On September 20, according to the Department of Trade Defense (Ministry of Industry and Trade), the US Department of Commerce (DOC) published the final conclusion of the first final review of the anti-dumping and countervailing duty orders on Laminated Woven Sacks imported from Vietnam.
Previously, on June 4, 2019, the US Department of Commerce issued an order imposing anti-dumping and countervailing duties on woven bags from Vietnam. On May 1, 2024, the US Department of Commerce initiated the first sunset review mentioned above.

The products under investigation are Laminated Woven Sacks imported from Vietnam with HS codes 6305.33.0040, 3917.39.0050, 3921.90.1100, 3921.90.1500, 3923.21.0080, 3923.21.0095, 3923.29.0000, 4601.99.0500, 4601.99.9000, 4602.90.0000, and 5903.90.2500. Case code: A-552-823, C-552-824
In this case, the US Department of Commerce initiated an expedited sunset review that took place within 120 days due to the lack of response or reply from the relevant respondent businesses.
In this conclusion, the US Department of Commerce stated that the suspension of anti-dumping and countervailing duties on woven bag products imported from Vietnam is likely to lead to the continuation or recurrence of dumping with a weighted average margin of 292.61% and a countervailing margin of 3.02% (except for a non-cooperative company that is subject to a countervailing duty of 198.87%).
Accordingly, the US Department of Commerce will continue to maintain anti-dumping and anti-subsidy duties on woven bags from Vietnam for another five years.
The Trade Defense Department recommends that new Vietnamese export enterprises (if any) wishing to export the above products to the United States should contact the US Department of Commerce to request a review of the new exporter, otherwise they will be subject to a general anti-dumping tax of 292.61% and anti-subsidy tax of 3.02%.
Other companies that have exported to the United States and are currently subject to the current tax rate may request the US Department of Commerce to conduct an administrative review to change the annual tax rate. If necessary, businesses can contact the Department of Trade Remedies, Ministry of Industry and Trade for timely support.
