
During the inspection, the authorities discovered that this group of artists were painting without permission from the competent authority, so they made a record requesting them to stop their activities.
Along with that, the Hoa Hai ward officials decided to administratively fine Ms. NTH (37 years old, Hanoi) 2 million VND for hiring someone to paint pictures on the walls of her house.

The penalty decision required Ms. H. to restore the original state of the painted walls.
Speaking to Tuoi Tre Online , Ms. H. said she has a house in a neighborhood in Hoa Hai ward. As an artist, she painted art on the walls of her house.
Then, she had the idea of painting murals on the houses around the street where she lived, so she asked the surrounding homeowners for permission to paint art on the walls. The homeowners all happily agreed.
"I called on artists and street painters from all over. They booked their own flights to Da Nang to paint graffiti art, including famous graffiti artists from abroad," said Ms. H.
Ms. H. also said that this is a non-profit painting activity, only thanks to sponsorship from paint companies.

According to Ms. H., the artists have painted nearly 20 graffiti art paintings on the walls of many houses on Son Thuy Dong 3, Son Thuy Dong 4, Dang Doan Bang, Thuy Son 1 streets... (Hoa Hai ward, Ngu Hanh Son district) from 2023 to present.
The content of the paintings is about the culture and daily life of Asian people such as a father holding his child, a farmer wearing a conical hat in the middle of a rice field, fishermen, and some images of hip hop, art...
"I agree with the fine for not having a permit. However, I think the requirement that we remove all the paintings is too harsh.
The residents here are all regretful, more than anything, we just want to create an art street that attracts people and tourists," said Ms. H.
Ms. H. expressed her wish to only delete some paintings with dark colors or inappropriate content.
